Division of Water Quality April 5, 2001 Mr. Scott Linnenburger Spangler Environmental PO Box 387 Raleigh, NC 27602-0387 Re: Sandler at Old Stage Wake County DWO # 001116 Dear Mr. Linneburger: This correspondence is in follow-up to your site meeting with Mr. Todd St. John, Mr. Steve Mitchell, and Mr. Matt Flynn of the Division of Water Quality at the subject site on April 2, 2001. This meeting was intended to assess the stream mitigation required as a condition of the General Certification issued, in part, for the relocation of the stream in question (see DWQ# 960722). As you know, this Office does not intend to modify the previous Water Quality Certification as requested unless the problems with the above mitigation are addressed. During the subject site visit it was noted that the relocated stream exhibits characteristics of being unstable. These observations include, but are not limited to, apparent down-cutting and bank erosion/failure. Additionally, several of the instream structures and bank revetments have failed or are beginning to fail. These problems must be corrected. In order to determine how to correct these problems, Division staff discussed with you the idea of conducting a Rosgen type "Level II Assessment" or similar assessment of the stream. It is the opinion of this Office that the information provided by such an assessment can help determine how the problems can be fixed. An appropriate, stable reference stream reach should also be evaluated for comparison. Any repairs proposed must be based on natural channel design techniques and must meet the definition of stream restoration specified in General Water Quality Certification no. 3257. can be reached at 919-733-1786 if you have any questions. Until this information is received, this project will remain on hold due to incomplete information (15A NCAC 2H .0507(a)(4)).
