PROJECT SUMMARY: The applicant proposes to replace the existing wastewater treatment system with a new subsurface and surface drip irrigation system. R & Q, Inc. Page Two 9. PROJECT DESCRIPTION LMG, Inc. on behalf of R & Q, Inc., has requested that the attached application be processed under the Express Permit Review Program. The applicant's project is located along North Anderson Boulevard, between the Atlantic Ocean and Banks Channel, in Topsail Beach, Pender County. To find the property, take Highway 17 North from Wilmington and turn right on N.C. Highway 50 (approximately 30 miles from Wilmington). Head east on N.C. Highway 50 and continue south toward Topsail Beach. The property will be located on the eastern and western side of North Anderson Boulevard (NC Hwy 50), approximately 4.80 miles from the intersection of NC Hwy 210 and NC Hwy 50. The project site is approximately 16.0 acres and consists mostly of high ground with a strip of 404 and coastal wetlands located along the northern property line. Existing structures located on the property include a condominium complex, wastewater collection/treatment system, tennis court, parking lot and swimming pool. The property ranges in elevation from 3' to 14'above Normal High Water (NHW). The portion of the property where the applicant proposes development is cleared with little high ground vegetation, except for sparse lawn grasses, cat briar, beach grass and Sea Oats. Redevelopment is proposed within the approximate boundary of the existing wastewater treatment system. The upper limits of Coastal Wetlands, Normal High Water (NHW) line and the first line of natural stable vegetation were field verified by staff from the Division of Coastal Management during July 2007. No development is proposed within the 75' Area of Environmental Concern, however, redevelopment is being proposed within the Ocean Erodible Area of Environmental Concern (AEC) and the High Hazard Flood AEC (as indicated by Zone VE (elevation 14) on the Flood Insurance Rate Map). The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean. The long-term average annual erosion rate in the vicinity of the property is 2.0 feet per year and the 100-years storm recession line is estimated at 150', giving a total Ocean Hazard AEC of 270'. Floodwaters during a major storm event are predicted to reach approximately 14' above Mean Sea Level. The water of Topsail Sound, which is located immediately adjacent to the project site, is classified as SA by the North Carolina Division of Water Quality. The area is NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries, and according to maps provided by the Department of Environmental Health, Shellfish Sanitation Section, the area is OPEN to the harvesting of shellfish. PROPOSED PROJECT The applicant proposes to replace and upgrade the existing wastewater treatment system serving the Queens Grant condominium complex. The work proposed would be limited to the sound side of the property, roughly within the same footprint as the existing subsurface wastewater treatment system. The current system is in danger of failing and the applicant seeks to remedy the situation in the immediate future. Proposed development would include the installation of seven, enviro-filter storage tanks along the western side of the subsurface drip irrigation fields. The tanks (10' x 70') would be installed beneath the ground surface, resulting in high ground excavation. Material removed from the excavated "pits" would be used to backfill the areas once the tanks were installed and to create a raised bed for the subsurface and surface drip irrigation fields. The drip fields (measuring 50' x 550') would be located along the western side of North Anderson Boulevard, just within the 270' Ocean Hazard Area of Environmental Concern (AEC). In addition to the tanks and irrigation fields, the applicant proposes to construct two buildings, one housing the de-nitrification unit and the other housing the electrical and generator. These two buildings would also be located in close proximity to the 270' Ocean Hazard AEC. The applicant states that because the sewer mains are located on the western side of North Anderson Boulevard, no development would be required within the 120' Large Structure setback. R & Q, Inc. Page Three The applicant states that he is in the process of acquiring authorization from the Division of Water Quality, Stormwater Section, the Division of Land Resources, Sedimentation and Erosion Control Section and the County of Onslow, for stormwater, land disturbance and sewer approval, respectively. The applicant has, however, received approval from the State ofNorth Carolina for the surface drip irrigation system. 10. ANTICIPATED IMPACTS: The proposed development would result in the disturbance of approximately 2.0 acres of high ground. No impacts are anticipated within the 75' Area of Environmental Concern, "404 wetlands", Coastal Wetlands or open waters. Submitted by: Jason Dail Date: November 27, 2007 Office: Wilmington Express CAMA Major Permit Application Queen's Grant Wastewater System Project Narrative, October 2007 Queen's Grant is an existing residential community located in the Town of Topsail Beach, NC. The subject property is approximately 16-acres in size, is located along HWY 50 or North Anderson Blvd., and abuts Topsail Sound. Three man-made canals exist on the property and are bulkheaded with boat docks and an existing boat ramp. Existing condominiums and a pool are located on the western side of the property. An existing subsurface drip field and waste treatment plant are located on the eastern half of the property. An adjacent parcel on the ocean-side of North Anderson Blvd., also contains condominiums which are part of the Queen's Grant community. Work proposed in this CAMA application is the replacement and upgrade of the existing wastewater system that serves existing condominiums on both the sound-side and Ocean- side parcels. All work proposed in this application would be contained within the sound- side parcel. Topsail Sound along the Queen's Grant property is classified SA by the NC Environmental Management System and is open to the harvest of shellfish. The existing wastewater system is in danger of failing in the short term, and this application seeks to replace the system and prevent any failure, particularly with adjacent open shellfishing waters. The new system would be both a replacement of the existing system and would create new capacity for any future development. The system would be located on the sound-side parcel in the approximate location of the existing system and within an approximate 2-acre area. Work would be partially located in the Ocean Erodible Zone AEC but would be outside both the small and large structure setbacks. The system would contain surface and subsurface drip fields and enviro-filters and storage tank arrays. Re-circulation tanks will be partially buried, with a fmal elevation of 13' MSL. The subsurface drip field will be approximately 6" below ground surface. A maximum amount of material that would be excavated to install the tanks was estimated to be 2,240 cy. However, with the tanks aze partially buried, this volume will be less. All excavated material will be kept on the Queen's Grant property. A de- nitrification unit and a generator will also be installed and will be the only components of the system which are above-ground. No new lines to the condominiums on the Ocean- side of North Anderson Blvd., will installed. The current lines under N. Anderson Blvd., were installed in a steel case. If any repair work to those lines is needed, the old sections of pipe will be slid out and new pipes placed inside the steel case. Application for all other necessary permits is underway, including application to NC Division of Water Quality for approval of the system and Sedimentation and Erosion Control.
