I also would like to explain my understanding as to why the R-512 project showed on the previous Debit Ledger that was sent to you both. As you are aware, the R-512 (Long Swamp) mitigation site in Hoke County has yielded less credits that originally anticipated for a number of reasons that we have been in discussion about over that past 6 months. The Department has performed a wetland delineation on this property and is in the process of finalizing the suitable mitigation that was salvaged from this site. In years past knowing that this site was not performing as predicted, Charles Cox began, via consultants, searching for replacement mitigation opportunities in order to offset the deficiencies at Long Swamp. In the meantime, the Key Branch site was found in Anson County. In the 2001 monitoring report for Long Swamp, NCDOT proposed that the agencies consider taking the remaining shortfalls from the Long Swamp site from Key Branch. At that time, Charles Cox noted on the debit ledger the remaining R-512 area, in an effort to prevent this mitigation from being used for another project until NCDOT could get agency concurrence on the proposal. My recollection of the discussions surrounding this issue are that the agencies were not in agreement. The current strategy is that Dave Schiller is within a couple of weeks of soliciting mitigation to make-up for the losses at Long Swamp through a RFP in the "full-delivery" process. It is my understanding that this is the strategy, however NCDOT failed to remove the tag from Key Branch once this strategy was adopted. Therefore the attached ledger reflects that current status of the wetland portions at the Key Branch Mitigation Site. This being the case, NCDOT feels that there should be enough mitigation to cover the impacts associated with U-2009B and R-2246C.
