PROJECT SUMMARY: The applicant proposes to construct a shoreline erosion control system composed of rock breakwater structures along 900 ft of shoreline and to grade, slope, and stabilize with vegetation existing riverbank erosion escarpment. Field Investigation Report Page 2 Project Setting The site of the proposed development is a 255.069 acre tract located at 310 Granby St. in the Perquimans County Commerce Park. The Commerce Park is located on the northern side of Harvey Point Rd SR 1336, just south of the Town of Hertford. The Commerce Park is adjacent to the Perquimans River. Elevation of the tract is approximately 11.7 ft above normal water level and there is an existing erosion escarpment along approximately 400 linear feet of the shoreline area. Vegetation on the site consisted of indigenous grasses and upland oak, loblolly pine, sycamore, red maples with bald cypress just offshore in the Perquimans River. The soils are sandy loam. Existing structures on this site consist of a multi-use community center with ball fields and a paved parking area. The site has 5,070 ft of natural shoreline and no submerged aquatic vegetation was observed. The waters of the Perquimans River along the area of the applicant's property are closed to shellfish harvesting and are classified as SC waters by the Division of Environmental Management. There are no known archeological sites of geologic formations associated with the applicant's property. Development Proposal Perquimans County proposes to stabilize and protect 900 ft of shoreline on county-owned property adjacent to the Perquimans River. The county proposes to grade 400 ft of shoreline to a 2:1 slope and stabilize the graded area by installing Biomat from the top of the bluff to the natural sand beach. The county also proposes to plant a mixture of native hardwoods, bald cypress in the project area. The applicant proposes to construct 50 ft long and 15-17 ft wide stone breakwaters parallel to the shoreline and ranging from 15-25 ft waterward of NWL. Each breakwater will be separated by a 10 ft opening. Across the openings a 20 ft baffle would be placed on the offshore side. The breakwaters would be approximately 2 ft above normal water level depending on the water depth which varies between 1 to 3 ft. There are to be 15 breakwater sections. Anticipated Impacts The proposed development will result in the placement of 17850 square feet of rock (stone) in the Public Trust Areas and Estuarine Waters AEC's. Approximately 1320 cubic yards of rock (stone) fill will be placed below the normal water level. The land grading/sloping will result in approximately 42000 square feet of Estuarine Shoreline being disturbed. Submitted by: Kelly Russell Date: 2/5/08 Perquimans River Shoreline Stabilization Project ~-'~ASl,~nryq~~f~~~a CAMA Major Permit Application ~Iizgb~try ~~~~ August 20th, 2007; Revised October 24, 2007; Revised November 30th, 2007; Revised January, 2008 Project Description Perquimans County received a grant from the Clean Water management Trust Fund (CWMTF) to restore and protect riparian shoreline on a County-owned property adjacent to the Perquimans River that the County is developing for recreational, educational, and commercial uses. The Perquimans River is in the Pasquotank River basin. The combined effects of historic agricultural use of the property and extreme storm events have damaged the river shoreline, which is estimated to be eroding at a rate of 2-3 feet per year. The purpose of this shoreline stabilization project is to protect approximately 900 ft of Perquimans River shoreline from erosion resulting from wave action and rainfall runoff. The north section of the shoreline, some 500 ft., consists of a low area backed by thick vegetation. The remaining area to be protected, some 400 ft., consists of soil bluffs ranging from 12 to 6 ft. above the sand beach and backed by a grassed area and the Community Center Building. The project area is located within the Perquimans County Commerce Park, about two miles from downtown Hertford. Water Quality Benefits: 1. The Perquimans River is classified as SC and 303(d). Its Use Support Rating is Support Threatened, caused by non-point sources, specifically agricultural runoff. This Project will stop progressive recession of the river shoreline, reduce sediment contribution to the river from bank erosion, and reduce concentrations of suspended sediment in downstream river water. 2. This Project will improve, preserve, and facilitate long-term management of aquatic habitat of the Perquimans River. CAMA Major Permit Project activities proposed under the Major Permit include: 1. Re-slope and stabilize about 400 ft of existing shoreline in front of the Community Center building. The entire top length of the existing and eroded soil bluff will be graded back to 2:1, starting at the top of the mid-slope benches. The width of the area to be graded back is about 16 ft (Cross Section, Sheet 4). 2. Along about 400 ft of shoreline, install Biomat from top of the bluff bank to the natural sand beach to control erosion. 3. Plant native hardwoods and shrubs at high densities on about 400 ft of top, mid-slope and bottom benches. 4. Place stone breakwaters 15 ft to 25 ft offshore and approximately pazallel to the shoreline. Each breakwater will be 50 ft long with a 10 ft space between each. Across each opening, a 20 ft long baffle will be placed on the offshore side of the opening. The purpose of the baffle is to limit wave energy from passing through the 10 ft breakwater spacing. There are to be 15 breakwater sections; bottom widths will vary with the water depths, and range from 15 to 17 ft.; side slopes 2:1; and a top elevation of 3 ft MSL. 5. Plant native bald cypress on about 500 ft of natural beach to the north of the soil bluff that will be stabilized. Using an excavator with bucket, the entire top length of the existing and eroded soil bluff will be graded and sloped at 2:1 starting at the top of the mid-slope benches. The graded slopes and the existing mid-slope benches will be stabilized and planted using native plants and bio-engineering materials and techniques. Working from the top bank, a crane with a bucket will be used to install a rock sill in 1-3 feet of water following the natural contour of the shoreline. In areas that the bucket cannot reach, rock will be moved by small boat or a front-end loader. The community center building is located about 50 ft from the exisiting shoreline. The community center is a public multi-use facility with basketball, baseball and soccer leagues. c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. A tracked excavator will be used to gently slope the top section of the shoreline to create a bench for planting hardwood trees and small shrubs. Exisiting natural benches at mid-slope and next to the water will be enhanced--with minimal disturbance--before planting. Afront-end loader or crane with a bucket will be used to install a rock breakwater and baffle in 1-3 feet of water following the natural contour of the shoreline. The top of the rock breakwater will just be visible at NWL. The equipment will be stored on Perquimans County property close to the project site. d. List all development activities you propose. 1.
