Please send me an updated flow schematic/water balance. According to 122.21(g)(2), the diagram should include flows. The schematic should also include all the internal outfall included in the permit. I don't see internal outfalls 008, 009, 011, and 012. Outfall 001 is not identified either. Please send a topo map that identifies the intake and outfall to receiving waterbody per 122.21(f)(7). I will complete my review as soon as I get the updated topo map and water balance/flow schematic. However, based on review so far, the emergency overflows from the FGD system need to comply with the new effluent guidelines for this waste stream. Since the FGD overflows will go to the ash pond, instead of through the bioreactor, the permit should ensure that the EG limits for the discharge from the ash pond will be met. Also, I noticed that the permit fact sheet states that the facility uses dry ash handling for fly ash; however, the permit gives Duke until 11/1/2018 to meet the new "no discharge" limits for this waste stream.
