Please find enclosed the request dated received 6/27/14 from Mr. J.W. Forman, Jr., P.E. with
Bearing Point Consulting, Inc representing Edgewater Properties, Inc. to modify the CAMA permit
issued to Edgewater Properties. The original permit for this phase, #131-08, was issued a major
modification on 6/27/11, a refinement for 130' of additional bulkhead along the eastern property
line on 6/9/14 and is set to expire on 7/6/15. The permit authorized excavation, shoreline
stabilization, wooden walkways and bridge and upland development (which includes the inn
construction) and additional bulkhead along the eastern property line.
Since the issuance of the last modification (6/27/11), the applicant is proposing to relocate the
eastern vinyl bulkhead along the unnamed tributary connecting to Taylors Creek, an average of 2'6"
from the existing wall with a maximum of 36" towards normal high water. There would be a 13
square foot area of 404 jurisdictional wetlands filled, however no coastal wetlands would be
affected. The proposed bulkhead placement would be 6' to 8' above normal high water depending
on location. Per the applicant the reason for this request is to allow practical and safe installation of
the foundation footers for the inn as well as to create additional space between the inn and bulkhead
for the use as a fire lane. The current footers and configuration and location of the existing bulkhead
have the potential to cause excessive pressure on the existing bulkhead and could cause a possible
wall failure. A site visit was conducted on 8/13/13 with DCM Field Representative Heather -Styron
as well as John wade and Bill foreman with Bearing Point Consulting Inc. The project as proposed
would be consistent with the specific guidelines found in 15A NCAC 07H.0208. A check in the
amount of 100.00 dollars was submitted with this request. If the following specific conditions are
met then this district recommends the modification be authorized.
The proposed development shall remain in accordance as shown on drawings dated
received by DCM 6/271. No coastal wetlands shall be filled or disturbed,

Dear Heather.
On behalf of Edgewater Properties, Inc. and Front Street Village, we request a General Permit
modification to the referenced CAMA Permit for the following:
Relocate the eastern vinyl bulkhead along the unnamed tributary to Taylors Creek no more than
3'6" towards the normal high water line. The average extension towards the high water line will
be approximately 2'6". The reason for this request is to allow practical and safe installation of
the foundation footers for the proposed Inn and to create additional space between the Inn and
bulkhead for use as a fire lane. These footers are of significant size, which given the current
location of the bulkhead, would cause excessive pressure onto the wall possibly causing it to fail.
The new wall will be approximately 2' higher in height than the adjacent, existing wall section.
The plans included in this sketch show the relocation impacting coastal wetlands and 404
wetlands. However, during a site visit with you on June 19, 2014, it was determined that
relocating the bulkhead using the dimensions shown on the plan, would not cause any impact to
the coastal wetlands. Impact to 404 wetlands is still being determined.
A check for $1.00 is enclosed, payable to NCDENR.
