INTRODUCTION WESTON TOWNHOMES STORMWATER MANAGEMENT PLAN MORRISVILLE, NORTH CAROLINA The purpose of this study is to document pre- and post-development peak stormwater discharges for the 1-year and to-year design storm events. The goal is to provide detention structures adequate • to maintain a discharge less than or equal to the pre-development peak discharges for the 1-year and io-year storms after the site has been developed in order to meet Neuse River Rules and local town ordinances. The site has a small stream running north to south through the middle of the property which will serve as the discharge point for the one stormwater device on the property. The majority of the site naturally drains towards the existing stream. A small portion of the site flows into the roadside drainage along NC-54. The proposed stormwater detention pond will be in the center of the site, on the north side ofthe primary subdivision road on the west side ofthe creek. (twill capture the runoff from approximately 60% of the total site area, and 100% of the runoff from the impervious areas on . the site. The outlet from the detention pond will be routed through an existing stormwater pipe network • located on an adjacent property. The stormwater management plan has been designed to meet Neuse River Rules for diffuse flow through the buffer and i-year pre/post peak flows, as well as the Town of Morrisville requirement for io-year pre/post peak flow rates. METHODOLOGY The stormwater study was conducted using the natural drainage features as depicted by the Wake • County LIDAR topographic information (1-ft contours), field survey data and proposed development within the drainage areas. The pre-development drainage area includes the entire site. For the proposed conditions, the site was divided into two drainage areas with one of the drainage areas • representing the runoff to the attenuation device and the second encompassing the remaining area of the site. The scope ofwork included the following analyses: Hydrolo~y • ^ Simulation of the i-year, 2-year, to-year andloo-year rainfall events for the Morrisville area ^ Formulation of the i-year, 2-year, 1o-year and ioo-year flood hydrographs for the pre- • and post-development drainage areas • Hydraulic ^ Routing the 1-year, z-year, to-year and loo-year flood hydrographs for post development runoff through the proposed stormwater attenuation device • • The results of the hydrology calculations are used in the hydraulic analyses. The hydraulic design requires the development of aotage-storage and stage-discharge function forthe proposed dry detention device. The rainfall/runoff hydrographs, stage-storage and stage-discharge functions have been compiled to create a routing computer simulation model using Haestad Methods PondPack vio.o software. This PondPack model was then used to assess the impact of the peak discharges for the design rainfall events. The PondPack modeling results are provided as appendices to this report. WESTON TOWNHOMES STORMWATER MANAGEMENT PLAN MORRISVILLE, NORTH CAROLINA HYDROLOGY The SCS Method was used for this model. Runoff hydrographs for the 24-hour duration rainfall curves were determined using the NOAA Atlas i4 rainfall data for Raleigh-Durham International Airport for the 2-year, so-year and loo-year storm events. The z-year hydrograph was computed using a Type II rainfall distribution curve. The SCS method requires three basic parameters: a curve number (CN), time of concentration (t~, and drainage area. Curve numbers were based on soil type and land use. Soil types were delineated from the Soil Survey of Wake County, North Carolina (November 1970). Land use for existing conditions was based on the most recent Wake County aerial photographs. Post development land use is based on the proposed site plan. The curve numbers used in this study are listed in the appendix of this report. Times of concentration were calculated using methods described in the SCS publication "Urban Hydrology for Small Watersheds, TR-55" and based on Wake County topographic maps and field survey data. The post-development time of concentration was calculated for the drainage areas that are piped to the storage device based on the flow time through the piped drainage systems and small areas of sheet flow. Stage-storage functions were derived from the proposed grading of the dry pond. Anon-linear regression relation for surface area versus elevation was derived for the device. This relation estimates the incremental volume of the basin to the stage or elevation ofthe basin. Stage-discharge functions were developed to size the outlet structure for the structure for both peak attenuation requirements and water quality restrictions.
