This correspondence confirms the 10 December 1996, meeting between Mr. John Townson of USMC Environmental Branch, Ms. Debbie Bryant of LANTDIV, and Messrs. Mickey Sugg and Allen Davis of my Regulatory Branch, regarding the modification of wetland impacts associated with your Individual Department of the Army (DA) permit issued 28 March 1996 for the construction of MILCON P-933 located in the Greater Sandy Run Area, on the west side of Highway 17, north of Folkstone, Onslow County, North Carolina. Also, please reference the 5 August 1996 and 20 December 1996 receipt of your request to modify this permit. 2. According to the meeting and the submitted revisions, the original 102.19 acre request for the construction of the multi-purpose training range included 26.19 acres of high ground development. By the removal of the high ground impacts, the total wetland impacts will be reduced to 76 acres. In addition, the roads have been redesigned to decrease the width from 20 feet to approximately 17 feet. This construction modification will further reduce impacts to wetlands from 76 acres to 74.47 acres. These corrections will be noted and our file will document 74.47 acres of wetland impacts replacing the original 102.19 acres. 3. Despite the corrected acreage of wetland impacts, USMC has agreed to adhere to the original 102.19 mitigation acreage for the pocosin impacts associated with P-933. With the completion of Range P-933 pocosin mitigation site, the excess mitigation acreage will be used by USMC to compensate for wetland impacts in the proposed MILCON P-028 small arm range project. By copy of this letter, the U.S. Army Corps of Engineers is acknowledging the high ground acreage inclusion of the original permit request, confirming the reduced wetland impacts associated with the road construction modifications, and agreeing that the excess mitigation from P-933 will fully com ensate for the wetland impacts associated with the construction of 5. Although issues relative to disposition of the property have prevented finalization of a Memorandum of Agreement establishing this Bank, we feel it would be appropriate to convene the Mitigation Bank Review Team (MBRT) to discuss the status of the mitigation plan and to ensure that any issues regarding the technical merits of the plan have been addressed. If time permits, we will make a visit to the field to inspect restoration work that has occurred to date. Accordingly, we have a scheduled a meeting on Wednesday, September 10, 1997, at 10:00 am in Building 1 at the Marine Corps Base, Camp Lejeune.
