According to Federal Aviation Administration (FAA) Advisory Circular (AC) Number 150/5300-13, the RPZ required at PTIA is 1000 feet wide at the end of Runway 23R, expanding to approximately 1750 feet wide at a distance of 2500 feet from the end of the runway (see Figure 1). From the center of the RPZ, imaginary surfaces extend laterally upward at a rate of 7: l to an elevation 150 feet above the proposed runway. No obstructions are permitted to penetrate this RPZ transitional surface. Similarly, the critical approach imaginary surface begins 200 feet from the end of the runway and extends at a 50:1 slope to the end of the RPZ. The approach surface restricts the height of natural vegetation to ground surface [855.6 feet Above Mean Sea Level (AMSL) at 200 feet from the end of Runway 23R to approximately 905 feet AMSL at 2500 feet out along the runway axis. The location of the CE (within approximately 1700 to 2400 feet from the end of the new Runway), with ground elevations ranging from 838 to 871 feet AMSL, means that natural growth exceeding about 40 feet above ground level in the uplands and about 80 feet in the wetlands must be removed (Figure 2). i!#~ {_. ~ ,-t ,. ~- ~ - '\ ~~ o~.,w aw i:,rr i 2"i V~rtie~! If tall vegetation is only partially removed or trimmed, repeated incursion into the CE would be required for on-going maintenance. Vegetation with potential to obstruct the proposed Medium-intensity Approach Lighting System with Runway alignment indicator lights {MALSR, to be installed between the two conservation tracts, see Figure 3, following) will be removed and this area will be maintained as permanent access (unpaved) between the two conservation tract areas. €r.:. " In order to accomplish the goal of complete removal of all mature trees with minimal disturbance to the CE, PTAA will complete the following tasks Tree Identification Trees and other vegetation exceeding the minimum height threshold required by FAR Part 77 will be identified with colored plastic surveyor's tape. ScnsiUve-Ground. Dc~iine~tion Temporary orange plastic fencing will be erected around areas of soft, deep, or otherwise sensitive ground where no equipment will be permitted. Corps Field Review The Corps will be notified when the above-described tree and ground identification measures are in place in order to schedule regulatory field review of these tasks. PTAA will designate appropriate personnel to meet with the Corps at the designated time and place to conduct the field review. Operator Brie#int; Equipment operators will be briefed by appropriately experienced personnel on the location of sensitive areas and the importance of minimizing impacts to the CE. This will include no access to identified soft ground areas, provision for immediate removal of equipment if impacts to ground surface become excessive, and removal of identified mature trees only. Tree Removal The appropriately briefed contractor will remove identified vegetation only from the CE with as little impact as practicable to remaining vegetation and ground surface. Temporary Fence Removal Once the mature trees have been removed from the CE and equipment has departed the site the temporary fencing will be removed. Site Stabilization Bare or rutted areas resulting from equipment activity and/or tree removal will be stabilized with an appropriate native upland or wetland seed mix as required by the North Carolina Department of Environment and Natural Resources (NCDENR) Division of Land Resources (DLR) Land Quality Section.
