Yadkin -Pee Dee Hydroelectric Project FERC Project No. 2206 2023 Water Quality Compliance Report 1.0 Background On April 1, 2015, the Federal Energy Regulatory Commission (FERC; Commission) issued Duke Energy Progress, LLC (Duke Energy) a New License (License) for the Yadkin -Pee Dee Hydroelectric Project (Project, FERC Project No. 2206). License Article 402 approved Duke Energy's Dissolved Oxygen Compliance Implementation Plan (Compliance Plan), filed with FERC on January 20, 2012, to meet the water quality monitoring requirements outlined in Sections III.A.2 and III.B.2 of the 401 Water Quality Certification (WQC) issued by the North Carolina Division of Water Resources (NC DWR). During December 2022, Duke Energy updated the Compliance Plan, as part of a License non -capacity amendment for replacing Tillery Units 1 and 3 with aerating runners. FERC subsequently approved the revised Compliance Plan on August 24, 2023 (Duke Energy Progress, LLC 2022)1. This report fulfills the annual water quality compliance reporting requirement outlined in the WQC for monitoring conducted in 2023. The data reported here conform to requirements outlined in the revised Compliance Plan, Section 6.0 — Compliance Monitoring and Reporting (Duke Energy Progress, LLC 2022). 2.0 Compliance Monitoring As required in the Compliance Plan, the following parameters were measured at 15-minute intervals from May 1 through November 30, 2023, in the tailwaters of the Tillery and Blewett Falls Developments: • Dissolved oxygen (DO), mg/L Water temperature, °C • Gage height (river stage), ft Measurements were carried out by the United States Geological Survey (USGS) as required by Section 5.0 of the Compliance Plan, at the following locations: 1FERC E-Library Accession No. 20230824-3048. Development USGS Station Number USGS Station Description Tillery 0212378405 Pee Dee River at Highway 731 below Lake Tillery near Norwood, North Carolina Blewett Falls 0212880025 Pee Dee River below Powerhouse Dam near Pee Dee, North Carolina 3.0 Compliance Reporting Results reported here are based on approved data provided to Duke Energy by USGS after their final quality assurance review, as specified in Section 6.0 of the revised Compliance Plan. This report and the associated Excel file provide the following results for data collected May 1 through November 30, 2023: • DO and water temperature recorded at 15-minute intervals • Daily minimum, average, and maximum DO values 0 Daily minimum, average, and maximum water temperature values Calculations for percent DO saturation (% saturation) along with DO, water temperature, and gage height (river stage) data measured at 15-minute intervals at the USGS monitoring locations described above are reported in the Excel file associated with this report: Yadkin -Pee Dee Project Water Quality Data 2023.x1sx. Daily minimum, average, and maximum DO concentration and water temperature data are reported in Table 1 for the Tillery Development and in Table 2 for the Blewett Falls Development. Daily minimum and average DO values are graphed for the Tillery Development in Figure 1 and for the Blewett Falls Development in Figure 2. Daily minimum, average, and maximum water temperature values are graphed in Figure 3 for the Tillery Development and Figure 4 for the Blewett Falls Development. Data Recovery Water temperature, DO and gage height were measured at 15-minute intervals, generally resulting in a total of 96 observations per day. Overall recovery rates for approved continuous DO monitoring data collected during the 2023 monitoring period was 99.1% for the USGS station at Blewett Falls Development (USGS No. 0212880025) and 99.9% for the USGS station at Tillery Development (USGS No. 0212378405). The USGS switched monitoring equipment to In -Situ Aqua Troll 600 Multiparameter sondes equipped with Aqua Troll 0063450 RDO sensors for compliance water quality monitoring in April 2021. This 2 equipment replaced the previous sondes deployed at the monitoring sites specified in the FERC approved 2012 Compliance Plan (i.e., YSI 600 OMS V2 sondes equipped with YSI 6150+ ROX Optical DO Probes) (Progress Energy Carolinas, Inc. 2012). The In -Situ equipment description was included in the updated DO Compliance Plan approved by FERC on August 24, 2023 (see Section 5.2) (Duke Energy Progress, LLC 2022). Table 3 documents the dates during the monitoring period when the USGS performed routine calibration and maintenance of the field instrumentation. 3.1 Compliance with Water Quality Standards The WQC issued by NC DWR (Appendix A of the New License) specifies that DO concentrations in Project tailwaters will comply with the applicable North Carolina water quality standards which are as follows (NCDENR-DWQ 2007): Standard for instantaneous DO concentration, minimum: 4.0 mg/L Standard for daily (24-hour) average DO concentration, minimum: 5.0 mg/L Daily Average DO Standard During the monitoring period (May 1 - November 30, 2023), the daily average DO concentrations in the Tillery Development and Blewett Falls Development tailwaters remained above the state standard of 5.0 mg/L (Figures 1 and 2). Instantaneous DO Standard During the monitoring period (May 1 - November 30, 2023), the instantaneous DO concentration in the Tillery Development and Blewett Falls Development tailwaters remained above the state standard of 4.0 mg/L (Figures 1 and 2). 4.0 References NCDENR-DWQ. 2007. Minor biofouling on outside of sonde/probe faces. 2023-08-01 08:26:00-05:00 Routine service/qw maintenance & probe swap/mmt 79, dcp battery 14.2v (13.3v under load), taped diver 0.78ft (same as last, left at 0.78ft), downloaded diver/baro/dcp data. Minor biofouling on outside of sonde/probe faces. 2023-09-25 09:04:00-05:00 Routine service/qw probe swap/replace low sonde batteries/investigate comms drop outs recently, dcp battery 14.5v (13.7v under load), sdi no reply errors on 9/9, 9/10, 9/12, telemetry status shows no failed TXs, downloaded s13 diagnostics, removed 2 35amp/hr agm batteries, deployed 146amp/hr LiFePO4 battery, updated solar regulator for lithium, downloaded dcp data, removed sl3-1807179, deployed sl31-23020445, sonde by shows on sl31 as 11.75v, verified good gps sync, verified good TX, found sonde at site having comms issues and "instrument open" errors, replaced sonde at site, verified sonde batteries still at 81% capacity, set to log internally every 15min set to phone time EDT, mmt 80, taped diver 0.78ft (same as last, left at 0.78ft), downloaded diver/baro data, confirmed with RROC they are receiving good DO values, confirmed with Wendi good TXs. Moderate biofouling on outside of sonde and probe faces. 21 Table 3. (continued) Tillery Develo ment: USGS Station No. 0212378405 Date Time Explanation 2023-11-06 10:28:00-05:00 Routine service/qw probe swap/mmt 81, dcp battery 14.2v (14v under load), downloaded data, downloaded sonde log, qw readings side by side in river given —5min acclimation time, started new log after qw probe swap, no diver kit in truck - no service on diver/baro this visit, verified good QW mmts at sl3l. Minor biofouling mainly on outside of sonde. 2023-12-07 09:32:00-05:00 Remove sonde for end of QW season/QW cross section, dcp battery 13.6v (13.3v under load), no service on diver/baro this visit, downloaded dcp data. Removed sonde for end of qw season. Capped end of sonde cable and applied dielectric water proofing. filler to connection. Little to no fouling found on sonde. 22 Table 3.
