APPROVAL OF MODIFIED STORMWATER MANAGEMENT PLAN
Dear Mr Orr
On May 13 2010 the Division of Water Quality (DWQ) issued a revised 401 Water Quality Certification
to impact 1 148 acres of 404 Wetlands 21 669 linear feet of streams 7 522 acres of Open Water (ponds)
in order to expand the Charlotte Douglas International Airport Condition 10 of this certification requires
that a stormwater management plan be submitted to and approved by the DWQ
On December 12 2011 the DWQ received a stormwater management plan (dated November 21 2011)
for the West Boulevard relocation project from your consultant Mr Ronald Geiger PE of HDR On
March 5 2012 the DWQ received a revised stormwater management plan (dated March 1 2012) from
HDR Revisions to the modified stormwater management plan dated May 2 2012 were received by
the DWQ on May 4 2012
The DWQ approves the SMP as satisfying Condition 10 of the General Water Quality Certification This
approval is for the purpose and design that you described in your application If you change your project
you must notify us and you may be required to bend us a new SMP This approval requires you to
follow the conditions listed in the General Water Quality Certification for the protect and the
following additional conditions listed below
1 The SMP approved by the DWQ consists of two bioretention cells and all associated stormwater
conveyances inlet ana outlet structures and the grading and drainage patterns dep>ictea on plan
sheets received by the DWQ on March 5 2012 and May 4 2012 The approved SMP must be

maintained in perpetuity No changes to the structural stormwater practices shall be made without
written authorization from the DWQ The stormwater management structures shall have
maintenance access and at least a 10 foot drainage easement on each sloe to allow for the ability
to maintain the structures and to perform corrective actions The stormwater easements shall be
recorded to provide protection of the ; tructures from potential alterations by future nropertv
owners
2 Operation and Maintenance of BMP Maintenance activities for the proposed sand filter dry
detention basin and level spreader vegetated filter strip shall be performed in accordance with the
notarized O &M agreements -Igred by you op October 21 2011 The O & 1M agreement must
transfer with the sale of the land or transfer of ownership /responsibility for the BMP facility
DWQ must be notified promptly of every transfer
