PROJECT SUMMARY: The applicant has applied to improve through paving an existing rail type boatramp (12' X 35') into Dumpling Creek. FIELD INVESTIGATION REPORT: KDJJ Enterprises / CARTERET COUNTY PAGE #2 --------------------------- 9. NARRATIVE DESCRIPTION: Project Setting KDJJ Enterprises owns 3.1 acres of land adjacent to Dumpling Creek, a tributary to Adams Creek, in Carteret County. The site can be accessed off Merrimon Rd. where you bear left and follow Merrimon Rd. until it terminates into 4-H Rd. 4-H Rd. has been recently paved and as you approach the first hard right you will note a farm house just off the road. The site is located across the field adjacent the farm house as the land approaches Dumpling Creek. The field is dissected by a pine plantation approximately four years old. The elevation of the tract is approximately 2-3 feet above the normal water level as you approach the water's edge. The lot currently has a septic system to support the future residential development and also has a pier originally permitted in May 2003 and reissued in August 2003 to include two uncovered boatlifts. The lot runs north to south from 4-H Rd. for approximately 515 feet crossing the young pine plantation and finally transitioning into marsh. At the water-ward edge of the pine plantation there is a small fringe of salt meadow grass (Spartina patens) before it changes to black needle rush (Juncos roemerianus) and ultimately into cord grass (Spartina alterniflora). The site is located adjacent to Dumpling Creek, which is classified as SA-HQW-NSW. This stretch of Dumpling Creek is a primary nursery area, however, it is permanently closed to shell-fish harvesting. Dumpling Creek is a tributary to Adams Creek, therefore the site is located within the Neuse River Basin. The waters are approximately -2.5' at normal water at the end of the existing ramp with the center of the creek dropping significantly below -6'. Project Description KDJJ Enterprises property contains an old railway style boat ramp historically used by local fisherman to pull trawlers from Dumpling Creek to maintain the fishing vessels. The existing ramp is 11' wide and extends through the highmarsh into the water approximately 29' below the normal water level. The ramp was built of railroad cross beams oriented shore parallel approximately 2' apart for the entire length of the structure. The spaces between the cross beams are filled with a thin layer of gravel. The rails ran on top of these cross beams into the water. The reason for the permit is that the rail system had not been used in such a long time that high marsh species, specifically Spartina patens and Juncos roemerianus, have grown over the impacted area for approximately 13' and are currently functioning as jurisdictional marsh. Also there has been some recovery of Spartina alterniflora along the water line forming an approximate l'-wide fringe. The applicant would like to improve this existing boat ramp area through paving. As proposed, the current ramp measuring 11' X 34' would be widened and paved to dimensions measuring 12' X 35'making it more usable for smaller vessels launched using wheeled trailers. The ramp is proposed to be constructed using a coffer-dam approach. FIELD INVESTIGATION REPORT: KDJJ Enterprises / CARTERET COUNTY PAGE #2 Anticipated Impacts The project will involve the loss of 156 ft2 of coastal wetlands adjacent to Dumpling Creek, which is designated as a primary nursery area. The ramp improvements would also result in the loss of 264 ft2 of shallow water habitat of Dumpling Creek, a result of the construction of the ramp. The ramp's construction, using the proposed coffer-dam approach, would likely create some short-term turbidity.
