9. PROJECT DESCRIPTION
The project site is a parcel of the old Almont Shipping Terminals property adjacent to the Northeast Cape
Fear River ( NECFR) in downtown Wilmington, New Hanover County. To locate the site from the
Wilmington Regional Office (WiRO) travel south on Market Street (U.S. HWY 17) until you reach
Martin Luther King, Jr. Parkway (N.C. HWY 74) which will be located on the right. Turn right and travel
west approximately 3.5 miles until you arrive at North 3`d Street in downtown Wilmington. Turn right
onto N. Front Street and then take the second right onto Harnett Street until you reach the property of
interest, which is located just to the west of the existing PPD building. The project site is located between
Cowan Street to the north and Harnett Street to the south.
The applicant's property is an approximately 9.6 -acre tract of land, which averages approximately 6'
above mean high water (MHW) abutting the NECFR with approximately 1,430 linear feet of shoreline.
There is an existing drainage ditch located within the center portion of the project site, which appears to
be located within a 50' City of Wilmington easement. Based on a 05/11/2012 on -site visit, the ditch is
tidally influence up to an existing wall associated with an outlet pipe. According to the application the
stonmwater pipe has been abandoned. There is also an upland ditch located on the eastern end of the
project site, which appears to be located within a 30' utility right -of -way.
The application states the parcel has historically been an industrial wharf -type use known to date back
hundreds of years. The site has also been associated with the old Almont Shipping Terminals and
Hanover Distributing Company since approximately 1964. The project site was also utilized to store
various raw commodities, which include: chrome ore, salt, urea, and aggregate material.
The project limits extend north along the old Almont's waterfront from an existing concrete pier. The
existing pile supported concrete pier was historically used as a wharf for ships to unload and load the
previously listed bulk materials. The highground areas, due to the industrial activities, are mostly un-
vegetated except for fringes along the shoreline and the edges of the small drainage ditch,
aforementioned. There is also existing rubble /rip -rap along the shoreline in the southern end of the
project site, which appears to have been located for shoreline stabilization.
The historical rubble /rip -rap material placed within the existing drainage ditch and along the southern
portion of the project site appears to have allowed the area to become vegetated with isolated patches of
coastal marsh species including: Smooth Cordgrass (Spartina alterniora), Giant Cordgrass (Spartina
cynosuroides) and Cattail (Typha latifolia). The vegetation along the northern end of the project consists
of a marsh fringe ranging from approximately 20' to 90' in width as you move from south to north,
consisting primarily of Smooth Cordgrass (Spartina alterniflora), Bulrush (Scirpus spp.) and Giant
Cordgrass (Spartina cynosuroides). Due to the elevation, the vegetation along the most northern end of
the project site transitions into §404 type wetlands, consisting primarily of Common Reed (Phragmites
australis). Vegetation along a narrow strip adjacent to the tidally influenced drainage ditch includes §404
type wetland vegetation including: Mulberry (Mores rubra), Elderberry (Sambucus canadensis), Black
Willow (Salix nigra) Wax Myrtle (Myrica cerifera) and Virginia Creeper (Parthenocissus quinquefolia).
Existing coastal wetlands and the normal high water boundary (NHW) were delineated by the N.C.
Division of Coastal Management (DCM) and existing §404 wetlands were delineated and verified by the
U.S. Army Corps of Engineers (USACE) (See Jurisdictional Determination, Sheets 1 through 5 of 5
and Project Narrative).
The applicant was authorized under State Permit No. 44 -07 for re- development of the adjacent property to
the south, which has been underway for the last year or so. Authorized development under State Permit
No. 44 -07 includes the excavation of a new marina basin and construction of new floating docks to
accommodate up to approximately 204 -slips associated with the Port City Marina (PCM). State Permit
No. 44 -07 also authorized restaurant and hotel buildings, parking areas, bulkhead and the Wilmington
Riverwalk extension along the shoreline of the new marina.

Based on a recent monitoring report dated February 20, 2013 received by the applicant's consultant, the
steel sheetpile bulkhead has been installed, all the in water dredging has been completed and
approximately 70% of the upland excavation has been completed. Due to the amount of historical fill
which has been located on this site and the recent weather, the timeframe to complete the excavation
process has been be setback. It is anticipated that the excavation should be completed by mid March.
The upland portion of the project site was authorized as the designated spoil location for the excavated
spoil material associated with State Permit No. 44 -07. Once the material has been de- watered and sorted
through, it will be utilized as backfill for the new bulkhead and fill material and for the authorized upland
development under State Permit No. 44 -07. This site has also been authorized for re- development through
a separate Brownfields Agreement.
This project site is also located just south of the old Dean Hardwoods property which has been re-
developed under State Permit No. 76 -97. Existing structures on this property includes an open water
marina facility, shoreline stabilization, a timber Riverwalk and mixed -use upland development. To date
the only upland development accomplished under this authorization is the infrastructure including roads,
sewer and water supply.
The City of Wilmington/New Hanover County Joint 2006 CAMA Land Use Plan classifies adjacent
waters as Conservation, and the adjacent high ground portion of the project area as Developed. The
waters of the NECFR are classified SC by the Division of Water Quality. They ARE designated as a
Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the
harvest of shellfish. The USACE federally maintained channel and associated Wilmington Harbor is
located adjacent to the project site.
The project site is also along part of a larger re- development plan for the downtown area outlined in the
Wilmington "2020 Vision Plan". Re- development during the late 1990's and early 2000's of the
Wilmington Urban Waterfront went through comprehensive efforts between the City and several
property owners, who through their cooperation with the City staff proposed a revitalization project which
has incorporated public trust access in accordance with the enacted law predicated by House Bill No.
1059: GS 113A- 120(a)(1) and (a)(2) and authorized to the City of Wilmington through State Permit No.
149 -98.
PROPOSED PROJECT:
The applicant proposes to construct a section of the Wilmington downtown Riverwalk, associated
docking and shoreline stabilization along the east bank of the NECFR. The application states that the
proposed timber Riverwalk extension would be similar in size and construction to the existing Riverwalk
located directly north, the permitted Riverwalk currently under construction directly to the south and the
majority of existing Riverwalk along downtown riverfront. The section of Riverwalk would tie into the
PCM's Riverwalk, currently under construction at the Harnett Street right -of -way, and would extend
approximately 1,147 linear feet along the shoreline to the northern property limit, which would tie into the
existing Riverwalk at the Cowan Street right -of -way at the old Dean Hardwoods site, aforementioned.
The Riverwalk would be approximately 14' in width and pile supported. A section of the Riverwalk
along the northern portion of the project site, measuring approximately 174 linear feet, would be elevated
entirely over the marsh fringe, exceeding the 6' in width limitation. The majority of the existing coastal
wetland in this area consists primarily of Smooth Cordgrass (Spartina altern j7ora); however, the
application states that the structure would be elevated 6' above the marsh substrate to lessen potential
shading impact in this area of the shoreline, which also includes the invasive species Common Reed
(Phragmites australis), aforementioned. Further, the additional width is necessary to provide safe public
waterfront access and is not expected to significantly degrade the coastal marsh underneath.
Three (3) fixed platforms, each measuring approximately 25' to 32' in width would be located along the
Riverwalk extension, which would extend approximately 10' landward of the proposed Riverwalk
extension.

This section would be dedicated as the "Nature Walk ", which would incorporate interactive features for
the general public through collaboration with staff at the N.C. Aquarium at Fort Fisher. The proposed
Riverwalk would be located just landward of the USACE Wilmington Harbor Line, and the majority of
the alignment would be located waterward of NHW; however, the application states that approximately
226 linear feet of the alignment would located landward of NHW to avoid a fringe of coastal marsh just
north of the drainage ditch along the northern portion of the site.
The application states that a section of the Riverwalk along the northern portion of the project site would
be approximately 34' waterward of NHW and a section along the southern portion of the project site
would be approximately 47' waterward of NHW. The application states that the proposed alignment
would allow for easier access, less congestion points, and maintain straight sight- lines. The application
also states that an agreement with the City of Wilmington providing a 30' easement for the Riverwalk
maintenance would be obtained once the construction is completed.
The applicant proposes to construct a new floating dock, measuring approximately 420' in length by 8' in
width, which would be located just waterward of the proposed Riverwalk along the southern portion of
the project site. Two (2) fixed access piers, each measuring approximately 12' in length by 12' in width
would be located on each end of the floating dock, which would have access ramps leading onto the
floating dock. Due to the proximity of the Federal channel in this location of the NECFR, the pilings for
the proposed floating dock would be located just landward of the Wilmington Harbor Line; however, the
floating dock and half of the fixed access piers would encroach into the Wilmington Harbor Line. The
application states that these structures are designed to be removed if required by the USACE. The
proposed floating dock would provide side to transient slips for up to 17 vessels, which would serve for
future upland development at the project site and support special events at the PCM. The existing water
depth in the location of the proposed floating dock ranges from approximately -12.7' to -13.7' @ mean
low water (MLW). The applicant states that there are no services proposed such as fuel, maintenance, etc.
The applicant states that pump -out facilities would be available for these transient vessels at the adjacent
PCM once installed.
The applicant proposes to install approximately 662 linear feet of Class II rip -rap on top of filter cloth
along the NHW boundary for additional shoreline stabilization, except in areas of significant coastal
marsh fringe. The application states that the toe of the rip -rap would extend approximately 12' -14'
waterward of NHW, and approximately 10' waterward of NHW along the southern portion of the project
site. The application states that the proposed stabilization would impact approximately 250 sq. ft. of
coastal wetland pockets, which appear to be insignificant and low function due to the debris along the
shoreline (See Sheets SO of S10 through 11 and Project Narrative).
The application states that the only upland development proposed would be associated with the proposed
shoreline stabilization and portions of the Riverwalk. The application states that there is currently no
upland development proposed outside of a designated disposal site location for the project currently
underway. The application also states that the relocation of the Harnett Street stormwater outfall from the
property to the adjacent Harnett Street right -of -way is currently being reviewed under a stormwater
permit associated with the applicant's project under State Permit No. 44 -07.
10. ANTICIPATED EMPACTS
The proposed floating dock, Riverwalk, platforms and shoreline stabilization would incorporate a total of
approximately 27,432 sq. ft. of Estuarine Waters and Public Trust Area, essentially within an area of
shoreline in the riverfront which has been usurped with historical fill associated with the industrial use of
the site. The proposed Riverwalk would shade approximately 3,542 sq. ft. of coastal wetlands which
consists primarily of Smooth Cordgrass (Spartina alterniora). The proposed shoreline stabilization
would impact approximately 250 sq. ft. of coastal wetlands consisting primarily of Smooth Cordgrass
(Spartina alterniflora), which appears to have colonized on the waterward side of the shoreline due to the
historical fill. The proposed rip -rap would impact approximately 5,000 sq. ft. of highground.

As proposed, the proposed structures would conform to the 1/4 distance rule; however, the floating dock
and half of the fixed access piers would encroach into the Wilmington Harbor Line. The application
states that these structures are designed to be removed if required by the USACE. The proposed floating
dock would provide side to transient slips for up to 17 vessels. Minor increases in turbidity should be
expected during the dredging event; however no long term adverse impacts are anticipated.

Project Overview and Purpose.
Riverfront Holdings II, LLC is requesting a CAMA Major Permit for construction of a section of the
Wilmington downtown Riverwalk, associated dockage, and shoreline stabilization. Work would
be located along the shoreline of New Hanover County parcel R04716- 001 - 003 -000 which is the
riverfront parcel located between Harnett and Cowan Streets in downtown Wilmington. The
subject parcel and several of the adjacent parcels were part of the former Almont Shipping
Terminal and have a long history of wharf-based industrial use. Construction of the proposed
water - dependent features will coordinate with a larger redevelopment plan for the former Almont
property as well as City goals for the downtown outlined in the Wilmington "2020 Vision Plan ".
Riverfront Holdings II has a development agreement with the City of Wilmington to construct an
elevated, timber Riverwalk along this property. The proposed extension of Riverwalk would
connect Riverwalk currently under construction on the adjacent parcel to the south (the "Port City
Marina" project) and existing Riverwalk on the adjacent parcel to the north where the Riverwalk
ends at the Isabel Holmes Bridge. This section of Riverwalk would complete the City of
Wilmington's goal for continuous waterfront access along the Cape Fear River from the Cape
Fear Memorial Bridge to the Isabel Holmes Bridge. With this final section of Riverwalk, residents
and tourists will be able to enjoy the Riverwalk from the Wilmington's historic downtown to the
emerging Upper Downtown. The Riverwalk and an associated easement will be transferred to
the City of Wilmington after construction for future maintenance and will ensure continued public
access.
A floating transient dock which will provide transient, side -to dockage is proposed on the southern
half of the shoreline just waterward of the proposed Riverwalk. Dockage will be available for uses
associated with future upland development and will serve as dockage for special events hosted at
the adjacent Port City Marina. Shoreline stabilization is proposed along approximately half of
parcel's shoreline excepting those areas where significant fringing coastal marsh is present.
Shoreline stabilization in the form of rip rap is necessary to maintain upland of the relatively small
(9 6 -acre) waterfront parcel and will indirectly protect the stability of the Riverwalk.
Historical and Existing Conditions.

The project site is the 9.6 -acre New Hanover County parcel R04716- 001- 003 -000 with the street
address of 10 Harnett Street, Wilmington, NC. The parcel abuts the Cape Fear River with 1,430 -
Ift of shoreline as measured along the normal high water (NHW) line delineated by the NC
Division of Coastal Management. The parcel is zoned by the City of Wilmington as Central
Business District (CBD) but is not included in the downtown's Historic District. The adjacent river
falls within the jurisdiction of New Hanover County, with the boundary between City and County
limits closely following the shoreline. The river along the subject parcel is zoned Industrial 2 (1 -2)
by the County. The future land use classification specified in the Wilmington -New Hanover
County Joint Coastal Area Management Plan 2006 Update is "Urban ".
Prior to the current ownership by Riverfront Holdings II LLC, the parcel was part of the Almont
Shipping Terminal property. Historic city directories and Sandborn Insurance Maps indicate the
property was owned by Almont Shipping Terminal since 1993, by Hanover Distributing Company
since at least 1964, and had an industrial wharf-type use known to date back hundreds of years.
Almont Shipping ran a bulk commodities shipping and storage operation on this and adjacent
parcels. During that time, the subject parcel was used for storage of bulk raw materials such as
saltcake, urea, potash, phosphate, chromium ore, granite ore, etc. Materials off - loaded from a
former terminal on the adjacent parcel to the south were transported and stored above - ground on
this parcel. As a result, the property has been cleared of most natural vegetation for that use.
The only remaining vegetation is sparse vegetation located in wetlands that fringe the shoreline.
Prior to ownership by Almont Shipping, a fuel depot with large above ground storage tanks
operated on the site Records show that a fire in 1953 destroyed the property which was valued
at $30 million dollars. Historic aerials show pilings and former docks located along the southern
portion of the shoreline. Two wooden piers, various old pilings and concrete debris and other
rubble remain on the shoreline now.
The Riverwalk extension is part of a larger 8 -acre re- development plan for the former Almont
parcels. Partially approved by CAMA Major Permit #44 -07, the Port City Marina (PCM) is
currently under construction on the waterfront parcel directly adjacent to the south. The Port City
Marina will offer a quiet, secure, exciting destination for boats transiting the Eastern Seaboard
and a unique homeport for boaters in the Cape Fear region of North Carolina. The protected,
deep water, full- service marina will offer over 200 state -of- the -art floating concrete wet slips with a
full complement of first -class amenities and services for boats and boaters of all types. The rest
of the former Almont Shipping property with frontage on the Cape Fear River has also been
submitted as a separate Brownfield project.

Other adjacent uses include the Cowan Street pump station located in the Cowan Street right -of-
way to the north, and a private marina and public Riverwalk located on the Sawmill Point property
to the north. The PPD office building is located to the north, and the Wilmington Convention
Center is located just south of the Port City Marina.
The parcel is currently being used as a temporary soil staging area for excavation and
construction activities on the Port City Marina project. This current but temporary use was
approved through CAMA Permit # 44 -07 and the associated sedimentation and erosion control
plan. Construction is on -going on the adjacent parcel, and the subject property is completely
graded with temporary storage of concrete debris and soil.
The Cape Fear River along downtown Wilmington is mapped by the NC Environmental
Management Commission as "SC waters" and by the NC Marine Fisheries Commission as a
"Primary Nursery Area" (PNA). Given the historically developed nature of this parcel and given
the previous commercial docks and piers, current shoreline conditions reflect the prior usage with
a limited marsh fringe mainly at the northern end of the parcel. The US Army Corps of Engineer's
(Corps) maintained channel provides deep water within approximately 20' of the shoreline at the
federally- established Harbor Line. The federal channel's location near the parcel's shoreline
creates steeper slopes along the shoreline than might be naturally expected, which combined
with the historical use of the upland, presumably limit an extensive coastal marsh fringe.
Land Management Group delineated "404 wetlands" on the property, and jurisdictional limits were
field- approved by Ms. Emily Hughes of the US Army Corps of Engineers on 6/14/2012. The NC
Division of Coastal Management delineated landward coastal marsh limits and a normal high
water line. As expected due to the site's history, vegetated wetlands were found to be limited to
the shoreline and consist of coastal marsh at the northern end of the property and four small,
distinct pockets of coastal marsh along the remaining shoreline Much of the intertidal and
shallow subtidal shoreline is densely covered with old pilings, old dolphins and concrete debris.
An incised gully -type feature is located in approximately the center of the shoreline and appears
to have been created by erosion from a city stormwater outfall which discharged stormwater
collected from adjacent city streets (Harnett). The resulting erosion gully is connected to the river
and is considered federal Section 10 Waters and state Public Trust Waters. Two coastal marsh
pockets have volunteered in this gully which total 170 sq.ft. together (115 sq.ft and 65 sq.ft.). The
erosion gully was determined to be a relatively permanent water (RPW) by the US Army Corps of
Engineers. Although the area is jurisdictional federal and state waters, ecological function and
public value of this area which is roughly 114' deep by 10' wide, is thought to be low. It is noted
that a stormwater management plan associated with adjacent development is currently being

reviewed that will improve and relocate this stormwater feature to the closed Harnett Street right -
of -way. The remaining un- vegetated shoreline below NHW is federal Section 10 Waters and
state Public Trust Waters.
Proposed Redevelopment and Water - dependent Structures.
Riverwalk Extension
The proposed Riverwalk extension would be similar in size and construction to the existing
Riverwalk directly adjacent to the north, the permitted Riverwalk under construction directly to the
south, and the majority of Riverwalk along the downtown riverfront. This section of Riverwalk will
tie into the Port City Marina Riverwalk at the Harnett Street right -of -way and will extend 1,147 -Ift
along the shoreline to the northern property limit where it will tie into existing Riverwalk at the
Cowan Street right -of -way. The Riverwalk will be a 14' -wide piling supported, timber structure.
Three 25' to 32' -wide platforms located along the length of the Riverwalk will extend an additional
10' landward. The waterward edge of the Riverwalk will be aligned at the federal Harbor Line and
will place the majority of the Riverwalk waterward of NHW. All but approximately 226 -Ift of the
proposed Riverwalk will be located waterward of NHW. In some sections, the Riverwalk will
exceed 20' waterward of NHW. Along the northern edge of the property, the Riverwalk will be a
maximum 34' waterward of NHW. Along the southern property edge, the Riverwalk will be a
maximum 47' waterward of NHW. The need for this alignment is described in greater below.
The northern portion of the shoreline is vegetated with coastal marsh and approximately 174 -Ift of
the 14' -wide Riverwalk would span this marsh. While the alignment over this 174 -Ift will exceed 6'
in width over coastal marsh, the height of the Riverwalk will be approximately 6' over the marsh
substrate and should lessen any potential shading impact. It is also noted that this area of marsh
includes the invasive species Phragmites, suggesting it has been previously disturbed. The
additional width will provide safe public waterfront access and is not expected to significantly
degrade the coastal marsh underneath.
The Harnett to Cowan Street Riverwalk extension will be dedicated as the "Nature Walk ", and
platforms extending landward from the Riverwalk will be used to incorporate interactive features
of the nature walk. The applicant's desire is to create a unique experience along this section of
the Riverwalk which will include a positive collaboration with the North Carolina Aquarium at Fort
Fisher. The goal is to work with staff of the aquarium to create interactive and educational
opportunities that provide the public an added experience when visiting downtown Wilmington.
Concepts being discussed with the aquarium include several low -tech interactive stations, such
as a replica lock and dam demostrating the effect on movement of migratory anadromous fishes
and /or the placement of a relief model of a 4 -foot sturgeon at an interactive station. The

applicants also plan to include life -sized models, in either fiberglass or similar durable material, of
native species such as American alligator, striped bass, sea turtle, catfish, or frogs along this
area Decorative metal plates will provide interesting facts about each species shown.
When consulting with experts at the aquarium, the concept of creating a carnivorous plant bog to
be located out of the reach of pedestrians along one of the platforms was also discussed. Other
options being considered are the creation of an aquatic turtle habitat area adjacent to the
Riverwalk. As concepts with the aquarium are finalized, future plans may include such features.
A scenic viewing area is also planned for one of the platforms and will be an ideal place for taking
pictures and creating memories. This area will house observation binoculars for those who want
a closer look at the river and the surrounding nature of Eagle Island across the river. An osprey
platform and a duck box could be strategically placed up or down the river in the field of view.
Information which emphasizes the local history of the Cape Fear River and its importance to the
City of Wilmington and southeastern North Carolina, along with imagery, is intended to be posted
along the Riverwalk.
The applicants believe incorporating these features into the Riverwalk extension will successfully
create a unique blend of informative materials regarding the surrounding natural river ecosystem
within the location of an urban setting. The applicants are also committed to creating a safe and
memorable experience for all guests and will include ample lighting and waste receptacles for a
safe and pleasant experience.
The alignment of the Riverwalk is based on the applicants' desire to provide an interactive public
nature walk while preserving upland for future development. Although the alignment would
exceed 20' waterward of NHW and would extend 14' over coastal marsh along the northern edge,
no permanent impacts to the ecological or public resources are anticipated. The majority of
shoreline over which the Riverwalk would extend are the intertidal areas currently littered with
debris and old pilings. While the structure would be located over these public trust areas, it would
maintain public waterfront access and does not necessarily represent a loss of public trust
access. The property's location in the urban waterfront of Wilmington and the proposed
redevelopment is consistent with the intent of these redevelopment regulations. Utilizing the
formerly industrial property can be considered preferable to utilizing a relatively undeveloped
property with a more pristine shoreline.
Partially due to the man -made erosion gully in the center of the property, a Riverwalk which was
aligned no more than 20' waterward of NHW would either be located nearly 110' further landward

than the proposed alignment or would have substantial angles and turns. A relatively straight
Riverwalk alignment has some benefit for public use and safety in that it creates easier access,
less congestion points, and maintains straight sight - lines. Although the northern section of the
Riverwalk crosses a wide section of coastal marsh which might be minimized by angling the walk
differently, the proposed alignment was designed to cross the portion of coastal marsh which
contains invasive Phragmites and to preserve areas with more native vegetation. The proposed
alignment also places the Riverwalk directly adjacent to the river which provides for a more
interactive experience than would be possible if the Riverwalk were aligned landward. Many of
the interactive nature walk features would not be as effective without an alignment abutting the
river. The applicants believe this is critical to the Riverwalk experience, and the best way to
transform this former industrial shipping terminal into a tranquil, scenic setting on the Cape Fear
River.
Floating Dock
A 420' -long by 8' -wide floating dock is proposed just waterward of the Riverwalk along the
southern end of the shoreline. The floating dock will provide transient, side -to dockage which will
serve future upland development and support special events at the adjacent Port City Marina. No
services, fuel, or maintenance are proposed. Pump -out facilities will be available at the future
Port City Marina and will also be available at the City docks along the Hilton waterfront when the
City installs a planned public pump -out facility at this location. Due to the close proximity of the
federal channel, the dock would be aligned so that structural pilings will be located just landward
of the Harbor Line. The floating dock itself would be located waterward of the Harbor Line but
would be removable in the event it is required by the Corps. The floating dock would be
accessed from the proposed Riverwalk by two 12' x12' fixed access piers to be located at each
end (northern and southern) of the dock. Structural pilings for the access piers will be located
landward of the Harbor Line with the exception of two pilings per pier. These pilings could be
removed if required by the Corps. Water depths along the waterward edge of the proposed
floating dock range from -14' to -15' NGVD29 (or - 12.73' MLW to - 13.73' MLW). No submerged
aquatic vegetation (SAV) resources are known to be present along the limited shallow subtidal
portions of the shoreline, and depths along the channel quickly limit SAV habitat There are no
known shellfish resources, and no direct impacts to the submerged bottom are proposed. The
floating dock will have minimal structural pilings on the landward side, limiting structure in the
water column. Although the river is mapped as PNA, no impact to those habitats or to federally -
managed fish species utilizing those habitats is anticipated.
Shoreline Stabilization

Shoreline stabilization is proposed along the shoreline except along those portions of the
shoreline where significant fringing coastal marsh is present (See S1 for overview). Stabilization
is needed to preserve the adjacent upland areas and indirectly will aid in protection of the
Riverwalk. A total of 662 -Ift of shoreline as measured along NHW will be stabilized with Class 2
rip rap laid on filter fabric on the existing grade. Along the central portion of the parcel, the toe of
the rip rap would extend a rough average of 12' to 14' waterward of normal high water (Section A
S7, Section B S7) and 10' waterward of normal high water along the southern edge (Section C
S7). Beginning at the northern edge of the Harnett Street right -of -way, extending to the southern
edge of the Cowan Street right -of -way, and avoiding areas of shoreline where coastal marsh
fringe exists, a total of 662 -Ift of shoreline will be stabilized. Two small pockets of coastal marsh
lust north of the erosion feature on the shoreline will be impacted by the proposed stabilization.
The wetland areas are 113 -sq.ft. and 137 - sq.ft. in size (250 -sq.ft. total) and are thought to be an
insignificant impact due to the current condition of the shoreline and the relatively low level of
coastal marsh function these areas provide. The shoreline's previous use, the remaining debris
along the shoreline, and the relatively small and disconnected nature of the areas suggests
function to be relatively low. In addition, the wetland areas are located just north of the mouth of
the erosion feature where stormwater discharge may have limited their size. Proposed
stabilization will avoid the majority of coastal marsh along the shoreline. Rip rap will not be
placed along the northern portion of the shoreline where a larger area of coastal marsh exists, nor
will it be located in two areas of coastal marsh on the southern shoreline. Avoiding the two
wetland pockets near the mouth of the erosion feature would have further disjointed the shoreline
protection given their distance from each other, and was not thought to be practical due to their
small size and low function
Associated Permits.
No stormwater management plan has been submitted since work is limited to water - dependent
structures, and no new impervious cover is proposed. A stormwater general permit for these
structures will be submitted for review concurrent with this application if necessary Relocation of
the Harnett Street stormwater outfall from the property to the adjacent Harnett Street right -of -way
is currently being reviewed under a stormwater permit associated with the adjacent work. No
sedimentation and erosion control plan is thought to be needed since no grading will be done

Riverwalk from the Cape Fear Memorial Bridge to the Isabel Holmes Bridge. The Riverwalk and an associated easement
will be dedicated to the City of Wilmington after construction.

Good construction practices as well as specific standards outlined in the project manual provided by the structural engineers
will be followed by the contractor. In general, pile driving equipment for the Riverwalk and dock will be used. It is anticipated
that decking will be laid from the top, working out. A backhoe and dumptruck are anticipated for the proposed fill area.
