I spoke to Mickey Sugg yesterday concerning the USMC Cherry Point Piney
Island berm creation project (030834). He is going to permit it as a
NW18, not an IP. The total impacts are 0.096 acres. He just used the
IP application. I do not have to write a 401 because it fall under the
18, but should I? Did they pay a fee? Thanks, Noelle

MCAS Cherry Point proposes to enhance an existing strafing
target and scoring system at Piney Island (BT-11). This project
requires discharge of fill into waters of the US, in excess of
the amounts authorized by nationwide permit number 18. Therefore
we have prepared an individual permit application form, and have
enclosed seven copies for your review and distribution. Also
enclosed is a permit processing fee of $200.
New scoring electronics require the upgrade of the existing
strafing target. The fill associated with this effort is
required for the construction of soil berms in front of the
target banners. These berms would shield the electronics from
ordnance impact. A strafing target has existed in this same
location for many years. As a result the site contains evidence
of previous impacts from ordnance delivery including two large
oblong pits (visible in the enclosed aerial photograph layout).
There are no existing areas of upland that could support the
current or improved strafing target. The location of this target
is driven by operational parameters and the size limitations of
Piney Island. The target itself requires specific placement to
ensure that all ordnance delivered to the target remains on
military property. The weapon safety footprint, the land area
needed to employ a specific aircraft and ordnance at specified
delivery parameters (dive angle, altitude, and airspeed at weapon
release) to contain 99.999% of all initial and ricochet impacts
at the 95% confidence interval, is 10,000 feet along its longest
point. Therefore, the existing location of the target is one of
few locations on Piney Island that can accommodate the weapon
safety footprint.
Additionally, all of Piney Island is jurisdictional wetland
with the exception of the small areas of man-made high ground.
These areas are already fully utilized to support other targets
and facilities such as buildings and roads.

The project includes improvement of an existing target and scoring system, including new
targets, scoring electronics, and protective berms. The work includes creation of 4 dirt
berms to protect scoring electronics during use of the target. These dirt berms measure
approximately 50' long by 10, wide by 8' high. A portion of these berms would be placed in
waters of the US.

Piney Island is USMC property used for aircraft ordnance delivery training. The project
location currently supports a similar target and scoring system that needs improvement to
support current mission requirements.

20. Reason(s) for Discharge
Discharged fill will create berms and high ground to allow access for system repairs. The
location of the IRSS is driven by operational requirements and the need to keep ordnance
impacts within USMC controlled area. There is very little existing high-ground on BT-11,
and it is man-made and already fully utilized for other target facilities.

Approximately 380 yd3 of fill is required. The majority of the fill will be clean concrete
rubble from the demolition of a building on Cherry Point. The upper portions will be fill
dirt, concrete in the upper portions would increase ricochet hazard.

impact at the end of a man-made canal, and 0.002 in an open water area created by previous

The existing IRSS has dirt berms, but these are much smaller than those required for the new
system, and the existing berms are on high-ground (the road shoulder).
