With this letter Restoration Systems (RS) is submitting the fourth year (2011) morntoring report for the
Wellons Farm Bank Parcei approved by DWQ (Aprd 8 2008) and authorized under the RS Neuse
River Basm Riparian Buffer and Nutrient Mitigation Umbrella Banking Instrument (#08 510 March 17
2008)
This report mdicates that the site is exceedmg the requirements stipulated within the instrument
Overall the site has an average tree density of 1 745 stems per acre Only 1 plot did not meet
success criteria (one stem shy) in 2011 due to road mamtenance Additional markers wdl be placed in
this area durmg the month of November 2011 to alleviate this issue A bank ledger is not being
provided at this time since I provided you with one in mid October I wdl however provide you with an
end of the year ledger no later than January 15'h of 2012
According to the credit release schedule within the above referenced mitigation banking instrument
the Wellons Farm parcel is entitled to a release of 10% of its potential credit we are formally
requesting the release of these credits with th�s letter With your approval a total of 7 380 43 Nutrient
Offset credits wdl be released

EXECUTIVE SUMMARY
Restoration Systems LLC (Restorat�on Systems) has completed ripar�an buffer restoration at the
Wellons Farm Mitigation Bank Parcel (hereafter referred to as the Bank Parcel ) to intercept
and treat agricultural runoff which conveys pestic�des fert�lizers and animal wastes to local
surface waters The Bank Parcel is located approximately 4 5 miles northwest of Smithfield m
Johnston County This portion of Johnston County is located withm the Neuse River Basm m
United States Geological Survey Hydrologic Un�t 03020201 (North Carolma Division of Water
Quality subbasin 03 04 02) The Bank Parcel consists of 34 25 acres immediately adJacent to
unnamed tributar�es to Swift Creek which will be used for nutrient offset credit generation
Prior to restoration Bank Parcel land use was characterized by livestock pasture and row crop
agriculture cleared of nat�ve forest vegetation Bank Parcel reforestation consisting of native
hardwood species was implemented within the entire 34 25 acre Bank Parcel extendmg up to
200 feet from the top of stream banks The primary goals of this buffer restoration and nutrient
offset pro�ect focused on reforestation with native species to 1) improve water quality by
�nterceptmg and retaming nitrogen phosphorus sediments and fecal coliform conveyed by
runoff from the upstream watershed 2) el�minate livestock grazing agricultural production and
fertilization within riparian areas 3) reduce sedimentat�on/siltat�on 4) filter and reduce
pollutants prior to entering Swift Creek 5) serve as a w�ldlife corridor by providmg connectivity
to forested areas ad�acent to the Bank Parcel and 6) prov�de mcreased habitat for aquatic and
terrestrial wildlife
Overall densities of planted trees and shrubs were well above the required 320 stems per acre
with an average of 1745 stems per acre in the Fourth Monitor�ng Year (Year 2011)

10 INTRODUCTION
Restoration Systems LLC (Restoration Systems) has completed riparian buffer restoration at the
Wellons Farm Mrtigation Bank Parcel (hereafter referred to as the Bank Parcel ) to intercept and
treat agricultural runoff which conveys pesticides fertiLzers and animal wastes to local surface
waters The Bank Parcel is located approximately 4 5 miles northwest of Smithfeld m Johnston
County This portion of Johnston County is located withm the Neuse River Basm m United States
Geological Survey Hydrologic Unrt 03020201 (North Carolina Division of Water Quality
subbasm 03 04 02)
Prior to restoration Bank Parcel land use was characterized by livestock pasture and row crop
agriculture cleared of native forest vegetation Bank Parcel reforestation consisting of native
hardwood species was implemented wrth�n the entire 34 25 acre Bank Parcel extendmg up to 200
feet from the top of stream banks The primary goals of this buffer restoration and nutrient offset
pro�ect focused on reforestation with native species to 1) improve water quality by mtercepting
and retaining nitrogen phosphorus sediments and fecal coliform conveyed by runoff from the
upstream watershed 2) eliminate livestock grazing agricultural production and fertilization
withm riparian areas 3) reduce sedimentation/siltation 4) filter and reduce pollutants prior to
entermg Swift Creek 5) serve as a wildlife corridor by prov�dmg connectivity to forested areas
ad�acent to the Bank Parcel and 6) provide increased habitat for aquatic and terrestr�al wildlife
As constructed the Bank Parcel provides 34 25 acres of riparian buffer restorat�on immediately
ad�acent to unnamed tributaries to Swift Creek wh�ch will be used for nutr�ent offset credit
generation
A Bank Parcel Development Package and Riparian Buffer and Nutrient Mitigation Umbrella
Bankrng Instrument were completed for the Bank Parcel m March 2008 The plan outlmed
methods designed to reforest the entire 34 25 acre Bank Parcel with native species Carolina
Silv►cs planted the Site during March 2008

Monitoring procedures for vegetation were designed in accordance with Section IV of the
Rtpartan Buffer and Nutrtent Mittgatton Umbrella Banking Instrument (signed by Restoration
Systems and the North Carolina Divis�on of Water Qual�ty [NCDWQ] m March 2008) A general
discussion of the p(ant community restorat�on monitoring program is provided Monitor�ng of
restoration efforts will be performed for a minimum of 5 years or unt�l success criteria are
fulfilled The locations of monitormg plots are depicted in Figure 2
Durmg the first year vegetation rece�ved v�sual evaluations on a per�od�c bas�s to ascertam the
degree of overtoppmg of planted species by nuisance species Subsequently quantitative
samplmg of vegetat�on will be performed between m the fall of each mon�tormg year for fve
years or until the vegetation success crrteria are ach�eved
Twenty two sample plots were mstalled shortly after planting to equally represent the Bank Parcel
(Figure 2) Each plot measures 10 meters by 10 meters (0 0247 acre) The vegetat�on parameters
monitored m each plot included species composition and species dens�ty V�sual observations of
the percent cover of shrub and herbaceous species were documented m photographs included m
Appendix A
2 2 1 Vegetat�on Success Criter�a
Success cr�teria have been establ�shed to verify that the vegetat�on component is dependent upon
dens�ty and growth of 'Character Tree Species Character Tree Species mclude planted species
those observed m forest stands near the Bank Parcel and those listed in appropriate community
descriptions from Class fcatron of the Natural Commuratres of North Carolina (Schafale and
Weakley 1990) Character�st�c Tree Species include but is not limrted to spec�es listed m Table
1

were exceeded for the 2011 annual monitoring year with an average of 1745 stems per acre In
addrtion each individual plot met success criteria wrth the except�on of plot 1 which was one
stem shy of success criteria as the result of mow�ng along the edge of the easement

3 0 CONCLUSIONS
Overall vegetation plots across the Bank Parcel were well above the required 320 stems per acre
with an average of 1745 tree stems per acre in the Fourth Monitormg Year (2011) Table 3►s a
summary of vegetation plot results for the Bank Parcel
The large mcrease m average tree stems per acre between monitoring year 1 and monitor�ng years
2 4 was due to the prol�feration of natural recruits particularly red maple (Acer rubrum)
sweetgum (Lrquidambar styracrflua) and tulip poplar (Lrrrodendron tulrp fera) seedlmgs within
Plots 13 16 located immed�ately ad�acent to a natural seed source Over time most of these
seedlmgs will be out competed to represent a smaller portion of the stems per acre
In addition supp(emental plantmg of approximately three acres m the northern portion of the Site
was made m January 2009 Plant�ng occurred due to low tree densities in Plots 17 18 and 20
noted during the Year 1(2008) monitoring program Mortality m that area was attributed to a
comb�nat�on of sandter so�ls and drought that occurred durmg 2008 Supplemental planted
seedlmgs are contmuing to do well through the Year 4(2011) mon►tormg season
