On February 7, 2008, Lia Myott of the 401 Oversight/Express Permitting Unit of the Division of Water Quality
(DWQ) received a telephone call from Chad Turlington of the DWQ Fayetteville Regional Office, regarding the
"Country Fun Land Site". Chad stated that you had not received correspondence from our office regarding your
project. On January 11, 2008, a letter was sent to you advising you that your project would unfortunately not be
accepted into the Express Review Program since the project was still in the Notice of Violation process. Projects
that are in the Notice of Violation process are ineligible for the Express Review Program. The applicant must
apply through the ,regular 401 Certification process with an application that includes complete background.

It was also mentioned that you have been sending email correspondence regarding this project to Cynthia Van der
Wiele (who has not been employed with the DWQ since August 2007). We are in the process of updating our
express review forms and documents so that all references are updated. I sincerely apologize if you did not
receive the aforementioned letter - it did not have an attention line and was not sent certified mail.
