PROJECT SUMMARY: The applicant proposes to establish a public park and estuarine access site. The facility would include the construction of two (2) paved handicap parking spaces, concrete sidewalks and an adjacent bench seating area, an elevated wooden boardwalk and observation platform and a pier. PROJECT DESCRIPTION The project area is located on the northeastern side of Southport's city limits, at the end of Kingsley St., adjacent to the Cape Fear River, in Brunswick County. The half acre lot (.48 acre) was most recently the site of a crab processing/packing operation. The hurricanes in the 1990's severely damaged the old building and pier, eroding under the structure and under-mining the concrete building apron/walkway which now lies in pieces along the shoreline. The Town has obtained the required permits to demolish the existing structure and remove all the debris from the site. The exact location of the wetland line under the old pile supported building will have to be evaluated after the removal of the building. The remainder of the lot is maintained as a lawn. There is a border of coastal wetlands on the east side of the existing building, approximately 40 - 60 feet wide, adjacent to the river shoreline . The coastal wetlands consist primarily of Smooth Cordgrass (Spartina alterniflora), but includes Spike Grass (Distichlas s icata) and Salt Meadow Grass (Spartina patens) as the marsh transitions to highground. The NC Division of Water Quality classifies the adjacent surface waters of the Cape Fear River as SC. These waters are not designated as Primary Nursery Areas by the NC Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. The Cape Fear River is approximately 2600 feet wide in the project area. The near edge of the 400 ft. wide shipping channel which serves Sunny Point Military Ocean Terminal and the NC State Ports at Wilmington, is approximately 900 feet offshore. The city proposes to develop a public park for visitors and the residents of Southport. The project will include the initial demolition of the existing building, clearing of debris and grading of approximately .3 acres of the property to prepare the site for development. Development plans include a two (2) paved handicap parking spaces, concrete sidewalks and an adjacent bench seating area, an elevated wooden boardwalk and observation platform and a pier. The parking area (18' X 24') would be located in the northwest corner of the property. The proposed pier would begin in the center of the observation deck. A concrete walkway (8' wide) would convey users from the parking area and Kingsley St. to the center of the lot where the walkway would form a circle and split into a dual walkway on either side of the property. There would be a bench seating area constructed adjacent to both legs of the walkway and the remaining highground area would be landscaped. At the point where highground transitions into wetlands, the walkways would be converted to an elevated wooden boardwalks. The exact location of the coastal/404 wetland line will be determined by NC Division of Coastal Management and US Army Corps of Engineers field staff after completion of the demolition of the existing building. The two 8' wide boardwalks would merge together to form a single section of boardwalk, 58 feet long by 15 feet wide, parallel to the shoreline. An eight (8) foot wide pier would extend from the center of the boardwalk approximately 95 feet into the Cape Fear River. At the waterward, end of the pier the applicant is proposing an octagon platform, 17 feet in diameter (256 sqft.). No docking spaces are proposed with this structure. Water depths at the end of the structure: would be approximately 4' at MLW. The entire facility would be handicap accessible and ADA compliant from the parking area to the pier platform. 10. ANTICIPATED IMPACTS: The project would result in the grading and disturbance of approximately .3 acres of highground for debris removal and site preparation for development, and subsequent landscaping of the site. The proposed parking area, concrete walkways and patio seating areas would create approximately 2100 City of Southport-Kingsley Park Page 3 square feet of impervious surface on the lot and the total built upon area within the 75' Coastal Shoreline Area of Environmental Concern (AEC) would be 9.6 %. The elevated boardwalks could potentially shade approximately 1158 square feet of unvegetated wetlands, however, this figure may be significantly reduced once the ground surface under the building can be evaluated after demolition. The proposed pier platform would result in the incorporation of approximately 272 square feet of estuarine waters and public trust area. Submitted by: E.F.
