License Article 402 approved Duke Energy’s Dissolved Oxygen Compliance Implementation Plan (Compliance Plan), filed with FERC on January 20, 2012, to meet the water quality monitoring requirements outlined in Sections III.A.2 and III.B.2 of the 401 Water Quality Certification (WQC) issued by the North Carolina Division of Water Resources (DWR). This report fulfills the annual water quality compliance reporting requirement outlined in the WQC for monitoring conducted in 2018. The data reported here conform to requirements outlined in the Compliance Plan, Section 8.0 – Compliance Monitoring and Reporting. 2.0 Compliance Monitoring As required in the Compliance Plan, the following parameters were measured at 15-minute intervals from May 1 through November 30, 2018, in the tailwaters of the Tillery and Blewett Falls Developments: • Dissolved oxygen (DO), mg/L • Water temperature, oC • Gage height (river stage), feet Measurements were carried out by the United States Geological Survey (USGS) as required by Section 7.0 of the Compliance Plan, at the following locations: Development USGS Station Number USGS Station Description Tillery 0212378405 Pee Dee River at Highway 731 below Lake Tillery near Norwood, North Carolina Blewett Falls 0212880025 Pee Dee River below Powerhouse Dam near Pee Dee, North Carolina 2 3.0 Compliance Reporting Results reported here are based on approved data provided to Duke Energy by USGS after their final quality assurance review, as specified in Section 8.0 of the Compliance Plan. This report and the associated Excel file provide the following results for data collected May 1 through November 30, 2018: • DO and water temperature recorded at 15-minute intervals • Daily minimum, average, and maximum DO values • Daily minimum, average, and maximum water temperature values. Calculations for percent DO saturation (% sat) along with DO, water temperature, and gage height (river stage) data measured at 15-minute intervals at the USGS monitoring locations described above are reported in the Excel file associated with this report: Yadkin-Pee Dee Project Water Quality Data 2018.xlsx. Daily minimum, average, and maximum DO concentration and water temperature data are reported in Table 1 for the Tillery Development and in Table 2 for the Blewett Falls Development. Daily minimum and average DO values are graphed for the Tillery Development in Figure 1 and for the Blewett Falls Development in Figure 2. Daily minimum, average, and maximum water temperature values are graphed in Figure 3 for the Tillery Development and Figure 4 for the Blewett Falls Development. Data Recovery Water temperature, DO and gage height were measured at 15-minute intervals, generally resulting in a total of 96 observations per day. Overall recovery rates for approved continuous DO monitoring data during the 2018 season were 99.8% for the USGS station at Blewett Falls Development (No. 0212880025) and 95.9% for the USGS station at Tillery Development (No. 0212378405). On April 27, 2018, Duke Energy notified the Commission and DWR of a high-water event that prevented the installation of the water quality monitoring equipment at the Tillery Development (No. 0212378405).1 Because of high inflow conditions, it was not safe to install the monitoring equipment in the tailrace until water levels receded. Duke Energy notified the Commission and DWR again on May 15, 2018, that the equipment had been installed on May 8, 2018, and was functioning properly.2 In response to the 1 FERC Accession No. 20180427-5222 2 FERC Accession No. 20180515-5289 3 notification, Duke Energy was informed by FERC on June 5, 2018, the delay in the start of monitoring would not be considered a violation of the Project license.3 For both water quality stations, routine calibration and replacements of the monitoring instrumentation by USGS field staff typically resulted in no more than one or two missing observations per event. Table 3 documents dates during the monitoring period when the USGS performed routine calibration and maintenance of the field instrumentation. 4.0 Compliance with Water Quality Standards The WQC issued by DWR (Appendix A of the New License) specifies that DO concentrations in Project tailwaters will comply with the applicable North Carolina water quality standards which are as follows (NCDENR-DWQ, 2007): Standard for instantaneous DO concentration, minimum: 4.0 mg/L Standard for daily (24-hour) average DO concentration, minimum: 5.0 mg/L Daily Average DO Standard During the monitoring period (May 1 - November 30, 2018), the Tillery Development daily average DO concentrations in the tailwaters remained above the state standard of 5.0 mg/L (see Figure 1). The Blewett Falls Development experienced one day where the daily average DO concentration was 4.8 mg/l which is below the daily average standard of 5.0 mg/l (see Figure 2). This occurred on September 21, 2018, following the high inflow event associated with Hurricane Florence (with over 12 inches of rainfall in the Project area) which resulted in inoperable generating units due to the flooded powerhouse. Because the station enhances DO levels by utilizing vent valves to aerate the flow release when the generating units are operating, providing additional aeration to enhance the daily average DO concentrations on September 21st was not possible. This deviation was attributable to a large quantity of oxygen-poor water and was not a result of Project operations. Lake level deviations at Duke Energy’s Yadkin-Pee Dee Project resulting from the heavy inflow were reported to the Commission on October 5, 20184, but the daily average DO deviation was not discovered until the compilation of this report. Loss of power to the Programmable Logic Controller (PLC) resulted 3 FERC Accession No. 20180605-3005 4 FERC Accession No. 20181005-5197 4 in loss of the warning system which under normal operating conditions, would alarm to notify the operators of the approaching limit. Instantaneous DO Standard During the 2018 monitoring season, the instantaneous DO concentrations in the tailwaters of the Blewett Falls Development did not fall below the 4.0 mg/L standard (see Figure 2). The only instance of recorded DO values below the state instantaneous standard occurred at the Tillery Development on August 1, 2018, when USGS Station No. 0212378405 recorded a single DO value of 3.9 mg/l, at 19:45 while the hydro station was operating. Duke Energy notified FERC and DWR on August 7, 20185 . The low DO value was the result of the high inflow events and the ensuing large quantity of oxygen-poor water and oxygen demanding material coming into Lake Tillery over a short period of time.
