License Article 402 approved Duke Energy’s Dissolved Oxygen Compliance Implementation Plan (Compliance Plan), filed with FERC on January 20, 2012, to meet the water quality monitoring requirements outlined in Sections III.A.2 and III.B.2 of the 401 Water Quality Certification (WQC) issued by the North Carolina Division of Water Resources (DWR). This report fulfills the annual water quality compliance reporting requirement outlined in the WQC for monitoring conducted in 2020. The data reported here conform to requirements outlined in the Compliance Plan, Section 8.0 – Compliance Monitoring and Reporting. 2.0 Compliance Monitoring As required in the Compliance Plan, the following parameters were measured at 15-minute intervals from May 1 through November 30, 2020, in the tailwaters of the Tillery and Blewett Falls Developments: • Dissolved oxygen (DO), mg/L • Water temperature, oC • Gage height (river stage), feet Measurements were carried out by the United States Geological Survey (USGS) as required by Section 7.0 of the Compliance Plan, at the following locations: Development USGS Station Number USGS Station Description Tillery 0212378405 Pee Dee River at Highway 731 below Lake Tillery near Norwood, North Carolina Blewett Falls 0212880025 Pee Dee River below Powerhouse Dam near Pee Dee, North Carolina 2 3.0 Compliance Reporting Results reported here are based on approved data provided to Duke Energy by USGS after their final quality assurance review, as specified in Section 8.0 of the Compliance Plan. This report and the associated Excel file provide the following results for data collected May 1 through November 30, 2020: • DO and water temperature recorded at 15-minute intervals • Daily minimum, average, and maximum DO values • Daily minimum, average, and maximum water temperature values Calculations for percent DO saturation (% saturation) along with DO, water temperature, and gage height (river stage) data measured at 15-minute intervals at the USGS monitoring locations described above are reported in the Excel file associated with this report: Yadkin-Pee Dee Project Water Quality Data 2020.xlsx. Daily minimum, average, and maximum DO concentration and water temperature data are reported in Table 1 for the Tillery Development and in Table 2 for the Blewett Falls Development. Daily minimum and average DO values are graphed for the Tillery Development in Figure 1 and for the Blewett Falls Development in Figure 2. Daily minimum, average, and maximum water temperature values are graphed in Figure 3 for the Tillery Development and Figure 4 for the Blewett Falls Development. Data Recovery Water temperature, DO and gage height were measured at 15-minute intervals, generally resulting in a total of 96 observations per day. Overall recovery rates for approved continuous DO monitoring data during the 2020 season were 99.5% for the USGS station at Blewett Falls Development (No. 0212880025) and 99.6% for the USGS station at Tillery Development (No. 0212378405). For both water quality stations, routine calibration and replacements of the monitoring instrumentation by USGS field staff typically resulted in no more than one or two missing observations per event. Additionally, in the other instances of missing observations, the sonde communications with the radio transmitter was briefly interrupted when transmitting data resulting in a null value recorded (i.e., missing value). The USGS has upgraded the sonde hardware for the 2021 monitoring season to address this communication issue. Table 3 documents the dates during the monitoring period when the USGS performed routine calibration and maintenance of the field instrumentation. 3 3.1 Compliance with Water Quality Standards The WQC issued by DWR (Appendix A of the New License) specifies that DO concentrations in Project tailwaters will comply with the applicable North Carolina water quality standards which are as follows (NCDENR-DWQ 2007): Standard for instantaneous DO concentration, minimum: 4.0 mg/L Standard for daily (24-hour) average DO concentration, minimum: 5.0 mg/L Daily Average DO Standard During the monitoring period (May 1 - November 30, 2020), the Tillery Development daily average DO concentrations in the tailwaters remained above the state standard of 5.0 mg/L (Figure 1). During Hurricane Florence in September 2018, Blewett Falls Hydro Station was flooded, rendering all units inoperable and out of service. Duke Energy notified the Commission of the impacts of this storm on October 5 and October 19, 2018, and FERC acknowledged these notifications on October 29, 2018. Duke Energy notified the Commission again on February 7 and March 1, 2019, of the potential deviations from license compliance requirements that could occur as a result of inoperable generating units. FERC acknowledged these notifications on March 20, 2019. An update was also sent to FERC on January 22, 20201 describing the potential impacts of the inoperable units on the 2020 license requirements. Additional updates were provided to the stakeholders and FERC on May 12, 20202 and September 4, 20203. In the notification to the Commission, Duke Energy explained that the Blewett Falls Station enhances DO levels by utilizing vent valves to aerate the flow release while the generating units are operating. Without operable units, providing hydro unit aeration to meet the DO standard at Blewett Falls is not possible. Duke Energy also explained that water spilling over the spillway should keep the DO levels above the standard, but the spillage flow may not reach the DO monitoring equipment in the tailrace. Without the generating units, there is no means of enhancing the DO levels in the tailrace. FERC agreed with the potential for a large number of license deviations with regards to water quality standards and granted Duke Energy's request to report deviations from the dissolved oxygen standard in the annual water quality report as opposed to within five days of each deviation as required by the NC WQC or ten days of each deviation as required by the license. Units 3-5 were commissioned and placed back into service on October 20, 2020 while Units 1-2 were commissioned and placed back into service on December 31, 2020; therefore, the units were not available for DO aeration during most of the compliance monitoring season. Duke Energy notified the Commission of the status of the start-up dates for the units on October 21, 20204 and again on January 4, 2021.5 Stakeholders were also notified of this start-up schedule via email correspondence. Unit 6 was placed back into service on April 2, 2021 with similar notifications sent to stakeholders and the Commission. During the monitoring period (May 1 - November 30, 2020), the Blewett Falls Development experienced several days (i.e., 6 days) where the daily average DO concentrations in the tailwaters were below the state standard of 5.0 mg/L (Figure 2). These deviations occurred in July 2020. Instantaneous DO Standard During the 2020 monitoring season, the instantaneous DO concentrations in the tailwaters of the Tillery Development did not fall below the 4.0 mg/L standard (Figure 1). At the Blewett Falls Development, there were numerous deviations (i.e., 22 days) from the instantaneous DO standard for the same reasons as described above.
