PROJECT SUMMARY: The applicant proposes to excavation a 10'x 75' section of high ground, construct a bulkhead, a 8'x 67' section of floating dock and perform maintenance dredging around the proposed dock (approx. 15'x 75'x -4' MLW). PROJECT DESCRIPTION: The project site is located at 821 Inlet View Drive, adjacent to a no name finger canal connected to the Atlantic IntraCoastal Waterway (AIWW), in Wilmington, New Hanover County. The subject property is located in an area locally known as "Shinn Point". The lot is rectangular, and is roughly 70 ft. long on the west side, 337 ft. long on the north side, 405 ft. long on the south side and approximately 95 ft. along the waters edge. The subject property is currently undeveloped with the exception of an existing bulkhead. The property elevation averages approximately 9.0 feet above mean sea level. The site is relatively flat with a gentle slope towards the west. Direction to the site are as follows: From Wilmington, take US Highway 76 (Oleander Drive) East. Take a right onto Greenville Loop Road, which is located approximately %z mile south of Bradley Creek bridge. Once on Greenville Loop Road, travel approximately 1 mile and turn left onto Shinnwood Road. Travel east on Shinnwood road approximately 1/4 mile, then take a right onto Inlet View Drive. The property will be located on the left approximately 300-500 feet from the intersection of Shinnwood and Inlet View Drive. Vegetation at the site consists primarily of lawn grasses, weeds and small live oaks. A small unnamed canal borders the property to the east. The canal is roughly 45' wide and 1,000' long and acts as and ox- bow, tying into the AIWW from the north and the south. There are no coastal wetlands located within or immediately adjacent to the subject property, however there is a small island of Smooth Cordgrass (Spartina Alterniflora) located on the eastern side of the no name canal. The New Hanover County Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the canal are classified SA by the Division of Water Quality. They are designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish. The applicant is proposing to excavate a 10'x 75' section of high ground along the eastern most property line and convert the excavated area into a small basin to allow for the construction and installation of a 8' x 67' floating dock. The applicant is proposing to install a bulkhead (approx 95 linear feet) around the excavated basin to ensure shoreline stabilization. The applicant is also proposing to perform maintenance dredging in the area water ward of the basin and floating dock. The excavation would result in the removal of approximately 305 cubic yards of material from the area surrounding the proposed floating dock and approximately 139 cubic yards of high ground area. The dimensions of the dredging would include a 25'x 75'x -4' (at Mean Low Water (MLW)) area around the floating dock. The material would be removed by a high ground excavator, then spread on the subject property, on a dedicated disposal area approximately 80'x 180'. 10. ANTICIPATED IMPACTS: The proposed high ground excavation, bulkhead and floating dock construction would allow the applicant adequate dockage space for two vessels without having to extend the dock beyond 1/4 of the width of the channel. The proposed maintenance dredging would not increase the previously permitted depths of -6' for the unnamed canal. Navigation in and out of the channel, both during and after construction, should not be affected as the excavation and construction equipment will be located on the high ground. Mr. David Page 3 The proposed excavation would results in the removal of approximately 750 sq. ft. of high ground material, which would then be converted to open.water_ The proposed,dredging would result in the excavation of approximately 1,875 sq. ft. of shallow bottom area within the canal. The proposed floating dock would incorporate approximately 536 sq. ft. from the newly created high ground basin. The construction of the new bulkhead and spoil disposal would disturb approximately 16,300 sq. ft. of high ground. No significant depression areas are expected in the shallow bottom and open water areas due to the rapid increase in depth from the shoreline out to the channel (1 ft. drop in elevation for every 2 ft. towards the channel). There would be increased turbidity levels during project activity, however, if timed to avoid periods of peak biological activity, no long-term adverse impacts are anticipated.
