HomeMy WebLinkAbout20060137 Ver 2_USACE Correspondence_20110106oLp - D ? 3'i 03 REPLY YO ATTENTION OF: Regulatory Division Action ID No. SAW 2006-00466 Carolina Marina Inc. c/o Mr. Tim Ward 1512 Burnett Road Wilmington, North Carolina 28409 Dear Mr. Ward: December 23, 2010 N - 6 2011 Reference your letters dated August 10, 2010 and October 22, 2010 requesting modification' of the Department of the Army (DA) Permit issued on March 13, 2008 for the replacement of the existing 23' x 27' platform located at the seaward end of the existing pier with a new 10' x 70' floating fuel dock, convert the existing 15' x 27' fixed platform and covered boat lift to a 21' x 27' unenclosed fuel attendant platform, replace a portion of the existing bulkhead with a new 250 bulkhead adjacent to the area of the existing bulkhead, and develop a marina clubhouse with an associated parking area at 1512 Burnett Road, adjacent to the Atlantic Intracoastal Waterway and Myrtle Grove Sound, immediately south of Carolina Beach Inlet, in New Hanover County, North Carolina. You have requested a permit modification to construct a dry stack storage building to accommodate 200 boats, remove the existing and authorized 6' wide pier and floating fuel dock, construct an elevated, wooden forklift pier with two drop zones, a dockside lift and two floating transient docks, relocate the previously approved clubhouse to a landward location, and revise the parking facilities to accommodate the forklift pier. Your modification also includes a new 50' bulkhead constructed in the location of the existing boat ramp and replacement of approximately 124' of existing bulkhead with a new bulkhead constructed approximately 2' waterward of the existing structure. After review of your proposal, Mr. and Mrs. Tim and Violet Ward (letter dated October 5, 2010) have recommended revision of your application and plans (copy enclosed). These recommendations are due to anticipated adverse environmental impacts, including adverse impacts to Primary Nursery Area (PNA), concerns over increased shoaling potentially induced from your proposed docking structures, increased boat traffic, substantial changes in shoal features and coastal marsh occurring at your site, and inaccurate hydrographic surveys of the project area. Please provide a response addressing these concerns.
