This letter is written in response to a request from Mr. Keith B. Price, Jr. of Samet Corporation.
for the Division of Water Quality's determination of the applicability of the Randleman Lake
Water Supply Watershed Regulations, ISA NCAC 2J3.0250 -.025 1, to the subject property. A
site visit was conducted on October 20, 2000. Those in attendance were Jenny Rankin of this
office, Keith B. Price, Jr., of Samet Corporation, and Jeremy Thomas of the City of Greensboro
Water Resources Department.

Based on the October 20, 2000 site visit, this Office has determined that the portion of Feature A
on the subject property (see enclosed trap) ig NOT SUBJECT W the Randleman Lake Water
Supply Watershed Regulations, including both the Protection and Maintenance of Riparian Areas
and Stormwater Requirements.
This letter addresses only the applicability of the Randleman Lake Water Supply Watershed
Regulations. Please keep in mind that there may be additional Federal, State, and Local

Dear Ms. Small:
On January 15, 2003, the Division of Water Quality (DWQ) received your request that we concur that the subject property
does not contain a stream subject to the Randleman Buffer Rule (15A NCAC 02B .0250). A stream is depicted in the
location of this property on the Guilford Co. soil survey. The stream was evaluated by Ms. Jenny Rankin of the Winston-
Salem Regional Office of the DWQ on October 20, 2000. Ms. Rankin stated in a report dated October 24, 2000 that the
stream located on the subject property was "NOT SUBJECT" to the buffer rule. As per this decision the DWQ concurs
with you that the subject property does not contain a stream subject to the buffer rule.
Please note that wetlands most likely exist on this property. Any impacts to these wetlands will need to use ,a Nationwide
Permit or other 404 Permit from the U.S. Army Corps of Engineers (USACE) and its associated DWQ Water Quality
Certification. Any impacts will need to comply with the conditions of the appropriate Certification- These may include (but
are not limited to) written authorization from the DWQ, mitigation and stormwater management for impacts to waters
classified as "WS-IV". In addition, a stream subject to the Randleman Buffer Rule exists near the western property

boundary of the property. No direct discharge of stormwater through the buffer can occur.
This letter does not approve any impacts to wetlands, streams or protected riparian. Please contact Mr.. Bob Zarzecki of
the DWQ Wetlands/401 Unit at [phone]. -
