CAMA Major Permit No. 66-08 was issued to Bruce Carlson on June 18, 2008 for the
construction of a large marina and associated upland development on Pungo Creek a tributary of
the Pungo River in Belhaven, NC; the development is also known as Lancaster Landing Inc. The
permitted development included a 95 lot residential subdivision, 24 condominiums, ships store,
bathhouse, swimming pool and 109 slip marina. The structures associated with the marina docking
facility are the only development that have occurred to date.
The permit has been renewed multiple time and had multiple refinements. The last
refinement was issued on August 7`h 2017 changing the dimensions of the ships store and
bathhouse; the latest renewal was issued on June 19'h 2019.
On November 14'h 2019 the Washington district received a request to modify Major Permit
66-08 to include a kayak launch to the existing marina. The launch would include an ADA
accessible walkway leading from leading from C-dock which is centrally located in the marina to
a step-down platform measuring 8'4" x 38" which would have two 4' x 20' finger piers on either
side. The structure will require an additional 9 support pilings be installed and shade approximately
476ft2 of open water but will not add to overall footprint on the marina.
The proposed modifications fit the specific use standards as set out in 15A
NCAC07.0208(b)(5). A check for $100.00 for the modification has been deposited in the
Division's account. This office recommends that CAMA Major Permit No. 66-08 be modified to
allow the addition of the described kayak launch to the existing marina.

4.8 Ramps
4.8.1* General
Any part of an accessible route with a slope greater than 1:20 shall be considered a ramp and shall comply with
4.8.
4.8.2* Slope and Rise
The least possible slope shall be used for any ramp. The maximum slope of a ramp in new construction shall be
1:12. The maximum rise for any run shall be 30 in (760 mm). Curb ramps and ramps to be constructed on
existing sites or in existing buildings or facilities may have slopes and rises as allowed in 4.1.6(3)(a) if space
limitations prohibit the use of a 1:12 slope or less.

4.8.3 Clear Width.
The minimum clear width of a ramp shall be 36 in (915 mm).
4.8.4* Landings
Ramps shall have level landings at bottom and top of each ramp and each ramp run. Landings shall have the
following features:
(1) The landing shall be at least as wide as the ramp run leading to it.
(2) The landing length shall be a minimum of 60 in (1525 mm) clear.
(3) If ramps change direction at landings, the minimum landing size shall be 60 in by 60 in (1525 mm by 1525
mm).
(4) If a doorway is located at a landing, then the area in front of the doorway shall comply with 4.13.6.
4.8.5* Handrails
If a ramp run has a rise greater than 6 in (150 mm) or a horizontal projection greater than 72 in (1830 mm), then
it shall have handrails on both sides. Handrails are not required on curb ramps or adjacent to seating in assembly
areas. Handrails shall comply with 4.26 and shall have the following features:

Authorizing development in Beaufort County at adi. to Pungo Creek, 400 block
off Huff Road, Lancaster Landing Belhaven , as requested in the permittee's application date letter dated
6/1/19.
This permit, issued on June 19, 2019 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) This renewal shall be attached to Permit No. 66-08, which was issued to the permittee on 6/18/08, as
well as all subsequent modifications, refinements, and renewals, and copies of all documents shall be
readily available on site when a Division representative inspects the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
NOTE: The N.C. Division of Water Resources has assigned the proposed project DWR Project No
071100.
NOTE: The U.S. Army Corps of Engineers has assigned the proposed project SAW Action Id. No.
2007-393-107.
NOTE: A permit renewal application processing fee of $100 was received by DCM for this project.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
July 14, 2021
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.
