Dear Ms. Gentry:
On December 15, 2020, the Department of the Army issued a permit to the City of
Charlotte – Aviation Department for expansion and improvements at Charlotte Douglas
International Airport located in Mecklenburg County, North Carolina. A written request
for a permit modification was received on November 5, 2021, for changes to the North
End Around Taxiway (NEAT) Phase 1 elements to include:
1. The elimination of a previously approved impact (108 linear feet of temporary and
permanent impacts identified as PS3-1) due to NEAT regional detention basin
design changes.
2. The addition of 100 linear feet of temporary impacts to Ticer Branch to
accommodate open-cut, utility line crossings (TS10-1 and TS11-1) previously
intended to be directionally bored.
3. Pulling forward a Phase 2 impact (0.76 acres of Wetland 6 known as PW1) into
Phase 1 which is an extension of an impact already approved and mitigated for in
Phase 1 (0.22 acres identified as PW2-1).
Overall Phase 1 stream impacts have been reduced from 3,906 to 3,898 linear feet
as a result of the elimination of impact PS3-1 (108 linear feet) and the addition of
impacts TS10-1 and TS11-1 (100 linear feet). Overall Phase 1 wetland impacts were
increased from 0.82 acres to 1.58 acres via the additional 0.76-acre wetland impact
brought forward from Phase 2 into Phase 1 in response to NEAT element design
change. The permit is hereby modified to include the work as noted above. All
conditions of the original permit remain applicable, and the expiration date is
unchanged.

The following special conditions are added to the permit:
• In order to compensate for impacts associated with this permit modification,
mitigation shall be provided in accordance with the provisions outlined in the
U.S. Army Corps of Engineers, Wilmington District, Compensatory Mitigation
Responsibility Transfer Form (attached). The requirements of this form,
including any special conditions listed on this form, are hereby incorporated
as special conditions of this permit authorization.
• The permittee must comply with the conditions of the attached approved
Individual Water Quality Certification, dated December 20, 2021 (attached).
