Thank you for your correspondence dated September 23, 2000 (refaxed on December 1, 2000)
which addressed concerns we have regarding your project. Your explanation regarding alternative
bank stabilization measures is not sufficient to persuade us that riprap is the only alternative in this
case. The following items will need to be addressed before we can issue an approval for this project.
It appears that the up-river location is the mouth of a modified natural stream where it enters
into the Neuse River. Upslope stormwater flow management along with in-place bioengineering could
suffice to stabilize the location without riprap except perhaps at the mouth of the pipe underneath the
perimeter road. Similarly the most lower stabilization locations appear to be at the site of man-made
structures. It is likely hat bioengineering techniques could be used to stabilize these locations since the
remainder of the river's shoreline appears to be stable. Please provide a thorough evaluation of
bioengineering possibilities for these locations including flow velocities, existing, conditions on the
banks and sirralar measures so we can determine if measures other than riprap would be effective.
Finally you will need to characterize the present vegetation condition of the banks in these
locations. The Neuse River Buffer rules require replanting of any wooded vegetation removed during
bank stabilization efforts and encourages wooded plantings in all cases.

1. Clarify the length of shoreline to be stabilized.
The length of shoreline to be stabilized is approximately 300 feet.
2. Clarify whether bioengineering methods (other than riprap) could be used.
Bioengineering methods other than riprap were considered for this project. We reviewed
the North Carolina State University (NCSU) webpage
(http://h2ospare.wq.nesu.edu/descprob/strmbiilcs.html) which has a comprehensive
section on watersheds. Included in this web page is an analysis of streambank
stabilization methods. It analyzes the following bioengineering methods:
131anketing/Mattressing; Branch Packing; Brush Layering; Composite Revetment;
Gabions; Live Cribwall; Live Fascines (Wattling Bundles); Live Staking; Treri
Revetment; and Vegetative Cover. After reviewing these methods, we determined that
the structural hardening technic, ue of riX ap would best suit our situation.
We have included in our resubmittal two site maps of the project location. The northern
stabilization area on the east bank of the river contains an existing drainage outflow. This
outflow is on the east edge of the small inlet. During and after rain events, high velocity
water flows from that pipe. There is an existing embedded flow obstruction of timber
piles established betty(-en the outfall and the main river. During the flood event in
September of 1999, t: flow from the outfall was of such a high velocity that the water
was forced around this wall and eroded the bank in and around that area.
The NCSU webpage referenced abo ;Je says that streambanks can be protected or restored
either by increasing resistance of the bank to erosion or by decreasing the energy of the
water at the point of contact with the bank, for example by deflecting or interrupting
flows. We alre?o dy have in place a method of decreasing that energy of the water. We
now need to replace the bank that was eroded and increase the resistance of the bank to
erosion. The water vela ' ities in this area are too great to successfully establish vegetative
cover. Therefore, riprap is the preferred method of bank stabilization.
3. Clarify what replanting will occur once the shoreline is stabilized.
There will be no formal replanting of the area affected by the project. However, native
grasses and weeds may grow up from under the riprap and provide additional bank
stability.
4. Clarify whether an Environmental Assessment under NEPA or SEPA will be needed
for this project.
An Environmental Assessment will not be needed. This project involves maintenance
and repair of riverbank that was washed away by floodwaters.

The storm washed away approximately three feet of the riverbank. The
electrical conduit feeding our strobe lights is uncovered and debris floating
down the river has broken the electrical conduit, putting the strobe light in
danger of being cut and losing the system. The primary method of bank
stabilization is to place concrete around the areas where the erosion has
worn away the bank near the electrical lines. Concrete/cement trucks,
smaller concrete/cement delivery systems, and hand tools will be used.
Measures shall be taken (such as the use of forms) to prevent live or fresh
concrete from coming into contact with waters of the State until the concrete
has hardened. The secondary method of bank stabilization is to install
granite rocks (riprap) to bring the riverbank back to its original location
prior to Hurricane Floyd. Rock will be moved by front-end loaders, dump
trucks, and hand tools.
13. PURPOSE OF PROPOSED WORK:
The purpose is to restore the riverbank back to its original location. This
will prevent further damage to the electrical system at the West end of the
runway.
14. STATE REASONS WHY IT IS BELIEVED THAT THIS ACTIVITY MUST BE CARRIED OUT
IN WETLANDS. (INCLUDE ANY MEASURES TAKEN TO MINIMIZE WETLAND IMPACTS):
The electrical circuit that was uncovered by the storm must be protected.
The rocks should prevent more erosion of the bank and damage to our circuit.
