- Started meeting by performing introductions for everyone in the room and on the WebEx
call.
- CLT Airport described and went through organizational chart for project.

Discussion: Housekeenina
- Matt DuBose (WSP) mentioned Administrative NTP was issued on Nov. 22nd, 2020 and
identified the anticipated construction NTP as March 1st, 2021. Leslie Jo Hurwitz will send
out official construction Notice to Proceed to Thalle with March 1st date.
- Matt DuBose (WSP) stated the contractor's insurance for the project is all in order and
ready for construction.
- Matt DuBose reminded Thalle of the DBE requirements (18%) for the contract.
- Thalle mentioned the utilization of the company 'On -Spec' as one of their DBE
subcontractors.
- Thalle had their original third party Geotech firm for QC testing back out.
- Thalle has all major scopes contracted. Thalle has chosen to sub out the Cast -in -Place
(CIP) culvert. Thalle will send a preliminary list to the airport team.
- Thalle has Authorized Signers in place and badging process has started. CLT mentioned it
typically takes 3 to 4 weeks to retrieve a badge.
- CLT Airport reiterated everyone working inside the AOA needs a badge.
- CLT Airport reminded Thalle no firearms or weapons are allowed in the AOA.
- Thalle posed the question - Are there any special security requirements for blasting
operations? Per CLT Security, there are none unless inside fence where proper notice would
be required.
- CLT Security brought up to Thalle the need to notify them if any digging, drilling or boring
is taking place under an AOA fence.
- CLT Security told Thalle explosives are not allowed to be stored on site.

Topic: 03-Meeting Agenda Status: Open
Discussion: Proiect Review
- Matt DuBose (WSP) gave a brief overview of the project scope & phasing plans including
durations for the contract.
- Discussed status of each permit in detail.
- U.S. Army Corps of Engineers (USACE) permit is approved. Project has 19 Special
Conditions (Use clean fill, proper Erosion & Sediment Control, etc.). USACE told Thalle they
should have copies of the documents on site. USACE has required monitoring stations to be
place pre- and post -construction due to detention basin design never been done at this size
before. CLT Airport is aware of these monitoring requirements.
- Notify USACE 60 days prior to Regional Detention Basin construction.
- Sue Homewood discussed mitigation and Storm Water Management Plan needing to be
approved.
- It was discussed if an accident by the contractor takes place where an area is impacted or
has caused a disturbance, work shall cease work and notify agencies of the impacts to the
affected area.
- NCDEQ permit is in place.
- Regarding City of Charlotte - Land Development permit, Matt DuBose (WSP) stated tree
protection fence was required to be added to the Detention construction entrances.
- Regarding the Flood Management - CLOMR, Matt DuBose (WSP) stated they are seeking
final approval from FEMA as WSP team is addressing their comments. It was mentioned the
approval should be in 3 to 4 weeks.
- Matt DuBose (WSP) spoke on actively seeking partial approval for tree removal only within
the floodplain. WSP will reach out if partial approval is received. Would give more area for
the contractor to work right away versus having to wait the 60 day period or full approval.
- Matt DuBose provided an update that Dam Safety permit is under final review of plans.
- Per Matt DuBose, Byrum Driveway permit is expected to be received in a couple weeks.
- For contractor responsible permits, Thalle acknowledged needing a blasting permit as they
have passed this requirement to their blasting subcontractor. Leslie Jo Hurwitz also
mentioned to look into a Demolition Permit for Pipe & Boiler Building.
- WSP stated design changes coming. Revisions will include minor Erosion & Sediment
Control changes from second round of DEQ comments and tree protection fence addition.
- Thalle posed question - Can we get IFC .dwg if they don't already? WSP to follow up.
- Thalle posed question - Do the Schedule of Values in the pay application need to be
modified to account for Quantity value changes? Per CLT, no need to address at this time.
Quantities will get tracked as completed.
- Thalle expects to have their revised, cost -loaded schedule by end of week, Friday. Thalle
believes they have addressed all previous CLT comments as well as enhanced detail on
critical activities of the project.
- Thalle's Quality Control Program was submitted last night which includes the submittal
register. WSP acknowledged receipt. Thalle noted the QC Plan omits third party Geotech
firm due to back out of original company.

Discussion: General - Logistics
- No comments regarding Site Access / Parking / Staging Area.
- CLT directed to put a lock on Piney Top gate off Byrum Drive. Notify CLT staff beforehand.
- Even though Thalle has CLT locksmith number, they were reminded by CLT all requests
should go through the airport construction staff first.
- Thalle stated normal working hours as Monday through Friday, 10 hours a day, but critical
activities will go to a 6-day work week. Some Saturday's will be used to make up weather
impacts. Borrow Site #14 hauling operations will go to double shifts of day & night.
- Ryan Fairchild noted he talked to Duke about potential hook ups for job site trailer and it
came to be unfeasible.
- Thalle stated they are looking to begin deliveries by the end of February.
- Thalle posed question - Will there be any special inspections for delivered items? Per CLT,
no.
- Sierra Heaton provided a 7460 Update for the project and should obtain FAA approval by
end of February.
- Matt DuBose (WSP) stated Earthwork Management Plan Submittal will be returned either
today or tomorrow.
- Contractor should refer to the SPCD for site cleanliness. It was discussed the contractor
should actively keep the roads clean for the multiple borrow pits.
- Brian McMahan (TBE) noted inclement weather may be a reason to secure site and tie
down items. Also mentioned this airport is very dust sensitive and the Earthwork
Management Plan needs to have a dust control plan.
- CLT Airport stated there shouldn't be any adjacent projects impacting this project.
- Jeffrey Chandler (NCDEQ) noted the Distribution Center is still active. Cody Smith
answered they will be submitting something soon to close the project out.
- Matt DuBose (WSP) asked if there were any questions regarding existing utilities. No
comments.
- WSP acknowledged receipt of the SPCD and noted they were reviewing. Thalle was
instructed to create an Emergency Contact List.
- Logan Moran (CLT Security) discussed a 10' clear zone from the AOA fence for parking
vehicles and equipment whether inside or outside.
- Logan Moran (CLT Security) - If any damage to the AOA fence occurs, report instance to
construction team as soon as possible.

Discussion: General - Administrative
- eBuilder will be used to run all paperwork.
- Sierra Heaton reiterated where IFC drawings live and where individual sheets for current
construction drawings are in eBuilder.
- First weekly progress meeting schedule for 2/9/21 at 2:00 PM. No objection from Thalle.
- CLT plans to have the monthly OAC meetings for the third Weds of each month at 2:00
PM. No objection from Thalle.
- Nicola Vaughn stated eBuilder contractor process is up and running. Training course is
available this week if any contractor personnel needs it. Thalle was going to send Nicola
some names.
- Anser question posed - When can expect to receive project control items? Thalle answered
they would plan to have the documents sent by the following week.
- Matt DuBose (WSP) noted the liquated damages associated with the project to Thalle in
Section 80-08.
- No comments regarding closeout. Nicola Vaughn stated she would send closeout
information as the date gets closer.

Discussion: ODen Discussion
- Thalle stated they would want to start clearing before CLOMR as it's a big part of the
schedule and very important. Matt DuBose clarified clearing can start at all locations
excluding the CLOMR limits. He reiterated they were seeking approval for the contractor to
get inside the CLOMR affected limits earlier for clearing. Thalle was thankful for clarification
and understands better.
- Jeffery Chandler (NCDEQ) asked for clarifications for work proceeding in regards to the
culvert, floodplain and CLOMR locations. Contractor plans to perform clearing only within the
allowable areas (no grubbing) beyond just the E&S needs. Jeffrey Chandler (NCDEQ) asked
a follow up question - So, you would cut at the stumps? Thalle answered yes, they would
leave the stumps.
- Jeffrey Chandler (NCDEQ) posed question - When is the anticipated clearing start date?
Thalle stated the anticipated start would be March 1st.
- Jeffrey Chandler (NCDEQ) asked to be notified before clearing begins. CLT airport
acknowledged request.
- Jeffrey Chandler (NCDEQ) posed question - Who would be the CLT contact? Ryan Fairchild
stated he would be.
- Jeffrey Chandler NCDEQ) posed question - Who will be responsible for performing daily
DEQ E&S reporting? Thalle acknowledged they were the responsible party for all DEQ
reports.
