Dear Mr. Gentry:
On December 31, 2003 the NC Division of Water Quality (DWQ) received your application for a General 401
Water Quality Certification to impact .22 acre of wetland (wetland "BB") in order to construct the truck storage lot
and distribution facility on Starita Road in Mecklenburg County.
On February 13, 2004 Mr. Alan Johnson with this office conducted an inspection at the site. It was noted
that wetland "BB" functions as a stormwater control feature for runoff from upland areas. Based on the site plan
for the facility and discussions with the representatives of Carolina Wetland Services it was questioned whether
the plan could be improved to further minimize the impact to the wetland. As of this date no information has
been received regarding this matter. This project will be placed on hold for our processing due to incomplete
information (15A NCAC 2H .0507(h)). Until an improved site plan or justification explaining why the site plan
cannot be altered is received, I am also requesting (by copy of this letter) that the Corps of Engineers (COE)
place this project on hold.
