PROJECT SUMMARY: Applicants are developing Bay Colony Subdivision and propose to construct a pier with T-head for community use. Also proposed is a bulkhead to stabilize the shoreline, and a pool with bath house in the estuarine shoreline. FIELD INVESTIGATION REPORT: Paramount Homes, Inc., c/o Ms. Jennifer Carey Page 2 9. NARRATIVE DESCRIPTION: The location of the proposed project is approximately 1 mile west of the Highway 24/Highway 70 intersection in Morehead City, east of The Village at Camp Morehead By The Sea. This is a 20 acre tract that is currently being developed as a single family residential community (Bay Colony Subdivision). The work thus far has been accomplished outside of the Areas of Environmental Concern, and as such has needed no CAMA permit. The development is subdivided into 32 lots of approximately .5 acre each. The property averages 25' - 34' above mean sea level, and is vegetated with typical high ground grasses and trees. This tract fronts Bogue Sound, and has a fringe of Smooth Cordgrass coastal marsh. There are septic systems and wells existing, and others approved. A sedimentation/erosion control plan and a stormwater management plan have been approved for the development. The applicant has stated that Bogue Sound at the project site is .75 miles wide, which may be conservative. The AIWW is approximately ±1100' from the high water line of the property. Healthy beds of submerged aquatic vegetation thrive in this area of Bogue Sound. Bogue Sound is classified SA by the Division of Water Quality; this area is not designated as Primary Nursery by the Division of Marine Fisheries; and the waters are open to the taking of shellfish for consumption. The applicants are proposing to stabilize the shoreline, which has received a high level of erosion during the past three years of hurricanes, and to provide a pier with gazebo, and a pool with bath house for the community. The bulkhead is proposed to tie into the existing bulkhead to the west, and extend for approximately 287' eastward. This alignment will be slightly landward of an existing wall that is ineptly low in elevation and is damaged. This structure will be a traditional timber wall. Next, the applicants propose to construct a pier, 485' x 4'8" to a covered gazebo, 29'8" x 14'8". The length of this structure and the size of the gazebo are the reasons a major permit is required. There is no mooring space associated with this structure, and it terminates in approximately -2.68' nlw. Soundings submitted with the proposal show that 1.15' of additional water depth is achieved within the last 100' of the proposed structure. The pier and gazebo are located greater than 15' from each adjacent riparian corridor. The pool and bath house are proposed to be constructed beginning 65' from the high water line, extending landward. The pool is approximately 38' x 54', with a 30' x 10' bath house. These amenities will serve residents of the community. The septic facility for this structure has received approval (on file). 10. ANTICIPATED IMPACTS: As proposed, this pier and gazebo will shade approximately 373 square feet of Smooth Cordgrass marsh, and incorporate approximately 2322 square feet of open water area. The structure as proposed will exceed the length of adjacent piers along this shoreline. Temporary increases in turbidity can be expected during construction. The bulkhead will require the disturbance of approximately 3444 square feet of high ground for cables and deadmen. Construction of the pool and bath house within the estuarine shoreline will require the filling of approximately 2352 square feet of high ground. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Form DCM-MP-1 site. NARRATIVE DESCRIPTION: The location of the proposed project is approximately 1 mile west of the Highway 24/Highway 70 intersection in Morehead City, east of The Village at Camp Morehead By The Sea. This is a 20 acre tract that is currently being developed as a single family residential community (Bay Colony Subdivision). The work thus far has been accomplished outside of the Areas of Environmental Concern, and as such has needed no CAMA permit. The development is subdivided into 32 lots of approximately .5 acre each. The property averages 25' - 34' above mean sea level, and is vegetated with typical high ground grasses and trees. This tract fronts Bogue Sound, and has a fringe of Smooth Cordgrass coastal marsh. There are septic systems and wells existing, and others approved. A sedimentation/erosion control plan and a stormwater management plan have been approved for the development. The applicant has stated that Bogue Sound at the project site is .75 miles wide, which may be conservative. The AIWW is approximately ±1100' from the high water line of the property. Healthy beds of submerged aquatic vegetation thrive in this area of Bogue Sound. Bogue Sound is classified SA by the Division of Water Quality; this area is not designated as Primary Nursery by the Division of Marine Fisheries; and the waters are open to the taking of shellfish for consumption. The applicants are proposing to stabilize the shoreline, which has received a high level of erosion during the past three years of hurricanes, and to provide a pier with gazebo, and a pool with bath house for the community. The bulkhead is proposed to tie into the existing bulkhead to the west, and extend for approximately 287' eastward.
