PROJECT SUMN VIARY. The applicant is proposing to demolish the existing dock within the basin, construct 4 new wetslips and rebuild the docking facility within the basin as well as bulkheading the basin, construct a new dock on the east side of the property with two wet dips, install bulkhead in the basin, build a high ground gazebo, build an observation pier with platform on the southern portion of the property. 9. Narrative Description: The David Bradley project is located at 126 Cribbs Lane in Newport, Carteret County. The site is found by turning south off of Hwy 24 onto Broad Creek Loop Road at the eastern entrance. Follow this road for 1/4 of a mile and Cribbs Lane will be located on the left. The site will be located on the north side of Bogue Sound at the end of Cribbs Lane. The subject property is 56,537 square feet in its entirety and averages 2' in elevation above NHW. Currently on the high ground portion of the site is a single-family residence, parking area, undeveloped lot and basin with 2 slips. The vegetation on the high ground portion mostly consists of live oaks, grass and small shrubs. Along the Bogue Sound shoreline of this property is an expanse of coastal marsh approximately 25' x236' that contains Smooth Cordgrass (S Martina alte_rniflora) and Salt Meadow Hay (Sparina ) tens). The ICW is located several hundred feet offshore in this area. Site visits and aerial photos do not find SAV's within the existing basin area, however through field visits and a bottom study SAV's have been found and become naturalized within the existing substrate bottom located within Bogue Sound. The Division of Water Quality classifies this area as SA and ORW waters. This portion of Bogue Sound is not a Primary Nursery Area and is open to the taking of shellfish. Carteret County's Land Use Plan dated 1999 classifies this area as Limited Transition with Conservation within the AEC's. There are not any shellfish leases in this area, however there is evidence of shellfish in this area. The shoreline has a total length along the NHW contour of 698'. Substrate composition is mostly sand. There are single-family homes with private docks to the west and east of the proposed project. The riparian lines were drawn 90 degrees from the appropriate channels within Bogue Sound and coincide with aerial photography. The riparian corridors are property lines within the basin which extend thru the access channel itself. The existing impervious surface is 24% within the AEC's and 24% for the entire tract. 10. Project Description: There is an existing basin and dock on the property. The project would consist of demolishing the exiting dock within the basin area, construct 4 wetslips with pier, platform, finger piers and tie pilings, construct a pier and platform with two side-to slips on the east side of the property, install a bulkhead within the basin area, construct a high ground gazebo and build an observation pier with platform on the southern portion of the property within Bogue Sound. David Bradley 126 Cribbs Lane Page 03 The applicants are proposing a high ground gazebo. The gazebo would be 12' x 12' hexagon and located on a small peninsula at the southern portion of the property. The gazebo would be rr located outside of die 30' LAMA buffer. The applicants are proposing a concrete bulkhead within the basin area. It would start on the western side of the basin and run south for 60' ( this includes the wing wall) then turn east for 100' then turn south for the final 43'. Due to a small 50 square foot section of coastal wetlands at the north east section of the basin, the bulkhead would be above the nbw contour and landward of the existing coastal wetlands. All other parts of the bulkhead would be a maximum of V waterward of nhw. The final dimensions would be 1' x 203', which includes the tie back system, and of concrete design. This new basin alignment would remove a total of 11 cubic yards of high ground in a 10' x 16' area. The existing elevation in this area waterward of the bulkhead is 2' and would be a final elevation of 0' once completed. The material removed would be used for the proposed bulkhead backfill. A total of 520 square feet of high ground would be graded, filled or disturbed during the process with 11 cubic yards of material removed. This disturbance would be partially for the bulkhead backfill and some high ground excavation for a more precise bulkhead alignment. The applicants are proposing to remove the existing clock within the basin. They would replace the dock with a 6' x 31.4' pier and a 6' x 54' 1-head platform. There would be two 3' x 15' finger piers and five tie pilings extending waterward from the 1-head. All portions of the dock (pier, platform and fingers) would be fixed. This dock would house slip areas 1 to 4 and would be a maximum of 47' to the outer portion of the tie pilings below nhw into a private upland basin. The soundings within the dock area are an average of -1.7'nlw. The typical boat to be served would be center console and have a typical length of 20'. There would not be any discharge of sewage allowed as well as no maintenance or onsite fueling. There would be trash receptacles located on the high ground portion of the site. There would be no sewage discharge signs located at the dock entrance. During a site visit with DMF on 12/14/07 it was determined that the basin had become naturalized over time due to the lack of maintenance. There was an evident shellfish resource along the basin edge that could be impacted. The applicants are proposing a two slip (5&6) pier located on the eastern portion of the property. It would be 6' wide and a total of 102.27'. The pier would extend from high ground east for 4' and then cross a 38.27' expanse of high marsh and a 40' expanse of low marsh. It would continue over open water for 20' and intersect with a 6' x 18.62' 1-head platform. The basin/canal width within this area is an average of 137.2. The pier and platform portion over open water would be a maximum of 34' from the edge of marsh and would not cause a hindrance to the navigation channel. Slip area 5 would be located in - 2' nlw at the waterward side of the 1-head. Slip area 6 is proposed in water depth of -.4' nlw to .8 nlw. A previous site visit with DMF did determine that the area within the shallow water along the shoreline was SAV habitat. David Bradley 1261 Cribb-, sane Page 04 The final proposal is for an observation pier at the southern portion of the property. It would be 6' wide and a total of 242'. It would start on how ground for 9' then extend over a 10' expanse of high marsh and a 43' expanse of low marsh. It would continue over open water for 180' and intersect with a 20' x 20' platforrn with no slips proposed. The toiai length of the pier and platform over open water would be 200' from the edge of marsh. There are similar piers of this length along this shoreline. It would be located a couple of hundred feet from the existing chamiel as well as the AIWW and would not cause a hindrance to navigation. Bogue Sound within this area is at least 1000' wide. 11. Anticipated Impacts: This proposed installation of the docks and pilings would result in temporary turbidity and would incorporate 925 square feet of open water within the basin while shading 600 square feet. The dock and slips 5 & 6 would shade and incorporate 232 square feet within the east canal/basin area. The observation pier and platform would shade 1,480 square feet of open water. The high ground work would excavate 157 square feet and fill 520 square feet. The piers would also shade and incorporate 498 square feet of low marsh and 289.62 square feet of high marsh. There should be no hazard to navigation resulting from this project, as there are other docks of equivalent length along the same shoreline on Bogue Sound and the basin is privately owned. The pier which would house slips 5 and 6 should not cause a hindrance to navigation on the east creek, as there are similar docks of equivalent length along this shoreline as well. No coastal marsh would be filled or excavated during this project. 't'here is not a potential to impact SAV's or shellfish with docking ingress and egress within the basin or with the observation pier however due to the location of slips five and six within SAV habitat with evident rhizomes, there is a potential to affect this area through ingress and egress due to the shallow water depths. The intended use for this project is private; however, due to the amount of area residences and businesses the applicant owns it is probable that these would also be able to use the facilities as well.
