Purpose: Attain and maintain a level of water quality adequate for beneficial uses of the States' waters, but of a minimum quality, where attainable, which will provide .for a balanced population of f'ish, shellfish, and wildlife. II. Objectives: A. Of the 18,132 stream s·egm.ents in the State, attain and maintain a level of waste treatment management which will reduce the number of stream segments in which qual-ity is apparently degraded* to less than the applicable standards from 1,962 to 947 in FY·1977-78. B. Of the 831 known publicly owned waste discharge points 1.n the State: l. Achieve minimum acceptable (secondary) treatment·at 14 of the, ·229 points which do not presently provide secondary treatment and at which only secondary ,treatment is required in FY 77-78. 2. Achieve a level of treatment (higher than secondary) which is necessary to provide adequate water quality protection at 11 of the 265 discharge points at which existing treatment does not provide the re-quired protection in FY 77-78. c. or the 2533·known privately owned waste discharge points in the State: 1. Achieve minimum acceptable (Best Practicable Control Techrio'logy Currently Available) treatment at 42 of the 230.which do not presently provide BPCTCA and.at which only BPCTCA is required in FY 77-78. 2. Achieve a level of treatment (higher than BPCTCA) which is necessary to provide adequate water quality protection at 31-of the 331 discharge points at which existing treatment does not provide the required.pro-tection in FY 77-78. D. Encourage construction of publicly owned water pollution control facilities through the allocation of $146,692,000 in 75% federal grants in aid to assist in the planning of 141 -(Step I and II) wastewater treatment projects an<I, the construction of 59 (Step III) wastewater treatment ~re-jects in FY 78 of which 56 will be operational by July of 1980. In addition to federal assistance, it is anticipa-ted that approximately $3,000,000 in 12: 1/2% supplemental State Clean Water Bond Grants will be available from the North Carolina Clean Water Bond Act of 1971. However, in the event additional State Grant funds are made available through another bond referendum, adequate State Grant funds will be available to provide supplemental 12 1/2% State _ Grants for all projects approved for Federal Grant funding. I I t DEPARTMENT OF NATURAL RESOURCES & COMMUNITY DEVELOP:MENT ENVIRONMENTAL MANAGEMENT PROGRAM ADMINISTRATION SUB-PROGRAM PLANNING AND MANAGEMENT ELEMENT I. Purpose: Improve program operations providing executive direc- tion for the Environmental Management Program and assure that activities of the Division are efficiently and effectively directed toward achievement of program goals through provision of administrative support, personnel, physical, fiscal and data processing services. · · II. Objectives: l...___ or the 18,132 stI'eam segments in the State, attain and maintain a level of waste/treatment management which will reduce the -number or stream segments in which water qual- ity is apparently degraded to less than the applicable ·standards j'rom 967 to 947. · 2. Development and maintenance of a Continuing Planning Pro- cess which es~abli_shes a strategy for and defines the re- quirements of a water quality management program designed to achieve and maintain for the citizens of North Carolina the highest practicable level of water quality. 3. Development and maintenance of a ·State Water Plan which will es.tablish • a strategy for water and related land re- sources progra,ms and which is designed to secure for the citizens of North Carolina, the most beneficial uses of the States' waters. 4. Program Plan preparation and accomplishment reporting for the Division which provides an effective inanagement tool and which relates to. the Departments' Management Informa- tion System. · 5. Budget preparation for the Division which relates to the program plan and the Departmental Accounting System. 6. Coordination and liason necessary to assure adequate· and appropriate participation by federal, state and local agencies in the various planning processes. 7. Adequate program support at the Division level in the form of personnel, purchasing, physical plant and data proces- sing services. III. Five Year Planning Strategy: Administrative problems, trends and a response follow: Problem: Lack of documented procedures hamper program efficiency. Several -areas of the program need studies of coordination, work flow and decumentation of procedures in order to simplify and speed- up processing of various program actions, assure coordinated input to the actions and provide that information and data about the actions be available for program control and accountability, plan- ning or internal program use. Res p onse: Little progress was made in this area during FY 1977. A contract for developing an accomplishment reporting system is ·. -expected to be executed during FY 1977 and-the work should assist in documenting work flow and procedures ■-Additional effort (from the areawide planning program) has been allocated to develop and improve data collection and flow to data processing. Problem: Natural phenomena and proposed development combine to produce severe water resource problems. Sepcial analyses of these problems will need to be made in advance of completion of the N. c. Water Plan. Even after the development of the Water Plan, studies of this type will be needed to further study problems identified in the Wat~r Plan. Res p onse: Attempts will' be made t ·o identify these potential pro- blem areas promptly in order to evaluate their potential impact and determine a ·. s·chedule to make appropriate studies. Currently the staff is able to handle about one such study a year. In order to make more than one study, other projects would have to be de- layed or additional staff made available. Problem: Inability to adequately determine cause and effect re- lationships with non-point source pollution. Because non-point source pollution is such a dynamic, diffuse, complex process that has received such little attention in the past, there is not a clear understanding of the cause and effect relationships with non-point source pollutiono Res p onse: To minimize this problem, expertise from other agencies having authority or involvement with certain non-point source cate- gories was sought, culminating in the formation of the 208 Inter- agency Planning Group, containing representatives from nearly 20 state and federal agencies. Also much use of the Interactive Graphics System is anticipated to more fully utilize topography, soils, land cover and geological information by combining them to identify hydrologically sensitive areas. What is really needed, however, is a significant amount of additional funds poured into appropriate research projects to identify cause-effect relationships. Problem: In the process of conducting the statewide 208 program, DEM has encountered difficulty in determining how much of a pol- lutant constitutes an actual water quality problem. The answer does not appear to lie solely with chemical analyses, but these analyses must be supplemented with aquatic biological information. Particularly in the case of sediment, traditional methods cannot ,,. assess whether the source of sediment needs to be abated. North Carolina's.. streams have a severe sediment problem, but strict abatement measures can only be justified by demonstrating the associated biological degradation in streams_. Toxie materials have been demonstrated to accumulate in the aquatic flood chain in North Carolina while concentrations in water quality samples are low. Increased biological monitoring is desperately needed in North Carolina to assess the state of degradation of its water~ courses. -Response: The Division recognizes the need."1;;0· utilize aquatic bio- logical information as part o_f its water-:c qUal.ity· program·.-'-· Studies being conducted as part of the statewide 208 program are making use of the diversity and ecology of benthic macroinvertebrates to assess· the effect of pollutants on "biological" water quality down- stream of activities compared to upstream controls. The pesticide content of macroinvertebrates is being utilized to determine the effect that pesticide application may have on aquatic life. In addition, the Division is considering the implementation of a "chlorophyll''a" standard for monitoring over enrichment and justi- fying nutrient controis. This new emphasis on biological monitor- ing is only the beginning to what is really needed. It is impor- tant for EPA to take a strong position in promoting the use of biological sampling and providing expertise to the states. Problem: In order to properly manage the State's water resources, an adequate data base is an absolute necessity. This is especially true of data on the extent and distribution of these resources as well as current uses. Response: Coordination with the U.S. Geoiogical Survey will be improved so that the Survey is aware of the exact data needs for the water resources planning effort. Programs to produce and analy- ze water availability and water use data will be defined and imple- mented. Problem: An adequate data base for water resource planning needs has not yet been developed. Besides the HISARS ~ystem, only limited data is available on municipal water supplies and industrial water use. Information on,other needed data is still disp~rsed in various documents or does not exist. Data has been handled in piecemeal and inconvenience is experienced in locating the needed data, especi- ally for new employees. Response: The program will continue its data collection on munici- pal supplies and industrial uses. Other pertinent data used in · water resources planning will be identified and collection of these data will be initiated as possible. -An integrated information sys- tem will be explored to store these data in a single data base. .. Problem: Data processing in the Division will be involved in three major changes during fiscal year 1978. First, the EPA main- frame contract has gone to COMNET from OSI; secondly, the Depart- ment is moving into a new building; and thirdly, Data Management has purchased new equipment to be delivered in January 1978. Res p onse: The first change leaves the Department at the mercy of a vendor, COMNET. Changing mainframes for a system as large as STORET creates logistical problems of a magnituQe almost stagger- ing. Air programs made such a change about five years ago from "'which they have not yet recovered.· They were almost totally out of operations on the computer for two years. While STORET is only changing mainframes, and not mainframe type, there will be problems for at least six months and productive work will probably be af'fected to the extent that we will become about three months behinfl in production after six months. This estimate actually seems generous when looking at output for the month of June in which only three hours of productive connect time were achieved. The Environmental Protection Agency should seriously consider the losses incurred in periodic (every two years) change in its con- tractor for computer 'services. · The second change; moving into a new building, should have only a slight effect on production in the actual move. The move may cause a two week loss due to actual physically moving of per- sonnel and equipment (including telephone lines; etc.) but "bugs" in the new building (power failures, etc.) may add more problems for the succeeding six months. Thirdly, the new equipment due to arrive in January will be a totally new environment . for the data -processing ·operation.:;. How- ever'> some >of .tlie .,equipment will arrive early and will be tied into Region Ill''s PDP 11/70 to begin training and programming. M. 2F .0100 (c) After applying the provisions of subdivisions (a) and (b) of this regulation, the Corr:nission will exercise its discretion- ary authority in establishing priority for funding of projects .when two or more projects receive the same nu~ber of po~nts or when projects are located in critical areas designate~ by the Com- mission. (d) Project~ which receive a Step II or St~p III grant in a preceding fiscal year will be retained on the priority list, will be evaluated and given special consideration during succes- sive fiscal years until the sewerage system improvement need for which the initial grant was r.1ade is funded. (e) Projects ~hich are assigned priority for a Step I, II, III or combination of steps for Federal grants shall be of such scope as to provide adequate treat~ent to meet efflueht linitations and wat~r quality standard~ ipplicable ~o receiving waters, and wi.11 be comprised of wasteKater collecti-on systems, wastewater treatment works systems or operable segments of such systems. (f) Beginning with Fisca: Year 1975 and in ~ach succeeding year, the Discharge Inventory will be compiled based on conditions existing prior to and until January 1 of. that yea.r, and the pri- ority list will be ccrnpliet based on corid~tions exiiting or in- formation submitted prior to February 1 of that year. (g) Projects certified for priority under the Federal Water Pollution Control Act Amend=ents of 1972, must have on file the required informati6n and documents by April 1st of the sa~e fiscal year in which the funds are allocated to the State. Federal grant funds assigned to projects ;,,·hich have not filed all requir&d docu- ments by April· 1st of' the fiscal year \·-lill be . subject to reas~:!.en- ment to other projects be1ni considered for funding. (ri) Project applications-filed with tbe Commission on or be- fore March 1 of each· year will be considered for priority. A:;,y suth applications which are not certified for priority will be reviewed annually and, if determined necessary,.will be re- turned to the applicant for revisions. Any application returned to the applicant may be re~ised and iestibmitted to the Commission for consideration of priority lhe succeeding fiscal y~ar . . (i) Each year, at the ti6e of tertffying projects for funding, the Corr.rn.ission will establish, from the State's allocation, a contingency fund to accorr_rr:odate project cost overruns ..
