Dear Mr. Winslow:
Reference the Department of the Army (DA) permit issued to you on July 23, 2008,
associated with the expansion and construction of a 24 crew - member dormitory located on
NCSR 1276 (Woodall Way) in Hatteras, Dare County, North Carolina. Also reference your
subsequent e-mail request dated February 9, 2010, for a permit modification to excavate and
place temporary fill in jurisdictional wetlands adjacent to the entrance road of the dormitory
facility for the installation of a water line.
The proposed modification will temporarily impact 0.011 acres (500 square feet) of wetlands
by excavating a 2' wide by 100' long trench within a 5' wide by 100' long work area. The
installation of the waterline is necessary to provide water service to the new dormitory facility.
This modification request was coordinated with the appropriate State and Federal agencies
and the coordination revealed no objections to this modification request. Therefore, the permit is
hereby modified in accordance with the specific work activities described above and in the
enclosed plans. It is understood that all conditions of the original permit remain applicable and
that the expiration date is unchanged. In addition, the permittee will comply with the following
special permit conditions:
a. All work authorized by this permit modification must be performed in strict compliance
with the attached work plans, which are part of this permit. Any modification to the
permit plans must be approved by USACE prior to implementation.
b. Temporary fills must be removed in their entirety and the affected areas returned to pre -
construction elevations. The affected areas will be allowed to re- vegetate naturally.
c. The permittee shall require its contractors and/or agents to comply with the terms and
conditions of this permit in the construction and maintenance of this project, and shall
provide each of its contractors and/or agents associated with the construction or
maintenance of this project with a copy of this permit, and any authorized modifications.
A copy of this permit, and any authorized modifications, including all conditions, shall be
available at the project site during construction and maintenance of this project.
