First of all I wanted to say thank you on behalf of everyone at Duke for all the attention you have been able to give us over the last few weeks concerning the Nantahala Area Run-of-River Projects. Sorting through all the interests concerning flow, lake levels and sediment has been difficult. We know how busy you are and the time you have devoted to helping us address these issues at these Projects is greatly appreciated. With your help we believe we have crafted suitable Lake Level/Flow Management Plans (LLFMP) and a Maintenance and Emergency Protocol (MEP) for the Bryson, Franklin, and Mission Projects. By mid-afternoon today, we will file those plans and the MEP as addendums to our Applications for 401 Water Quality Certification that we submitted to the North Carolina Division of Water Quality (NCDWQ) in June, 2009. Based on the comments we have received from some of you concerning the draft Sediment Study Plan, it is clear that we still have very substantial differences of opinion concerning sediment impacts and the scope of the role that our Projects should have with regard to sediment management. We are thoroughly considering all the comments we have received on the draft Sediment Study Plan and we will file our Final Sediment Study Plan proposal under separate cover with the NCDWQ electronically later today or tonight. We wanted to maximize the time that ya'll have to review what we file before the comment period closes on Friday while also providing Duke adequate time to review the extensive comments we received on the draft Sediment Study Plan. We believe this schedule should still give you enough time to review the documents Duke files and file your comments with the NCDWQ by the end of the day Friday. We sincerely hope that we can resolve the sediment management issue and continue to look for solutions that work for all parties. Thanks again for all your help.
