This correspondence is with reference to the above CWA Section 401 NCDEQ Water Quality Certification
issued to Charlotte Douglas International Airport, supporting the recently issued 404 Individual Army
Permit under USACE Action ID 2018-01071.
We wish to notify your agency of the Airport's intent to begin construction with one of the approved
stormwater detention impoundments for the planned projects. As you know, and in accordance with
the Permit "Special Condition Number 19", as well as (like) DWQ Condition of Certification No. 7on page
5 of your agencies August 21, 2020 approval letter, it is required that CLT notify the DWQ of the stream
monitoring locations selected, for the purpose of complying with the approved Stream Monitoring Plan
submitted by HDR Engineering, and dated August 4, 2020.
Last week, it was made known that the Airport desires to begin construction on the Coffey Creek
detention basin in mid -April 2021. Mindful of the expected 60-day review period that is needed by your
agency and noted in both the 404 permit and the 401 certifications, we have therefore sought to
identify monitoring locations for the shown basin (see attachment) for the Phase I project element
associated with the South Cross Field Taxiway.
Unfortunately, our efforts to select these locations over the past few days have been hampered by the
continuing rainfall in the Charlotte area. To allow for the required 60-day period, on Sunday (February
14th) a site visit was made to the Coffey Creek area to observe the tributaries and attempt to select the
monitoring locations. Due to excessive rainfall over the past 4 days, and continuing to present, we were
unable, however, to have reasonable judgement in selecting the proposed monitoring locations. While
Coffey Creek itself was not wholly experiencing flooding conditions, several of the small tributary feeder
streams were overtopping their banks to the east and west of the main conveyance. Because these
flooding conditions hampered both access and judgement, an additional site visit will be needed to
establish the required monitoring locations. Weather projections indicate a couple of dry days this
week; this may allow access and establishment of stream monitoring locations as noted by the plan, and
for submittal to your agency for approval.
Because of the above circumstances, we realize that the expected 60-day window for review and
comment on our submittal may be (a few days) in conflict, and not supportive of our project schedule to
begin construction on or around April 15th. It seems all that can be done at this point, is to return to the
Coffey Creek area as soon as possible and carefully select the stream monitoring locations as conditions
allow. This, we are committed to do. We thus respectfully ask that once received, your agency will
review our proposed monitoring locations as soon as possible, and offer any feedback or comments
thereafter, so that we can respond accordingly to any concerns by you or your staff.
