Attached is the approval letter from NCCWQ Construction Grants and Loans for the City of Jacksonville LTS
Expansion and Upgrade Project. I apologize for the delay, our copy was lost in the mail and Jennifer just faxed
this copy to me. It is my understanding that each of you have already been sent copies of the FONSI. If this is
not correct please let me know.

Please let me know ASAP if there is anything else you need.
