Klimek, P.E. Director Division of Water Quality April 18, 2007 CERTIFIED MAIL: 7005 0390 0001 3200 5694 RETURN RECEIPT REQUESTED Sandler at Topsail, LLC c/o William H. Sutton 3902 Gresham Lake Road Raleigh, NC 2761 S Subject Property: DWQ Project # 070458 Onslow County REQUEST FOR MORE INFORMATION Goose Bay Plantation Dear Mr. Sutton: On March 12, 2007, the Division of Water Quality (DWQ) received your application dated March 12, 2007 to permanently fill approximately 0.49 acres and temporarily impact 0.03 acres of wetlands for road crossings to access the subdivision. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 1 SA NCAC 2H .OS06 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested for: 1) On the large plat map there are no lot numbers or street names, it is most difficult to accurately review a proposed subdivision with out lot numbers and street names. Please provide a large scale overall subdivision plan with lot numbers and street names. 2) Please provide more specific directions to the site. 3) On the plan it states that certain lots are to be "spanned with no wetland impacts". Please locate these crossings on the plat map. 4) As shown on the drawing labeled as impact # 8, there extends a wetland finger beyond the road crossing. This impact needs to be included in the overall impacts due to it being cutoff from the larger wetland and being such a small size and the difficulty in keeping it viable. Please include this area as impacted in your calculations. S) The pond at the entrance road off Turkey point Road is showing that it impacts wetlands (by overlapping wetland lines). These impacts are not incorporated in the amount of wetlands to be impacted. Please include this amount or avoid impacting these wetlands and clearly depict the wetlands as not being impacted on the map. If the pond is adjacent to the wetland area, please demonstrate that digging this pond will not impact these adjacent wetlands. 6) Impacts labeled as # 9 & #10 are not labeled on the 8.S X 11 sheet. Please correct this. In addition, the small wetland finger that will be cutoff by impact # 10 needs to be included in the impacts to wetlands. Again the small size of the remaining wetland will be difficult in keeping it viable. Please add this amount to the wetlands being impacted.
