11 0156) Annette Thanks again for discussing the pro�ect with me yesterday on the phone After looking into the proposed 401 condition that would require the a Final Stormwater Management Plan prior to beginning construction on the Road Relocation it was determined that this option would not allow the pro�ect to move forward since there is not funding available to compete the final design on the Runway/Taxiway extension Since is it the intent of the permittee to begin construction on the Road Relocation ASAP this option would not fit into the proposed construction/funding schedule However we understand that DWQ needs to follow the�r administrative process and comply w►th state and federal regulations As an alternative option would it be possible to have a condition that would state that after the Road Relocation no other DWQ approvals could be received until the a Final Stormwater Management Plan for the Runway Extension was submitted to DWQ? I am not sure if this is a possibility but if so it would lock the Airport into the completing the Runway/Taxiway Extension as the next pro�ect and allows for the construction of the Road Relocation to move forward as scheduled The Airport Authority in con�unction with the Federal Aviation Administration and the NC Division of Aviation are fully committed to completing the Runway Extension and have completed the followmg items�n order to move the pro�ect forward 1 Purchased 8 parcels of land at an approximate cost of$1 2 million 2 Displaced 3 families and relocated 2 homes 3 Started condemnation proceedings on 1 parcel cost=$671000 1 4 Negotiated the purchase of and relocation of a local fire station 5 Negot�ated the purchase of 4 additional parcels of property which will result in one additional family displacement Anticipate closing within 60 days 6 Committed to paying for mitigation impacts at a cost of approximately$900 000 The Airport Authority has been working on this runway extension pro�ect for nearly 10 years and they are fully committed to the pro�ect depending on receipt of funds The current Transportation Improvement Plan that is on file with the NC Division of Aviation outlines the runway extension program and is the highest priority with the Authority Unfortunately funding for a pro�ect of this size typicaliy comes in increments of differing sizes and never is fully committed at the outset The schedule of funding for the entire program at this time is uncertain So while the Runway Extension does not currently have funding it is marked for the future funding that the Airport would receive Due to the nature of public funding the Airport would need to allocate the funds it has now to do as much as they can to implement the pro�ect If funds are not spent on pro�ects on hand in a timely manner there is a potential that the Airport could lose the funding and the funds would be re allocated to other airports by the NC Division of Aviation Therefore the Airport could not bank public funding to complete the Runway Extension and Road Relocation at the same time at a later date The road relocation takes first priority in completing the overall pro�ect since the runway cannot be extended without the road being relocated After the road relocation is completed the next pro�ect to be performed would be the runway/taxiway extension therefore the runway extension design will be the next design effort performed I apologize for the lengthy email but I�ust wanted to make sure the DWQ was aware of the intricacies involved with the pro�ect as a whole If you have any questions please feel free to give me a call I w�ll be in the office for the rest of the week Thanks again for helping us to move this important pro�ect forward es Edward J Smad Environmental Scientist THE LPA GROUP INCORPORATED A Unit of Michael Baker Corporat�on 4401 Belle Oaks Drive Suite 105 North Charleston SC 29405 843 329 0050 www Ipagroup com www mbakercorp com � z Lucas, Annette From Homewood Sue Sent Friday October 28 2011 1 23 PM To Kennerly Timothy S Cc Lucas Annette Sub�ect RE Mt Airy Surry County Airport Stormwater Management Plan Tim, The stormwater plan wdl be reviewed by Annette so I don t know the status I will be reviewing the mitigation plan From Kennerly, Timothy S [TSKennerly@Ipagroup com] Sent Friday October 28, 2011 1 17 PM To Homewood Sue Sub�ect Mt Airy Surry County Airport Stormwater Management Plan Good Afternoon Sue lust wanted to check with you on the status of the review of the Stormwater Management Plan that was submitted for the Mt Airy Surry County Airport Development Pro�ects?
