RE: Preliminary Inspection of Timberlake Golf Course BMPs
Dear Mr. Blythe:
Charlotte - Mecklenburg Storm Water Services County Water Quality (CMSWS)
performed a preliminary site inspection on February 20, 2012 accompanied by Mike
Andert of Timberlake and Marc Houle of Yarbrough - Williams & Houle.
This report contains comments on the preliminary inspection. For clarity, the current golf
course hole numbers will be referenced below. The following comments are provided for
your consideration:
Outlet Pipes:
a. Energy dissipaters for Outlet Pipes for all holes and practice areas were not
inspected due to time constraints. A separate inspection will be scheduled for
inspection of these areas.
2. Golf Hole #4:
a. Trees and woody vegetation along the berm should be removed to prevent
possible berm breach.
b. The BMP does not appear to be deep enough, possibly filled in with sediment.
There should be at least 1.5 feet difference between the outlet pipe invert and
the bottom of the micropool (which should be 325 ft2 in size). The BMP should
be re- surveyed to verify depth and capacity.
Golf Hole #5:
a. Trees and woody vegetation along the berm should be removed to prevent
possible berm breach.
b. The BMP does not appear to be deep enough, possibly filled in with sediment.
There should be at least 1.5 feet difference between the outlet pipe invert and
the bottom of the micropool (which should be 89 fe in size). The BMP should
be re- surveyed to verify depth and capacity.
c. There is an erosive rut that has formed on the northeast corner that needs to be
repaired and stabilized with vegetation.

4. Golf Hole #6:
a. A portion of the vegetation planted here for mitigation of a disturbed buffer
has been recently bush - hogged. The vegetation needs to be re- planted in
accordance with the buffer mitigation guidelines contained in The Water
Quality Buffer Implementation Guidelines document.
5. Golf Hole #7:
a. All the vegetation planted here for mitigation of a disturbed buffer has been
recently bush - hogged. The vegetation needs to be re- planted in accordance
with the buffer mitigation guidelines contained in The Water Quality Buffer
Implementation Guidelines document.
6. Golf Hole #8:
a. This wet pond BMP is not required by the 401/404 wetland application /
permit; however, Timberlake requests this BMP be installed as mitigation for
two BMPs that will not be installed (5 -2 and 5 -3). CMSWS approves this as
mitigation technique for these two pocket wetlands.
7. Golf Hole #9:
a. There is an erosive rut that has formed on the north side of BMP 9 -1 that needs
to be repaired and stabilized with vegetation.
b. Trees and woody vegetation along the berm of BMP 9 -2 should be removed to
prevent possible berm breach.
c. The BMP 9 -2 does not appear to be deep enough, possibly filled in with
sediment. There should be at least 1.5 feet difference between the outlet pipe
invert and the bottom of the micropool (which should be 296 fe in size). The
BMP should be re- surveyed to verify depth and capacity
8. Golf Hole #10:
a. No comments
9. Golf Hole #11:
a. Water is seeping through the rip -rap berm which prevents water from pooling
in the wetland. The berm should be re- constructed to ensure water is not
seeping through the berm.
b. The BMP does not appear to be deep enough, possibly filled in with sediment.
There should be at least 1.5 feet difference between the outlet pipe invert and
the bottom of the micropool (which should be 550 fe in size). The BMP should
be re- surveyed to verify depth and capacity.

10. Golf Hole #12:
a. Trees and woody vegetation along the berm of BMP 12 -1 should be removed to
prevent possible berm breach.
b. The two 12 -inch riser pipes need to be cleaned of leaves and a screen (wire
mesh) needs to be installed over the riser pipes to prevent clogging.
c. Cattails are growing close to the outlet pipe and have the potential to clog the
pipe. Cattails should be removed within 5 feet of the outlet pipe.
11. Golf Hole #13:
a. The upper water quality check dam is less than 1 -foot tall; this check dam
should be reconstructed to be 4 -feet tall.
12. Golf Hole #14:
a. No comments.
13. Golf Hole #15:
a. A planting plan and cost was included for BMP 15; however, no construction
costs were provided. Additionally, installation criteria should be established
for BMP 15 -1 (i.e. when 80 percent of the drainage area is built -out). This
information must be provided before the BMP will be approved.
b. There is a large drainage area (southeast) that is not accounted for in the
design drainage area of this BMP 15. Certification of the drainage area is
required. All drainage areas (regardless of whether treated by another BMP or
not) must be shown on the map. The BMP should be re- designed for the
additional drainage area from the up- gradient BMP unless drainage is
bypassed around this BMP or the discharge rate from up- gradient BMP is
minimized by spreading the flow over 5 days.
c. In lieu of installing this BMP now, the developer desires to post a bond.
CMSWS will accept posting of a bond until such time as the up- gradient
drainage area reached 80% build -out provided the developer: 1) submits a
copy of the bond approved by Mecklenburg County, and 2) the developer
reports initially (and annually thereafter) on the percent build -out.
14. Golf Hole #16:
a. The BMP should be re- designed for the additional drainage area from the up-
gradient BMP unless drainage is bypassed around this BMP or the discharge
rate from up- gradient BMP is minimized by spreading the flow over 5 days.
The discharge rate of all up- gradient BMPs must be provided for comparison.
b. The permanent pool elevation is listed as 639.75 on the drainage map, but the
invert of the outlet orifice is listed as 604.0, and the water surface elevation is
listed at 640.75. This needs to be verified and corrected (or explained) in the
calculations and as -built drawing.

15. Golf Hole #17:
a. No comments.
16. Golf Hole #18:
a. All the vegetation planted here for mitigation of a disturbed buffer has been

Implementation Guidelines document.
17. Practice Area:
a. No comments.
18. Palisades Golf Maintenance Building:
a. There is erosion on the north side of BMP that needs to be repaired and
stabilized with vegetation.
19. Palisades Golf Clubhouse:
a. Club Irrigation Pond 1 is not holding water indicating a bypass of the pond.
From the inspection, the maintenance drain valve appeared to be leaking,
possibly not fully closed. This should be verified.
b. There is erosion on the south side of Club Pond 1 that needs to be repaired and
stabilized with vegetation
c. The approved plans for irrigation ponds 1 and 2 required a permanent mark
(suggest a saw cut) on the outside of the outlet structure to accommodate
visual inspection of the permanent pool level. These marks should be shown
(along with their elevation) on the as -built drawings. No marks were noted on
the outlet structures during the inspection.
d. The location of the irrigation pumps and float switches should be shown on
the as -built drawings for irrigation ponds 1 and 2.
e. The sprinkler zones should be shown on the drawings for both irrigation
ponds.
Please be aware that CMSWS will not release the Surety Bond (dated November 9, 2006)
until all the provisions have been completed by Timberlake. As part of the provisions of
the bond, CMSWS will need to inspect and approve all water quality BMPs after receipt
of final as -built surveys and engineering certification. CMSWS requests submittal of a
revised final report by March 20, 2012. Timberlake should allow 2 weeks for CMSWS
to complete the final inspection of the BMPs once the final report is received.
