PROJECT SUMMARY: The applicant proposes to excavate and renovate the southern and eastern portions of an existing municipal marina facility including replacement and relocation of all fixed and floating docks, replacement of sidewalks, and installation of a new bulkhead within the Carolina Beach Yacht Basin. PROJECT DESCRIPTION: The project site is located at 110 Carl Winner Drive, adjacent to the Carolina Beach Yacht Basin, in Carolina Beach, New Hanover County. To locate the project site from the WiRO take US-132 S/ S. College Rd. for approximately 7 miles. Continue on US-421 S/Carolina beach Rd for an additional 7 miles to the Snows Cut Bridge that leads into Carolina Beach. Turn left onto Carl Winner Drive in approximately 1 mile. The project site will be located on the left-hand side of the road directly behind Fins Island Buffet and Grill. The property is surrounded by commercial development. The property is located at the end of the Carolina Beach Yacht Basin and extends along the western, southern and eastern ends of the basin. The basin is approximately 262 ft. wide in this area. The high ground portion of the property is developed into a gravel parking lot and wooden boardwalks extend around the entire municipal marina. The shoreline is stabilized by an old wooden bulkhead on the eastern and southern sides and a new bulkhead on the western and southwestern sides. Upland vegetation consists of sparse lawn grass. The property is approximately 3 acres in size and has an average elevation of approximately 4 feet above mean sea level. The entire project site has approximately 971 linear feet of shoreline frontage. There are no Coastal or "404" type wetlands located on or adjacent to the proposed project area. This portion of Carolina Beach experiences a high volume of tourism during the summer months as most of the commercial fishing fleet is located within the basin. The USAGE Federal Channel extends throughout the Yacht Basin with an authorized depth of -6 ft. NAD83. The marina has numerous floating docks and finger piers in need of repair. Some of the boat slips are only accessible with ladders. The property currently provides dockage for 38 slips with 5 large slips for head boats. Numerous General Permits have been issued since 2006 to replace floating docks within existing slips, to reconfigure slips, add mooring pilings and add fixed pier sections. State Permit No. 81-09 was issued on July 10, 2009 via express permitting for installation of 4 transient boat slips including floating docks, finger piers and a boatlift in the southwestern corner of the marina. This permit expired on June 23, 2014. Existing water dependent structures include a new steel bulkhead on the west and southwest side of the basin, existing failing wooden bulkhead along the southern and east sides of the basin and a series of both fixed and floating docks. The western bulkhead and a portion of the southern bulkhead have been replaced with new steel bulkheads under GP 67113D, which was issued on December 19, 2016 and GP 69390D, which was issued on August 23, 2017 and re -issued on January 3, 2018. Minor Permit No. CB 16-23 was issued on January 10, 2017 authorizing the construction of a 10 ft. wide sidewalk landward of the new bulkhead along the western side of the marina. State permit number 86- 18 was originally issued on August 10, 2018 for the excavation and renovation of the western portion of the existing municipal marina, including the replacement and relocation of all fixed and floating docks. State number 86-18 was issued as Phase 3 of a 5-phase project designed to continue improvements to the facility overtime. The work for phases 1 and 2 was completed under CAMA emergency general permits issued in 2016 and 2017. A minor modification was issued May 8, 2019 for outfall replacement and bulkhead repair. State permit 86-18 is due to expire on December 31, 2022. The Town of Carolina Beach Land Use Plan classifies the adjacent waters and high ground area as Marina Mixed Use and Commercial 1 and the water portions as Conservation. This area has been designated as urban waterfront. There are no known archaeological sites located in the project vicinity. The waters of the Yacht Basin are classified SB by the Division of Water Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries, and they are CLOSED to the harvest of shellfish. Town of Carolina Beach Marina Renovation (Phase 4 & 5) Page 3 10. PROPOSED PROJECT: The applicant proposes to excavate and renovate the southern and eastern portions of an existing municipal marina facility including replacement and relocation of all fixed and floating docks, replacement of sidewalks, and installation of new bulkhead within the Carolina Beach Yacht Basin. The marina will have a total of 31 formalized boat slips and 3 transient slips. According to the applicant, Phases 4 and 5 will consist of reconfiguring the southern and eastern side of the old docking facility with new floating docks, finger piers and fixed platforms for a total of 22 formalized slips on the southern and eastern side with 3 transient slips on the western side. The marina will have a total of 34 boat slips. Beginning on the southwest corner of the parcel a platform measuring 20ft. in length by 10 ft. in width will provide access via a ramp to a floating dock measuring 180 ft. long and ranging in width from 6 ft. to 15 ft. wide running parallel to the bulkhead. Five finger piers measuring 42 ft. long by 6ft wide extend perpendicular to the bulkhead providing docking space to slips 1-S through 8-S. An additional access ramp extends to a fixed platform 20 ft. long by 20 ft. wide in the southeastern corner of the basin. This platform provides additional access via ramp to a floating dock running parallel to the eastern bulkhead measuring 332 ft. long and ranging in width from 8 ft. to 16 ft. wide. Four finger piers measuring 24 ft. long by 6 ft. wide extend perpendicular to the bulkhead providing docking space to slips 1-E through 10-E. Landward of slip 5-E an additional 10ft. long by 7ft. wide fixed platform provides additional access from the high ground via ramp. Three additional finger piers measuring 34 ft. long by 6 ft. wide, 38 ft. long by 6 ft. wide, and 22 ft. long by 6 ft. wide provide access to slips 11-E through 14-E. The docking facility terminates 17 ft. from the adjacent riparian corridor. An access ramp leads back to the high ground to an existing wooden platform in the northeast corner (see Drawing S1.0 and narrative). The western side of the marina has been reconfigured under Phase 3 of this development as previously permitted. According to the applicant, a total of 29 new pilings will be installed, 17 of these are tie pilings. Temporary pilings may be required for boats that need to be relocated during construction and the Town of Carolina Beach will coordinate with DCM. The application states that there are no fuel dispensing operations on site and there will not be overnight or live -aboard dockage allowed. The application also states that no new structures will be installed past the USACE Federal Channel setback. Replacement of the southern and eastern bulkhead will be an average of 3.75 ft. waterward of the existing wall will result in the filling of 3,000 square ft. of estuarine and public trust waters. A bulkhead measuring approximately 415 linear feet would be installed on the east side and a bulkhead measuring approximately 260 linear feet would be installed on the south side. The proposed bulkhead will tie into the existing bulkhead. The applicant states that 3,000 sq. ft. of clean sand as backfill material will be brought onsite. Six existing ouffalls, two on the southern and four on the eastern side, will be expanded through the new bulkhead (see sheet C3)_ The applicant also proposes to excavate the southern and eastern portion of the existing marina basin with either long reach excavation, bucket to barge or hydraulic methodology, including areas within the Federally maintained channel. According to the applicant, the southern and eastern sides of the basin located adjacent to the bulkhead would be dredged via a long -reach excavator. The remaining proposed excavation will be done either hydraulically or with bucket to barge methodology. A floating turbidity curtain is proposed during any bucket to barge excavation (for a detailed depiction of the proposed dredge footprint and existing water depths, please refer to sheet 2 and 3 of 4). Approximately 6,095 cubic yards of material would be excavated from the basin in an area measuring approximately 190 ft. long by 85 ft. along the southern side and approximately 300 ft. long by 100ft along the eastern side (See Sheet 2 of 4). Water depths in the vicinity of the project average approximately -8 ft_ NAVD88 and range from -4 ft. to -10 ft. The applicant intends to excavate to a final depth of approximately -11 ft. NAVD88 (at MLW) and the applicant states that this will conform with the existing entrance channel depths. NOTE: The Federal Channel is authorized for excavation to a depth of- 8 ft. NAD83 (6 ft. plus 2 ft. overdredge allowance) in this area, but existing depths have been confirmed by the USACE to be - 10 ft. to -12 ft. The applicant has not provided a dredge Town of Carolina Beach Marina Renovation (Phase 4 & 5) Page 4 disposal location at this time, but the application states that they will identify a location for spoil and negotiate a consent agreement with the property owner prior to commencing any dredge operation. Lastly, proposed upland development consists of 5,361 square feet of impervious sidewalk which will be over existing impervious surface on the southern and eastern upland side of the property including a 12 ft. wide by 240 ft. long concrete walkway, 5 ft. wide by 150 ft. long sidewalk and construction of 20 ft_ long by 20 ft. wide building in the previous building footprint. In addition, approximately 2,800 square feet of an existing 350' of 8' wide timber board walk will be replaced with either slatted timber or hog slat. 17,267 square feet of existing street asphalt is proposed for replacement. The applicant proposes to expand the previous grass area from 8,277 sq. ft. to 10,912 sq. ft. (See Drawing C3). Note: This area has historically been designated as Urban Waterfront. 11. ANTICIPATED IMPACTS: The proposed floating docks would incorporate approximately 8,534 sq. ft. of open water within the applicant's area of riparian access and within '/4 of the width of the waterbody. The proposed maintenance dredging would disturb approximately 35,288 sq. ft. of bottom substrate, a portion of which is within the Federally maintained channel. The 35,288 sq. ft. of spoil will be placed on an upland location that is to be determined. The proposed bulkhead would result in the filling of approximately 3,000 sq. ft. of open water. Approximately 36,904 sq. ft. of high ground will be disturbed on site, however, most of the disturbance is within the existing footprint. The applicant proposes 2,131 sq. ft. of new impervious sidewalk, bringing the total impervious up to 23,028 sq. ft. The applicant proposes the creation of 2,635 sq. ft. of new pervious, bringing the total pervious 10,912 sq. ft. within a designated Urban Waterfront Area.The proposed reconfiguration will not encroach into the 15 ft. adjacent riparian setback on either side. Minor increases in turbidity should be expected during construction and a turbidity curtain will be utilized during any bucket to barge excavation; however no long-term adverse impacts are anticipated. The Town of Carolina Beach is in the process of undertaking a capital project to renovate the remainder of the Town's Commercial Marina located at 110 Carl Winner Drive, which was damaged during Hurricane Florence. The scope of work outlined within this Major Modification to Permit 86-18 was described within the original Permit Package as Phases IV and V but was not permitted at that time. This modification seeks to obtain a CAMA Permit for the final phases of the Marina Rehabilitation and Upfit. PROJECT SITE BACKGROUND: As indicated in the original Permit Application, the history of the Town of Carolina Beach Boat Basin can be dated back to 1939 when the USACE indicates that bulkheads, wharf, and mooring improvements were made to the marina. Based on historical aerial photographs, the Carolina Beach Town Marina has been utilized as a commercial marina since 1966 and has functioned in its current arrangement since 1981. In the 1981 photo, the Marina is bound on the East, West and South Sides by sheet pile retaining wall with a timber relieving platform located along the southern wall. In 2017, the western portion of the marina renovation was begun to repair damage sustained during Hurricane Matthew. These repairs included the installation of 235' of new steel sheet pile retaining wall under two CAMA General Permits. This revitalization effort was continued in 2018 and included new floating docks for nine (9) slips, a new pump out station, and dredging along the western side of the marina, all of which was completed under CAMA Permit 86-18. PERMIT HISTORY: 1, December 19, 2016 — DCM issued a General CAMA Permit for emergency repair to the southern portion of the western bulkhead. 2. August 23, 2017 — DCM issued a General CAMA Permit for emergency repair to the northern portion of the western bulkhead. This permit was approved with the project as an Urban Waterfront Designation. 3. January 3, 2018 — DCM issued a General CAMA Permit for the same work identified in item 2 above due to the permit expiring. This permit was approved with the project as an Urban Waterfront Designation. 4. August 10, 2018 — DCM issued a CAMA Major Permit (No. 86-18) for the western slips, pump out and dredging of the western side. 5. May 8, 2019 — DCM issued a minor modification to Permit 86-18 for the repair of the elevated timber deck, wall repair, and stormwater pipe repair in the northeastern corner of the basin. EXISTING CONDITIONS: Water Structures & Docks Currently, the south and eastern walls of the marina are supported by anchored timber navy style walls that were damaged by Hurricane Florence or were are otherwise in significant disrepair. The eastern wall generates a significant concern for the Town due to its proximity to Canal Drive and the underground utilities located withiri that rnariway_ The eastern thirteen (13) slips are accessed directly from the timber boardwalk along East Canal Drive by means of timber access ladders to small, elevated timber finger piers. The stern section of each commercial slip is marked by signage for the charter vessel and have an existing approximate water depth of -8' +/-. The southern six (6) were historically utilized for larger head boats and access to the vessels is by means of an approximately 12' wide elevated timber board walk / relieving platform. The board walk also housed a ticket booth and signage for each vessel, The average water depth at the exiting boat slips is approximately -10' +/-. March 22, 2021 Page 3 Upland Area The area immediately behind the eastern sheet pile wall is a timber board walk that is in significant need of repair and currently has sections that are out of compliance with regards to ADA. The boardwalk serves as a pedestrian walkway running along Canal Drive, which is a two-lane roadway that serves as one of two means of access to the north end of Carolina Beach. Due to the partial wall failure during Hurricane Florence, a section of the roadway has developed significant cracking of the traffic ware surface and movement of the sub -base and will require replacement. All of the above is within the 30' AEC setback. Total percentage of existing impervious area within the AEC setback along the eastern wall is 80%. The area immediately behind the southern sheet pile wall is comprised of a 12' wide gravel access road used for EMS/Fire and delivery vehicles to the larger vessels. Beyond the access road, the area is a grass island / park space with stamped concrete sidewalks, several areas of plantings, a flagpole, and an existing pump out station. Per information from town records, the access road and a portion of the park are in the approximate location of the original alignment of Carl Winner Drive. As such, critical underground utilities for the northern end of Carolina Beach run within this area. Total percentage of existing impervious area within the AEC setback along the southern wall is 50%. Stormwater Management Currently, stormwater within the area of the eastern and southern sections of the marina is handled by a combination of catch basins with discharge pipes and sheet flow into the marina. The stormwater along the eastern side of the marina is collected into catch basins along Canal Drive on the east and discharged into the marina by four (4) stormwater pipes. The stormwater along the southern side of the marina is collected into catch basin along Carl Winner Dr and discharged by three (3) stormwater pipes into the marina. PROPOSED MODIFICATIONS The modifications proposed in this Major Permit Modification include the following improvements, which are in compliance with Town of Carolina Beach Planning and Zoning requirements, and the Town requests that the project be considered under the designation of Urban Water Front per 15A NCAC 07H.0209 part (g): West Side • Replace one of the existing, permitted, slips with a floating kayak launch. • Permit three (3) transient / day slips to be located in the southwest corner of the boat basin as defined in the attached permit documents as slips 10-W thru 12-W. fskve/ South Side March 22, 2021 Page 4 • Replace 260 linear feet of timber sheet pile retaining wall with new anchored steel sheet pile retaining wall located approximately 3' outboard of the existing wall. This will tie into the existing steel sheet pile wall in the southwest corner of the marina. • Remove the existing elevated timber reliving platform. • Provide a layout for four (4) commercial slips designated and four (4) transient slips designated 1-S thru 8-S. • Provide ADA access to the slips by means of two elevated timber access platforms supporting aluminum gangways that will access the new 10' wide main floating dock. Each pair of slips will be provided access by means of 6' wide floating finger piers. • The western most access platform is proposed to be a 200 SF observation/unloading platform with an ADA viewing station to provide northern views of the marina and the Myrtle Grove Sound. • Provide midship breasting and spring line piles for each slip. All new piles will be outside of the USACE setback line. Four (4) existing piles are located within the setback line and will remain in place and will continue to be used as spring piles. • The upland area is defined as the contractor laydown yard and is shown within the proposed Erosion and Control Plan. This area will be reconstructed in a similar manner and for similar use as current conditions, with the percentage of impervious surfaces within the AEC to be equal to or less than currently defined. • Provide a code complaint handrail along the length of the boat basin that will be supported by the concrete cap of the sheet pile system. • Provide flood check valves on the stormwater discharge pipes within the southern wall. • Provide commercial signage and "fish boards" for each vessel. These will be incorporated into the hand rail design to allow for a clean, uniform look. • Complete minor road modifications to reclaim approximately 600 SF of impervious road surface to pervious grass/park area outside of the AEC setback. • Provide a new 20' x 20' information building/kiosk for the commercial harbor that will be located outside of the AEC set back. East Side • Replace 421 linear feet of timber sheet pile retaining wall with new anchored steel sheet pile retaining wall located approximately 3' outboard of the existing wall. • Provide a layout for fourteen (14) commercial slips designated as 1 E thru 14E. • Provide ADA access to the slips by means of three elevated timber access platforms supporting aluminum gangways that will access the new 8' wide main floating docks. Each pair of slips will be provided access by means of 6' wide floating finger piers. March 22, 2021 Page 5 • The southernmost access platform is a proposed replacement if an existing 400 SF observation platform. The new platform will be of the same footprint and will have ADA viewing stations to provide westward and southern views of the marina. • Provide spring line and midship breasting piles for each slip. All piles will be outside of the USACE setback line. • The existing timber board walk is proposed to be replaced with elevated concrete "hog - slat" sidewalk structure supported by a low capacity pile system. The use of the "hog -slat" is proposed to maintain the sidewalk / board walk area as pervious. • Provide a code complaint handrail along the length of the boat basin that will be supported by the concrete cap of the sheet pile system. • Due to the roadway damage, the town is proposing to remove and replace the roadway along Canal Drive within the vicinity of the project. • Complete the repairs to the elevated wooden platform and stormwater discharge located in the northeastern corner of the basin as identified and approved in the minor modification to permit 86-18. • Provide commercial signage and "fish boards" for each vessel. These will be incorporated into the hand rail design to allow for a clean, uniform look. Dredging Approximately 6,095 CY of material is proposed to be removed from the southern slip and eastern slip area that would bring the total proposed for the marina to approximately 11,605 CY. The current water depths within the proposed dredge area vary from -4' to -10'. The sheet pile retaining walls will be designed for a maximum proposed dredge depth of -11'. Dredging will be completed by either "bucket to barge" mechanical dredge or hydraulic dredge. The town will identify a location for spoil and negotiate a consent agreement with the property prior to commencing any dredge operation. Environmental Protection During Construction A floating turbidity curtain will be used during all phases of the bulkhead replacement and construction. In addition, sedimentation and erosion control devices will be required for high ground work during construction. Total disturbed area on the high ground is approximately 0.9 acres. SUMMARY: The Town of Carolina Beach Commercial Marina has been in operation for nearly a decade, and the proposed repair, replacements, and improvements are necessary for the marina to continue to provide commercial water access for charter captains and their guests. The project is proposed to be completed as a single project as outlined within the narrative and the attached permit documents. The Town views DCM as an important stakeholder in the project and will coordinate March 22, 2021 Page 6 with DCM throughout the construction process. Please give a brief project description below and include location information. * PROJECT SITE BACKGROUND: As indicated in the original Permit Application, the history of the Town of Carolina Beach Boat Basin can be dated back to 1939 when the USAGE indicates that bulkheads, wharf, and mooring improvements were made to the marina. Based on historical aerial photographs, the Carolina Beach Town Marina has been utilized as a commercial marina since 1966 and has functioned in its current arrangement since 1981. In the 1981 photo, the Marina is bound on the East, West and South Sides by sheet pile retaining wall with a timber relieving platform located along the southern wall. The transient dock facility was constructed in 2010 in the south-east comer of the marina. In 2017, the western portion of the marina renovation was begun to repair damage sustained during Hurricane Matthew. These repairs included the installation of 235' of new steel sheet pile retaining wall under two CAMA General Permits. This revitalization effort was continued in 2018 and included new floating docks for nine (9) slips, a new pump out station, and dredging along the western side of the marina, all of which was completed under CAMA Permit 86-18. PERMIT HISTORY: 1. December 19, 2016 — DCM issued a General CAMA Permit for emergency repair to the southern portion of the westem bulkhead. 2. August 23, 2017 — DCM issued a General CAMA Permit for emergency repair to the northern portion of the western bulkhead. This permit was approved with the project as an Urban Waterfront Designation. 3. January 3, 2018 — DCM issued a General CAMA Permit for the same work identified in item 2 above due to the permit expiring. This permit was approved with the project as an Urban Waterfront Designation. 4. August 10, 2018 — DCM issued a CAMA Major Permit (No. 86-18) for the westem slips, pump out and dredging of the westem side. 5. May 8, 2019 — DCM issued a minor modification to Permit 86-18 for the repair of the elevated timber deck, wall repair, and stormwater pipe repair in the northeastern comer of the basin. EXISTING CONDITIONS: Water Structures & Docks Currently, the south and eastern walls of the marina are supported by anchored timber navy style walls that were damaged by Hurricane Florence or were are otherwise in significant disrepair. The eastem wall generates a significant concem for the Town due to its proximity to Canal Drive and the underground utilities located within that roadway. The eastem thirteen (13) slips are accessed directly from the timber boardwalk along East Canal Drive by means of timber access ladders to small, elevated timber finger piers. The stem section of each commercial slip is marked by signage for the charter vessel and have an existing approximate water depth of -8' +/-. The southem six (6) were historically utilized for larger head boats and access to the vessels is by means of an approximately 12' wide elevated timber board walk / relieving platform. The board walk also housed a ticket booth and signage for each vessel. The average water depth at the exiting boat slips is approximately -10' +/-. Upland Area The area immediately behind the eastern sheet pile wall is a timber board walk that is in significant need of repair and currently has sections that are out of compliance with regards to ADA. The boardwalk serves as a pedestrian walkway running along Canal Drive, which is a two-lane roadway that serves as one of two means of access to the north end of Carolina Beach. Due to the partial wall failure during Hurricane Florence, a section of the roadway has developed significant cracking of the traffic ware surface and movement of the sub -base and will require replacement. All of the above is within the 30' AEC setback. Total percentage of existing impervious area within the AEC setback along the eastern wall is 80%. The area immediately behind the southern sheet pile wall is comprised of a 12' wide gravel access road used for EMS/Fire and delivery vehicles to the larger vessels. Beyond the access road, the area is a grass island / park space with stamped concrete sidewalks, several areas of plantings, a flagpole, and an existing pump out station. Per information from town records, the access road and a portion of the park are in the approximate location of the original alignment of Carl Winner Drive. As such, critical underground utilities for the northern end of Carolina Beach run within this area. Total percentage of existing impervious area within the AEC setback along the southern wall is 50%. Stomiwater Management Currently, stormwater within the area of the eastern and southern sections of the marina is handled by a combination of catch basins with discharge pipes and sheet flow into the marina. The stormwater along the eastem side of the marina is collected into catch basins along Canal Drive on the east and discharged into the marina by four (4) stormwater pipes. The stormwater along the southern side of the marina is collected into catch basin along Carl Winner Dr and discharged by three (3) stormwater pipes into the marina. South Side • Replace 260 linear feet of timber sheet pile retaining wall with new anchored steel sheet pile retaining wall located approximately 3' outboard of the existing wall. This will tie into the existing steel sheet pile wall in the southwest comer of the marina. • Remove the existing elevated timber reliving platform. • Provide a layout for four (4) commercial slips designated and four (4) transient slips designated 1-S thru 8-S. • Provide ADA access to the slips by means of two elevated timber access platforms supporting aluminum gangways that will access the new 10' wide main floating dock. Each pair of slips will be provided access by means of 6' wide floating finger piers. • The western most access platform is proposed to be a 200 SF observation/unloading platform with an ADA viewing station to provide northern views of the marina and the Myrtle Grove Sound. • Provide midship breasting and spring line piles for each slip. All new piles will be outside of the USACE setback line. Four (4) existing piles are located within the setback line and will remain in place and will continue to be used as spring piles. • The upland area is defined as the contractor laydown yard and is shown within the proposed Erosion and Control Plan. This area will be reconstructed in a similar manner and for similar use as current conditions, with the percentage of impervious surfaces within the AEC to be equal to or less than currently defined. • Provide a code complaint handrail along the length of the boat basin that will be supported by the concrete cap of the sheet pile system. • Provide flood check valves on the stormwater discharge pipes within the southern wall. • Provide commercial signage and "fish boards" for each vessel. These will be incorporated into the hand rail design to allow for a clean, uniform look. • Complete minor road modifications to reclaim approximately 600 SF of impervious road surface to pervious grass/park area outside of the AEC setback. • Provide a new 20' x 20' information building/kiosk for the commercial harbor that will be located outside of the AEC set back. East Side • Replace 421 linear feet of timber sheet pile retaining wall with new anchored steel sheet pile retaining wall located approximately 3' outboard of the existing wall. • Provide a layout for fourteen (14) commercial slips designated as 1 E thru 14E. • Provide ADA access to the slips by means of three elevated timber access platforms supporting aluminum gangways that will access the new 8' wide main floating docks. Each pair of slips will be provided access by means of 6' wide floating finger piers. • The southernmost access platform is a proposed replacement if an existing 400 SF observation platform. The new platform will be of the same footprint and will have ADA viewing stations to provide westward and southern views of the marina. • Provide spring line and midship breasting piles for each slip. All piles will be outside of the USACE setback line. • The existing timber board walk is proposed to be replaced with elevated concrete "hog -slat" sidewalk structure supported by a low capacity pile system. The use of the "hog -slat" is proposed to maintain the sidewalk / board wail( area as pervious. • Provide a code complaint handrail along the length of the boat basin that will be supported by the concrete cap of the sheet pile system. • Due to the roadway damage, the town is proposing to remove and replace the roadway along Canal Drive within the vicinity of the project. • Complete the repairs to the elevated wooden platform and stormwater discharge located in the northeastern corner of the basin as identified and approved in the minor modification to permit 86-18. • Provide commercial signage and "fish boards" for each vessel. These will be incorporated into the hand rail design to allow for a clean, uniform look. Dredging Approximately 6,095 CY of material is proposed to be removed from the southem slip and eastem slip area that would bring the total proposed for the marina to approximately 11,605 CY. The current water depths within the proposed dredge area vary from -4' to -10'. The sheet pile retaining walls will be designed for a maximum proposed dredge depth of -11'. Dredging will be completed by either "bucket to barge" mechanical dredge or hydraulic dredge. The town will identify a location for spoil and negotiate a consent agreement with the property prior to commencing any dredge operation. Environmental Protection During Construction A floating turbidity curtain will be used during all phases of the bulkhead replacement and construction. In addition, sedimentation and erosion control devices will be required for high ground work during construction. Total disturbed area on the high ground is approximately 0.9 acres.
