This letter serves to confirm our evaluation through coordination with the Interagency
Review Team (IRT) of your February 9 2012 monitoring report (Year 6) for the Hofinann
Forest Wetland Mitigation Bank (Hofmann Bank) in the Hofmann State Forest, adjacent to the
White Oak Pocosm north of Jacksonville Onslow County North Carolina Please reference our
April 28 2011 letter concerning the 5th year monitoring report and my March 6 2012 onsrte
inspection with Mr Glenn Catts of your office
Upon review of the Year 6 monitoring report our office in coordination with the
Interagency Review Team (IRT) has concluded that the entire site s hydrologic and vegetation
parameters have met the established success criteria during the 2011 growing season This final
determination terminates the Endowment Fund of North Carolina State University (Owner) and
the NC State Natural Resources Foundation Inc s (Sponsor) responsibilities to conduct any
further performance monitoring within the Hofmann Bank
With the fulfillment of all monitoring requirements our office confirms the final release of
the Bank s remaining 47 available credits which were withheld during the 2010 monitoring
period for compensatory mitigation use By copy of this letter we acknowledge the release of
all the projected 388 non riparian credits from Hofmann Bank

Please be reminded that your agency must continue to fulfill your obligations and
responsibilities i e ledger reporting requirements and long term protection and maintenance of
the mitigation bank as prescribed in the 24 May 2004 Hofmann Bank Mitigation Banking
