Mr. Smith:
As you are aware, the Department has monitored the UT to Little River relocation (Site 10) since
its construction in July 2003. Located in Moore County, adjacent to the US 1 bypass near Vass,
this site provides 174 linear feet of stream relocation for impacts associated with the R-0210A
project. The stream relocation was constructed and revegetated with appropriate hardwood
species. Per the permit requirements, NCDOT was required to annually monitor the stream
mitigation site for channel stability by visual observation for five years or until success criteria
were met. During the five year monitoring period, annual reports were submitted to the
appropriate regulatory agencies via the PDEA Natural Environment Unit's (NEU) website:

After five years of vegetation and stream stability monitoring, the UT to Little River relocation
(Site 10) indicates that the planted vegetation is surviving and the streambanks remain stable at
this time. Individual annual monitoring reports are available on NEU's website for 2005-2009.

A site visit was conducted on August 12`h, 2010 with the regulatory agencies and NCDOT
personnel present. It was detennined at that meeting that the site success criteria had been met
and that no further monitoring would be required. NCDOT requests that the appropriate resource
agencies provide documentation stating that no further monitoring is required and that the site.is
