property boundary in the GSRA Training Complex. This boundary marker will not be a security
fence; therefore, it will not have to be maintained. No wetland impacts are anticipated during
installation.
In addition to the discharge activity, the applicant proposes to LAND CLEAR
approximately 20.18 acres of jurisdictional wetlands to facilitate a safe line of sight for tactical
vehicles. The activity includes the clear cut of trees and undergrowth to ground level. Root
systems of the cut vegetation will be left intact. Minimal soil disturbance will occur during
operation.
The applicant's stated purpose for Milcon Project P-935 is to provide a complete
infrastructure that will serve access to current and future military training ranges in GSRA.
Furthermore, the project will improve safety by limiting the use of public highways and state
roads, by restricting unauthorized access, and by establishing a secondary firebreak between the
ranges and the neighboring communities.
Site specific mitigation compensation for the 31.80-acre wetland impacts is proposed within
Greater Sandy Run Pocosin and Big Shakey Swamp. The wetland impacts include 3.54 acres of
bottomland hardwood wetlands, 3.43 acres of bottomland hardwoods with scrub-shrub
understory, 4.91 acres of scrub-shrub pocosin, 17.44 acres of forested wetlands with scrub-shrub
understory, 2.23 acres of forested wetlands, and 0.25 acre of open water. The proposed
compensatory mitigation consist of 20.91 acres of bottomland hardwood in Big Shakey Swamp at
a ratio of 3:1, and 37.24 acres of pocosin in Greater Sandy Run Area's southern pocosin at 1.5:1.
No mitigation is proposed for the land clearing activity.
The State of North Carolina will review this public notice to determine the need for the
applicant to obtain any required State authorization. No Department of the Army (DA) permit
will be issued until the coordinated State viewpoint on the proposal has been received and
reviewed by this agency, nor will a DA permit be issued until the North Carolina Division of
Water Quality (NCDWQ) has determined the applicability of a Water Quality Certificate as
required by PL 92-500.
The requested Department of the Army (DA) permit will be denied if any required State or
local authorization and/or certification is denied. No DA permit will be issued until a State
coordinated viewpoint is received and reviewed by this agency. Recipients of this notice are
encouraged to furnish comments on factors of concern represented by the above agencies directly
to the respective agency, with a copy furnished to the Corps of Engineers.

way to say it is we can impact 120 acres of pocosin and 11 acres of bottomland hardwood
before we meet the success criteria.

E. P-933 Design Modification
The original wetland impacts were 102.19 acres. Redesign reduced total wetland
impacts to 74.47 acres. Nevertheless, MCB agreed to mitigate for the whole 102.19 with
excess mitigation credits being applied to P-028.
F. P-028 Over-Mitigation
When P-028 impacts were subtracted from the P-933 excess mitigation, there
were still 18.21 acres in excess.
G. P-933 Mod (tank parking area)
We impacted 1.36 acres of pocosin/pine flat and used 4.00 acres of the 18.21.
Excess pocosin mitigation is now 14.21 acres of pocosin/pine flat.

404 wetlands for the completion of the perimeter road network, known as P-935, and to clear cut
20.81 acres of Section 404 wetlands to provide a clear line of sight in the Greater Sandy Run
Area Military Complex, adjacent to Holly Shelter Creek, near Holly Ridge, Onslow County,
North Carolina. Your receipt of this letter verifies your acceptance of a valid request for
certification in accordance with Section 325.2(b)(ii) of our administrative regulations.
We are considering authorizing the proposed activity pursuant to Section 10 of 1899 Rivers
and Harbors Act and Section 404 of the Clean Water Act, and we have determined that a water
quality certification may be required under the provisions of Section 401 of the same law. A
Department of the Army permit will not be granted until the certification has been obtained or
waived.
In accordance with our administrative regulations, 60 days after receipt of a request for
certification is a reasonable time for State action. Therefore, if you have not acted on the request
by October 9, 2000, the District Engineer will deem that waiver has occurred.

18. Nature of Activity (Description of project, include all features):
This military development activity consists of constructing approximately 45 km (28 mi) of
roads, 11 km (7 mi) of perimeter fencing, and site improvements at existing ranges (SR-7 6
SR-10) in the Greater Sandy Run Area (GSRA), Camp Lejeune, NC. Site preparation includes
clearing, grubbing, scarification, grading, and filling to bring foundation elevations to NC
and Camp Lejeune construction requirements.
Site improvements include access road realignment or widening, filling, grading, and
seeding 4m,all bivouac sites, constructing hardstands for tent erection, -onsCructing leach
fields to support field showers and mess, and adding target storage sheds at each firing range.
The perimeter fence will follow the property boundary and will consist of posts and hog
wire. The perimeter fence will only serve to mark the property boundary, not to serve as a
security fence that would have to be maintained.
The remainder of Perimeter Road (parts were completed in Phases I and II) will be near,
but not on, the property line. During the planning for Perimeter Road, efforts were made to
utilize as much existing powerline, railroad corridors, and road corridors as possible.
Extensive wetland impact avoidance and minimization occurred during design. Current
impacts are considered the minimum obtainable without adversely affecting the military training
requirement. For example, Perimeter Road is not crossing Sandy Run Swamp, Shelter Creek, or
Shakey Creek in an effort to minimize bottomland hardwood impacts. Furthermore, where
possible, Perimeter Road follows existing road, rail, and powerline corridors. Approximately
31.80 wetland acres will be filled. Tree clearing for line of sight will occur on 20.81 acres
(under 40 CFR Part 323.2(d)(2) not requiring a 404 permit, where tree root systems remain).
The total project area in wetlands is 52.61 acres. As specified in the attachments, we propose
to use the GSRA Mitigation Bank for mitigation compensation. An Environmental Assessment (EA)
is being written per the National Environmental Policy Act.

This infrastructure project is required to provide access to current and future military
training ranges in GSRA. Furthermore, the project will improve safety because Perimeter Road
will help keep military traffic off public roads as much as possible and will serve as another
firebreak between the ranges and the communities surrounding GSRA.

Filling is required to provide adequate foundation. Approximately 20.81 acres of forest will
be cleared (with root systems to remain) and 31.80 acres of jurisdictional wetlands will be
impacted for a total project area of 52.61 acres.

Summary of Impacts
Camp Lejeune feels that the wetland impacts for P-935 should be mitigated in the Greater
Sandy Run Area (GSRA) Wetland Mitigation Bank. The Bank is located in southern
GSRA, and almost all of the impacts are in GSRA. During the development of the Bank,
many Federal and State agencies expressed concern about siting mitigation inside the
safety danger arc of live fire ranges. Mitigating P-935 impacts in the Bank addresses
those concerns. Mitigating at the Bank is the most environmentally beneficial option.
We propose to mitigate bottomland hardwood impacts at a ratio of 3:1, and we propose to
mitigate other wetland impacts at a ratio of 1.5:1.
Camp Lejeune's objective in all three phases of the GSRA Roads and Infrastructure
Development (P-935 is the last of the three phases) is to provide access to the firing
ranges and to minimize military traffic on public roads. An important exception to this
goal is highlighted in the plans for Perimeter Road in P-935. Perimeter Road will not run
continuously along the western edge of GSRA but will connect to NC-50 at the major
stream crossings. By connecting to NC-50, Camp Lejeune is avoiding bottomland
hardwood wetland impacts.
The purpose of Perimeter Road is to provide access along the property line for
surveillance and to protect residence and private property by creating a secondary
firebreak between the ranges and the local community. Perimeter Road is not designed
for tracked vehicle traffic but will provide access around GSRA for emergency vehicles,
military police, fire fighters, natural resource managers, and other administrative
movements. Perimeter Road will not be the primary road that military traffic will access
the ranges. Perimeter Road will also serve as a firebreak to help contain wild fires and
prescribed burns aboard Camp Lejeune as well as providing fire fighters access around
GSRA.

When P-028 impacts were subtracted from the P-933 excess mitigation, there
were still 18.21 acres in excess.

18. Nature of Activity (Description of project, include all features):
This military development activity consists of constructing approximately 45 km (28 mi) of
roads, 11 km (7 mi) of perimeter fencing, and site improvements at existing ranges (SR-7 &
SR-10) in the Greater Sandy Run Area (GSRA), Camp Lejeune, NC. Site preparation includes
clearing, grubbing, scarification, grading, and filling to bring foundation elevations to NC
and Camp Lejeune construction requirements.
Site improvements include access road realignment or widening, filling, grading, and
seeding small bivouac sites, constructing hardstands for tent erection, constructing leach
fields to support field showers and mess, and adding target storage sheds at each firing range.
The perimeter fence will follow the property boundary and will consist of posts and hog
wire. The perimeter fence will only serve to mark the property boundary, not to serve as a
security fence that would have to be maintained.
The remainder of Perimeter Road (parts were completed in Phases I and II) will be near,
but not on, the property line. During the planning for Perimeter Road, efforts were made to
utilize as much existing powerline, railroad corridors, and road corridors as possible.
Extensive wetland impact avoidance and minimization occurred during design. Current
impacts are considered the minimum obtainable without adversely affecting the military training
requirement. For example, Perimeter Road is not crossing Sandy Run Swamp, Shelter Creek, or
Shakey Creek in an effort to minimize bottomland hardwood impacts. Furthermore, where
possible, Perimeter Road follows existing road, rail, and powerline corridors. Approximately
31.80 wetland acres will be filled. Tree clearing for line of sight will occur on 20.81 acres
(under 40 CFR Part 323.2(d)(2) not requiring a 404 permit, where tree root systems remain).
The total project area in wetlands is 52.61 acres. As specified in the attachments, we propose
to use the GSRA Mitigation Bank for mitigation compensation. An Environmental Assessment (EA)
is being written per the National Environmental Policy Act.

This infrastructure project is required to provide access to current and future military
training ranges in GSRA. Furthermore, the project will improve safety because Perimeter Road
will help keep military traffic off public roads as much as possible and will serve as another
firebreak between the ranges and the communities surrounding GSRA.

be cleared (with root systems to remain) and 31.80 acres of jurisdictional wetlands will be

So, we cannot mitigate bottomland hardwood wetland impacts exceeding 0.20
acres before meeting success criteria, thus freeing remaining acreage.
Summary of Impacts
Camp Lejeune feels that the wetland impacts for P-935 should be mitigated in the Greater
Sandy Run Area (GSRA) Wetland Mitigation Bank. The Bank is located in southern
GSRA, and almost all of the impacts are in GSRA. During the development of the Bank,
many Federal and State agencies expressed concern about siting mitigation inside the
safety danger arc of live fire ranges. Mitigating P-935 impacts in the Bank addresses
those concerns. Mitigating at the Bank is the most environmentally beneficial option.
We propose to mitigate bottomland hardwood impacts at a ratio of 3:1, and we propose to
mitigate other wetland impacts at a ratio of 1.5:1.
Camp Lejeune's objective in all three phases of the GSRA Roads and Infrastructure
Development (P-935 is the last of the three phases) is to provide access to the firing
ranges and to minimize military traffic on public roads. An important exception to this
goal is highlighted in the plans for Perimeter Road in P-935. Perimeter Road will not run
continuously along the western edge of GSRA but will connect to NC-50 at the major
stream crossings. By connecting to NC-50, Camp Lejeune is avoiding bottomland
hardwood wetland impacts.
The purpose of Perimeter Road is to provide access along the property line for
surveillance and to protect residence and private property by creating a secondary
firebreak between the ranges and the local community. Perimeter Road is not designed
for tracked vehicle traffic but will provide access around GSRA for emergency vehicles,
military police, fire fighters, natural resource managers, and other administrative
movements. Perimeter Road will not be the primary road that military traffic will access
the ranges. Perimeter Road will also serve as a firebreak to help contain wild fires and
prescribed burns aboard Camp Lejeune as well as providing fire fighters access around
GSRA.
