Engineers Regulatory Program, it appears that the work proposed herein could meet the criteria
established for authorization under Nationwide Permits (NWP) No. 3 — Maintenance and No. 12 —
Utility Line Activities, as found in the February 21, 2012, Federal Register, Reissuance of
Nationwide Permits (72 FR 11180). We will comply with the general and regional conditions of
the permits during construction.

upstream to downstream, 42 -inch D Line, 36 -inch C Line, 30 -inch A Line, and 36 -inch B Line.

Permanent grass will be planted to help control erosion immediately following any final ground disturbing activity. Native annual small grains and
herbs appropriate for the season will be planted. Also, fertilizers and pesticides will not be used near streams. Additionally, construction best
management practices, using pre- formed concrete mats, working in the dry, using clean uncontaminated fills, and soil stabilization measures.

3d. The Transco pipeline right -of -way (ROW) crosses Leepers Creek in Gaston County, Stanley, North
Carolina (GPS coordinates: N35° 24.232' and W812 03.318'). Leepers Creek flows southerly through the
ROW and has a sand streambed and clay banks. The banks stand 12 feet high and are mostly covered
with grassy vegetation. There are four pipelines in the ROW: from upstream to downstream, 42 -inch D
Line, 36 -inch C Line,,30 -inch A Line, and 36 -inch B Line. There are two river weights on the C Line.
Stream flow has eroded the bed of the creek, lowering the elevation of the streambed and exposing Line
D for approximately 43 LF, Line C for approximately 38 LF, Line A for approximately 29 LF, and Line B for
approximately 32 LF. Submar is proposing to restore cover to and armor the exposed pipelines to
ensure continued safety and reliability. We expect that without work to repair the present conditions,
the bed will continue to erode, exposing more of the pipelines. At some point, unless maintenance to
restore cover is conducted, the pipelines may likely suffer structural damage.
3e. Transco proposes to armor the four pipelines with a system of articulating concrete revetment
mattresses in order to cover and protect the pipelines. First, the project area will be graded as necessary
to create gentle, stable slope, and fill material will be placed atop the pipelines. A woven geotextile
material will be placed on the freshly graded project site, followed by the installation of the Submar mat
system. The mats will extend across the creek from the right- descending high bank to the left -
descending high bank as depicted on the attached design drawings. The flank edges of the mat system
will toe in to 2 -foot deep excavated anchor trenches that will be backfilled with existing material; the
upstream, leading edge of the mat system will toe in to a 3 -foot deep excavated anchor trench that will
be backfilled with riprap. A 3 -foot deep by 12 -foot long subgrade rock grade control will be installed on
the downstream end of the pipeline in order to prevent erosive scour from moving upstream. Bank
paving will be placed upstream of Line D on the right- descending bank to prevent erosive scour in the
unmated area, and Submar's articulating concrete mat system will cover and protect the pipelines in the
matted area.
