(Duke Energy) operated the dedicated dissolved oxygen (DO) enhancement equipment at the Tillery and Blewett Falls Hydroelectric Stations during power generation periods from May 1st through November 30th. Experience and procedural refinements gained from regular upstream water quality monitoring and operations during previous years have resulted in successful implementation of the DO enhancement system for the year. The enclosed report graphically depicts water quality results, including a daily range and average of DO concentrations, as continuously measured downstream of the Tillery and Blewett Falls Hydro Stations during the 2014 monitoring season by the United States Geological Survey (USGS). U.S. Geological Survey Charlotte, NC 1 Yadkin -Pee Dee Project (FERC No. 2206) 2014 Water Quality Data 1.0 INTRODUCTION This document provides a graphical overview of continuous water quality monitoring below the Duke Energy Progress, Inc. (Duke Energy) Yadkin -Pee Dee Project (Project) developments for the 2014 monitoring season. In accordance with the Tillery and Blewett Falls Developments Dissolved Oxygen Compliance Implementation Plan (Progress Energy 2012), turbine draft tube venting modifications were implemented at the Blewett Falls Development in 2010, while in 2011 a reservoir oxygen diffuser system was installed at the Tillery Development, in order to assure compliance with dissolved oxygen (DO) water quality standards in the Project tailwaters with operation under the New License from the Federal Energy Regulatory Commission (FERC). Continuous tailwater quality monitoring below the Tillery and Blewett Falls developments is conducted annually between the months of May and November. 2.0 METHODOLOGY The Charlotte Field Office of the United States Geological Survey (USGS) provides continuous water quality monitoring data at two sites on the Pee Dee River, respectively downstream of Lake Tillery (USGS 021237840 near Norwood at the Highway 731 Bridge) and Blewett Falls (USGS 0212880025 near Pee Dee at Powerhouse Dam). These sites provide water quality data for evaluation of compliance with applicable State of North Carolina surface water standards for DO for the Project (NCDENR 2007). At either monitoring site, flow, water temperature, and DO are recorded at 5 or 15 minute intervals. DO percent saturation, as determined from the DO concentration and water temperature relationship, is also reported at each site. Standard methods employed by the USGS for continuous monitoring sites are followed for instrument maintenance and calibration, and data quality assurance (Wagner et al. 2006). Provisional, real -time data are uploaded to a USGS website. Real -time data will be available to the public with receipt of the New License and can be accessed via the USGS web sites for the two monitored locations. These web addresses are: USGS 021237840 near Norwood (Tillery tailwater): 2 http: / /waterdata.usgs.gov /nc /nwis /dv/ ?site no= 0212378405 &agency_cd= USGS &referredm odule =sw USGS 0212880025 near Pee Dee (Blewett Falls tailwater): http: / /waterdata.usgs.gov /nc /nwis /dv / ?site _ no = 0212880025 &agency cd =USGS &referred m odule =sw For this summary report, approved data spanning the entire 2014 monitoring season were supplied to Duke Energy by the USGS Charlotte Field Office. 3.0 RESULTS Tillery Hydro Tailwater Figures 1 through 4 show the daily average, as well as the daily minimum and maximum value for gage height, water temperature, DO, and DO percent saturation for the Tillery Hydro tailwaters during the seven -month monitoring period. Daily average DO concentrations remained at or above 4.0 mg/L at all times, and exceeded the daily average water quality standard concentration of 5.0 mg /L for 93% of the days during the monitoring period. Instantaneous tailwater DO concentrations less than 4.0 mg/L as well as daily average DO values below 5.0 mg/L during the monitoring season coincided with periods of non - generation. Blewett Falls Hydro Tailwater Figures 5 through 8 show the daily average, as well as the daily minimum and maximum value for gage height, water temperature, DO, and DO percent saturation for the Blewett Falls Hydro tailwaters during the seven -month monitoring period. Daily average DO concentrations at this site remained above the 5.0 mg/L water quality standard throughout the monitoring period. A minor instance of six 5- minute instantaneous DO concentrations between 3.6 and 4.0 mg/L was recorded on the afternoon of June 24`h. These values are extremely unusual and do not appear to be related to Project operations. Instantaneous DO concentrations otherwise exceeded the 4.0 mg/L water quality standard for more than 99.99% of the monitoring period 4.0 REFERENCES [NCDENR] North Carolina Department of Environment and Natural Resources. 2007.
