PROJECT SUMMARY: The applicant proposes to excavate a ditch in Coastal Wetlands in the alignment of a previously existing ditch that has naturalized. Washington E. Bateman Battalina Creek Beaufort County Project Setting The ±8-acre project site is located off HWY 264 at 785 East Pantego Street in the Town of Belhaven adjacent Battalina Creek in Beaufort County, North Carolina. The site is home to Sea Safari a crab buying/processing plant. The site is bordered on two sides (north and east) by canals that appear to be a channelization of Battalina Creek. Earthen fill from the channelization likely created the highground that supports the crab processing buildings. Commercial fishing vessels moor "side to" in these canals. There is a significant amount of navigation upstream to a boat maintenance yard and private dockage east of the project site. West of the crab processing plant are ±3.5 acres of Coastal Wetlands marsh vegetated mainly with Juncus roemarianus, Distichlis s i~ cata and S~artina ap tens. This 3.5 acres of Coastal Wetlands marsh has been subject to mowing when conditions allow. This area of marsh is bordered on two sides (south and west) by residences. Kiln Street, maintained by the Town of Belhaven dead ends at the western edge of this marsh. The developed higher ground to the east, west and south drains to this marsh. There is a ±4' wide ditch on the north side of the mowed marsh that drains to the northern canal. North of the project site is a large area of Coastal Wetlands marsh associated with Battalina Creek. There exist areas of Phragmites ~. growing in and around this area of mowed marsh. This invasive species is likely a result of previous land disturbance activities. Along the Coastal Wetland marsh/highground interface on the south side of the mowed marsh there exist a vegetated depression that once served as a ditch. Tlus depression does not exceed 2' in width or 6" in depth. There is _n_o evidence of reminant spoil disposal associated with the shallow swale that is only discernable when the marsh is mowed. The vegetation in the depression consists of Distichlis spicata and S~artina ap tens. This depression relic ditch continues west ± 125' along the edge of some higher ground until it intersects perpendicular with another depression that runs north 350' bisecting the mowed marsh before reaching the larger ditch on the north side. "1'he depression bisecting the mowed marsh is similar in dimension and vegetation as the aforementioned southern depression. Battalina Creek is designated as a Coastal Water and Primary Nursery Area (PNA) by the NC Division of Marine Fisheries, is closed to shellfishing and is designated as SC HQW by the Environmental Management Commission. Project Description The applicant is proposing to excavate the vegetated depressions. The stated purpose is to reduce breeding grounds for mosquitoes. Excavation is to be undertaken with hand labor using shovels. Spoil material is to be placed in wheelbarrows for removal from the marsh. The depressions are to be excavated to a final depth of 2' to 2.5' with a top width of 2'.The spoil material is to be placed on highground for later removal from the site. Anticipated Impacts The project will result in the excavation of ±950 ft2 of Coastal Wetlands. There will be a loss of function for the excavated Coastal Wetlands that include treatment of surface runoff, reduced primary production and a habitat loss. The excavation of ditches will result in a more direct channelized conveyance of storm water into Battalina Creek. The project will not meet its stated purpose, which is to reduce fly and mosquito breeding.
