PROTECT DESCR_iP'I_'iON The project site is located at 409 Canal Drive at Carolina Beach adjacent to the Carolina Beach Yacht Basin in New Hanover County, NC. The lot is approximately 0.11 acres with an elevation of approximately 8 ft above Mean High Water. There is presently a three unit condo on the lot. Also present on the lot is a 50 linear foot bulkhead that spans the waterward width of the lot, a 6 X 36 ft pier with a 4 X 20 ft floating dock that runs parallel with the bulkhead and a 10 X 4 ft finger pier that extends waterward from the floating dock. The Town of Carolina Beach Land Use Plan classifies the area as developed. The adjacent waters of the Yacht Basin are classified as Developed by the Division of Environmental Management. They are not classified as Primary Nursery Areas by the Division of Marine Fisheries and are closed to the taking of shellfish. The applicant proposes to construct a second 4 X 10 ft finger pier extending from the existing floating dock which would increase the number of boat slips from two to three. The proposed finger pier would extend waterward from the southern end of the existing floating dock a distance (10 ft) equal to the opposite finger pier at the northern end of the floating dock. The two finger piers are proposed to be twelve feet apart. The entire pier, floating dock and finger piers will not exceed 60 feet in length and will not exceed 200 sf which is the maximum square footage allowed for a 50 ft wide lot using the four square feet per linear foot of shoreline rule. The project is proposed to be at least 15 feet inside of each riparian corridor line, but has still received waivers from the setback requirements from both adjacent riparian neighbors. The Town of Carolina Beach requires that piers in that area of Canal Drive do not extend beyond 200 feet as measured from the centerline of Canal Drive right of way. As proposed, the project is consistent with the Carolina Beach requirement. 10. ANTICIPATED EVIPACTS The proposed structure would incorporate an additional 40 square feet of estuarine and public trust waters. Since the pier is already constructed and there are no wetlands at the waterward end of the pier, the project should involve no additional shading of coastal wetlands. Neither should the proposed activity require any dredging. The square footage of the existing floating dock and finger pier was originally permitted and constructed at 180 sq. ft. However, the applicant has already reduced the existing square footage to 144 square feet in order not to exceed the four square feet per linear foot of shoreline nile if this permit is issued. So in essence, the applicant will only be incorporating an additional four square feet of estuarine and public trust waters. Properties along Carolina Beach Yacht Basin are inundated with piers and docks for boats along both shorelines, many of which provide docking for up to four boats. There are also several marinas within the Yacht Basin. The Carolina Beach Land Use Plan classifies the area adjacent to the Yacht Basin as developed and does not discourage the construction of docks and piers within the basin as long as dredging activities are kept to a minimum. The project as proposed meets the Carolina Beach established pier head line requirement, totals less than 200 square feet of dock space and does not extend more than 1/4 the width of the water body. PROTECT DES IMON The project site is located at 409 Canal Drive at Carolina Beach adjacent to the Carolina Beach Yacht Basin in New Hanover County, NC. The lot is approximately 0.11 acres with an elevation of approximately 8 ft above Mean High Water. There is presently a three unit condo on the lot. Also present on the lot is a 50 linear foot bulkhead that spans the waterward width of the lot, a 6 X 36 ft pier with a 4 X 20 ft floating dock that runs parallel with the bulkhead and a 10 X 4 ft finger pier that extends waterward from the floating dock. The Town of Carolina Beach Land Use Plan classifies the area as developed. The adjacent waters of the Yacht Basin are classified as Developed by the Division of Environmental Management. They are not classified as Primary Nursery Areas by the Division of Marine Fisheries and are closed to the taking of shellfish. The applicant proposes to construct a second 4 X 10 ft finger pier extending from the existing floating dock which would increase the number of boat slips from two to three. The proposed finger pier would extend waterward from the southern end of the existing floating dock a distance (10 ft) equal to the opposite finger pier at the northern end of the floating dock. The two finger piers are proposed to be twelve feet apart. The entire pier, floating dock and finger piers will not exceed 60 feet in length and will not exceed 200 sf which is the maximum square footage allowed for a 50 ft wide lot using the four square feet per linear foot of shoreline rule. The project is proposed to be at least 15 feet inside of each riparian corridor line, but has stiltreceived waivers from the setback requirements from both adjacent riparian neighbors. The Town of Carolina Beach requires that piers in that area of Canal Drive do not extend beyond 200 feet as measured from the centerline of Canal Drive right of way. As proposed, the project is consistent with the Carolina Beach requirement. 10. ANTICIPATED EMPACTS The proposed structure would incorporate an additional 40 square feet of estuarine and public trust waters. Since the pier is already constructed and there are no wetlands at the waterward end of the pier, the project should involve no additional shading of coastal wetlands. Neither should the proposed activity require any dredging. The square footage of the existing floating dock and finger pier was originally permitted and constructed at 180 sq. ft. However, the applicant has already reduced the existing square footage to 144 square feet in order not to exceed the four square feet per linear foot of shoreline rule if this permit is issued. So in essence, the applicant will only be incorporating an additional four square feet of estuarine and public trust waters. Properties along Carolina Beach Yacht Basin are inundated with piers and docks for boats along both shorelines, many of which provide docking for up to four boats. There are also several marinas within the Yacht Basin. The Carolina Beach Land Use Plan classifies the area adjacent to the Yacht Basin as developed and does not discourage the construction of docks and piers within the basin as long as dredging activities are kept to a minimum. The project as proposed meets the Carolina Beach established pier head line requirement, totals less than 200 square feet of dock space and does not extend more than 1/4 the width of the water body. PROTECT DESCRIPTION The project site is located at 409 Canal Drive at Carolina Beach adjacent to the Carolina Beach Yacht Basin in New Hanover County, NC. The lot is approximately 0.11 acres with an elevation of approximately 8 ft above Mean High Water. There is presently a three unit condo on the lot. Also present on the lot is a 50 linear foot bulkhead that spans the waterward width of the lot, a 6 X 36 ft pier ,with a 4 X 20 ft floating dock that runs parallel with the bulkhead and a 10 X 4 ft finger pier that extends waterward from the floating dock. The Town of Carolina Beach Land Use Plan classes the area as developed. The adjacent waters of the Yacht Basin are classified as Developed by the Division of Environmental Management. They are not classified as Primary Nursery Areas by the Division of Marine Fisheries and are closed to the taking of shellfish. The applicant proposes to construct a second 4 X 10 ft finger pier extending from the existing floating dock which would increase the number of boat slips from two to three. The proposed finger pier would extend waterward from the southern end of the existing floating dock a distance (10 ft) equal to the opposite finger pier at the northern end of the floating dock. The two finger piers are proposed to be twelve feet apart. The entire pier, floating dock and finger piers will not exceed 60 feet in length and will not exceed 200 sf which is the maximum square footage allowed for a 50 ft wide lot using the four square feet per linear foot of shoreline rule. The project is proposed to be at least 15 feet inside of each riparian corridor line, but has still received waivers from the setback requirements from both adjacent riparian neighbors. The Town of Carolina Beach requires that piers in that area of Canal Drive do not extend beyond 200 feet as measured from the centerline of Canal Drive right of way. As proposed, the project is consistent with the Carolina Beach requirement. 10. ANTICIPATED R"FACTS The proposed structure would incorporate an additional 40 square feet of estuarine and public trust waters. Since the pier is already constructed and there are no wetlands at the waterward end of the pier, the project should involve no additional shading of coastal wetlands. Neither should the proposed activity require any dredging. The square footage of the existing floating dock and finger pier was originally permitted and constructed at 180 sq. ft. However, the applicant has already reduced the existing square footage to 144 square feet in order not to exceed the four square feet per linear foot of shoreline rule if this permit is issued. So in essence, the applicant will only be incorporating an additional four square feet of estuarine and public trust waters. Properties along Carolina Beach Yacht Basin are inundated with piers and docks for boats along both shorelines, many of which provide docking for up to four boats. There are also several marinas within the Yacht Basin. The Carolina Beach Land Use Plan classifies the area adjacent to the Yacht Basin as developed and does not discourage the construction of docks and piers within the basin as long as dredging activities are kept to a minimum. The project as proposed meets the Carolina Beach established pier head line requirement, totals less than 200 square feet of dock space and does not extend more than 1/4 the width of the water body.
