PROJECT DESCRIPTION: The project site is a 4.5 acre tract, at 6049 Wrightsville Avenue, adjacent to Bradley Creek, in New Hanover County. There is an existing single-family dwelling on the property which was built in the 1920's. The surrounding area is maintained as a lawn and landscape shrubs. There are mature Pecan, Pine, Sweet Gum, and Red Cedar trees across the property. The rear of the property (northeast) is overgrown with Slash Pines, Privet, and Wax Myrtle. Adjacent to the shoreline, there is a border of coastal marsh, which varies between 60 - 200 feet in width, depending on the proximity of the narrow creek channel (6 - 15 ft. wide) as it meanders through the marsh. The marsh vegetation is primarily Black Needle Rush (Juncus roemarianus) with narrow bands of Smooth Cordgrass (Spartina alterniflora) adjacent to either side of the creek channel. The marsh transition toward highground exhibits additional high coastal marsh species including, Spike Grass (Distichlis spicata), Sawgrass (Cladium jamaicense), Giant Cordgrass (Spartina cynosuroides), and Salt Meadow Grass (SSartna patens). Landward of the marsh edge, there is an existing New Hanover County sanitary sewer line, within a 30 ft. wide utility easement. There is also a small area (214 sqft.) of "404 type" wetlands that have been delineated landward of the tidal marsh. This delineation has been approved by the US Army Corps of Engineers. The Wilmington New Hanover County Land Use Plan classifies the area as Conservation. The waters of Bradley Creek are classified as SC HQW # by the NC Division of Water Quality. The area is designated as a Primary Nursery Area (PNA) by the NC Division of Marine Fisheries, and it is CLOSED to the harvest of shellfish. The applicant plans to restore the existing bungalow style house (circa 1920s) and incorporate it into the proposed planned unit development (PUD). The PUD includes eight (8) additional buildings with a total of fifteen (15) units. The project would include 1.63 acres of highground disturbance during the construction of the residential structures, access road and parking, utilities, stormwater structures and site landscaping. The project includes the placement of 214 square feet of rip rap (rock) within the "404 type" wetlands to stabilize the slope from an adjacent highground parking area. The addition of a turning lane within the Wrightsville Avenue right-of-way is also proposed, to neutralize any impediment to traffic flow. The applicant has submitted a Sedimentation and Erosion Control Plan to New Hanover County and a Stormwater Management Permit application to the NC Division of Water Quality which are currently under permit review. 10. ANTICIPATED IMPACTS The proposed project would incorporate 214 square feet of "404 type" wetlands. The project would disturb approximately 1.63 acres of highground during the PUD development and an additional .9 acres during the construction of the turning lane on Wrightsville Ave. Submitted by: E.F. Brooks Date: 2/7/03 Office: Wilmington Narrative for 6049 Wrightsville Avenue This application seeks approval for a planned unit development which will restore an existing bungalow style house built in the 1920's and incorporate it into a cluster of small residential buildings on a 4.50 acre site overlooking the West Prong of Bradley Creek. The proposed architecture takes details from other existing residential units found along this noted thoroughfare and is compatible in design and scale with the neighboring structures. All construction will start some sixty feet from the road, allowing the preservation of the surviving pecan orchard, as well as providing a uniform streetscape. Additionally, the development complies with all Wrightsville Avenue Corridor regulations per Section 19- 37.1 (3) of the City Code. The impervious coverage is a low 14%. No impervious material will be located within the CAMA setback line. An innovative stormwater management system will employ a three-tiered created wetland which will effectively filter all run-off to Bradley Creek. Improvements to Wrightsville Avenue in the form of turning lanes will neutralize any impediment to the flow of traffic. A five foot high brick wall and twelve foot street yard will buffer the development from roadway noise, while also providing a nice appearance. Neighbors to the Southwest will be buffered by a six foot high shadowbox fence and a leyland cypress hedge. The closest neighbor across the creek is over 400 feet away. This design was created by closely following the fundamentals of Section 19-93.
