SUBJECT: CAMA Dredge/Fill Permit Application for Bridge Point Harbor HOA, Craven
County, North Carolina.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the
permit application with regard to impacts on fish and wildlife resources. The project site is
located at 98 Bridge Pointe Dr adjacent the Trent River near New Bern, NC. Our comments are
provided in accordance with provisions of the Coastal Area Management Act (G.S. 113A-100
through 113A-128), as amended, Sections 401 and 404 of the Clean Water Act, as amended, the
Endangered Species Act of 1973, as amended (16 U.S.C. 1531 et seq.), the Fish and Wildlife
Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.), the Magnuson -Stevens
Fishery Conservation and Management Act (FCMA), as amended (16 U.S.C. 1801 et seq.), and
the Migratory Bird Treaty Act (16 U.S. 703-712 et seq.).
The applicant proposes to relocate an existing 10-slip facility that serves the Bridge Pointe
Harbor subdivision. The facility will be relocated approximately 80' northeast of the current
location. To better facilitate the subdivision, two additional slips will be designated at the
terminal end of the 10' by 52' T-head. The 12 slips will have boat lifts and would be positioned
in water depths at and greater than -3.6' NWL. Submerged aquatic vegetation (SAV) has been
detected in the vicinity. The previous facility was a non -conforming structure. The new structure
will conform to NCDCM rule. The Trent River at this location is classified SB Sw NSW and is
subject to the NC Division of Water Resources Neuse Basin Rules.

The NCWRC has reviewed the permit application and does not object to permit issuance.
However, the addition of two slips now classifies the structure as a marina. Therefore, a Marina
Plan should be designed for the site. This plan would address emergency action toward spills,
location of spill and safety equipment, presence of a dockmaster, docking rules, and other
contact information. It is recommended spill equipment is maintained on site in the case of fuel
spills from the fuel dispenser or other vessel incidents.
