Anticipated Impacts
The ten slips would usurp approximately 4,240 ff of Public Trust Area of Camp
Creek. Arid of that total, the docks and finger piers would shade approximately 516 ftz
of shallow! estuarine habitat. The installation of the pilings would create some short-
term, consitruction related increases in turbidity to the adjacent waters as well as some
minor impact to the estuarine bottom habitat. The most obvious question of impact
probably r6sts on the potential for impact to the secondary nursery area as a result of the
motor boats docking in 3' to 4' of water. Typically, 18' to 28' motor boats draw less
than 3' of !,water. Consequently, the impact to the resources should be ndnimal. Also
there should be no adverse (npact to navigation in the area.

9. NARRATIVE DESCRIPTION:
Project Setting
The applicant owns approximately 2.5 acres of high ground at 609 North Street,
adjacent to Camp Creek and a manmade canal, near the Town of Oriental, in Pamlico
County. There is approximately 500' of shoreline along Camp Creek located to the
south and another 275' along a manmade canal to the west. The tract has historically
been used as the site of a commercial crab and fish business. And although some of that
business is still transacted, the volume is relatively low. A 50' X 100' crab house is
located immediately adjacent to the Camp Creek shoreline, while the 55' X 75' old fish
house is situated approximately 75' back from the shore. Old derelict docks are located
along the canal side. It is estimated that seven small boats can dock at these docks. The
extreme point has been bulkheaded and extends the length of the canal and some 225'
along Camp Creek. A 20' X 30' covered boathouse is currently situated waterward of
the crab house. Other features on the site include a loading dock and old railway.
Water depths in front of the bulkhead is approximately -2' below NWL but
increases to just under -4' below NWL some 14' out into the Creek. The Creek is
approximately 150' wide at the project site. Camp Creek is a secondary nursery area
and is classified as SC NSW HQW. The area is closed to shellfishing.
Project Description
The applicant proposes to construct 10 commercial slips for small motor boats
ranging from 18' to 28' in length. The slips would be located along the bulkheaded
section of Camp Creek. Seven of the slips would be located just east of the existing
boathouse. Five of those slips would be 14' wide while two would be 12' wide. All
seven of these slips would be 30' in length. Four 3'-wide X 14'-long finger piers would
provide access to these slips. The other three slips would be located in and adjacent to
the old boathouse. A 6'-wide dock would be constructed along the west and south sides
of the old boathouse and would measure 58' in length. The two outer slips would be 14'
wide and would be 38' and 32' in length. The final slip would be located inside the
boathouse. Including the derelict docks along the canal, the project could accommodate
up to seventeen boats.
A dry fire hydrant is proposed to be installed along the east end of the bulkhead
and a pumpout station is proposed. The Pamlico. County Health Department has issued
authorization to use the existing system for a business with five employees, seventeen
boat slips, restroom without bath house, and a pumpout station.

• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an. 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the , U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary.
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.

9. NARRATIVE DESCRIPTION:
Project Setting
The applicant owns approximately 2.5 acres of high ground at 609 North Street,
adjacent to Camp Creek and a manmade canal, near the Town of Oriental, in Pamlico
County. There is approximately 500' of shoreline along Camp Creek located to the
south and another 275' along a manmade canal to the west. The tract has historically
been used as the site of a commercial crab and fish business. And although some of that
business is still transacted, the volume is relatively low. A 50' X 100' crab house is
located immediately adjacent to the Camp Creek shoreline, while the 55' X 75' old fish
house is situated approximately 75' back from the shore. Old derelict docks are located
along the canal side. It is estimated that seven small boats can dock at these docks. The
extreme point has been bulkheaded and extends the length of the canal and some 225'
along Camp Creek. A 20' X 30' covered boathouse is currently situated waterward of
the crab house. Other features on the site include a loading dock and old railway.
Water depths in front of the bulkhead is approximately -2' below NWL but
increases to just under -4' below NWL some 14' out into the Creek. The Creek is
approximately 150' wide at the project site. Camp Creek is a secondary nursery area
and is classified as SC NSW HQW. The area is closed to shellfishing.
Project Description
The applicant proposes to construct 10 commercial slips for small motor boats
ranging from 18' to 28' in length. The slips would be located along the bulkheaded
section of Camp Creek. Seven of the slips would be located just east of the existing
boathouse. Five of those slips would be 14' wide while two would be 12' wide. All
seven of these slips would be 30' in length. Four 3'-wide X 14'-long finger piers would
provide access to these slips. The other three slips would be located in and adjacent to
the old boathouse. A 6'-wide dock would be constructed along the west and south sides
of the old boathouse and would measure 58' in length. The two outer slips would be 14'
wide and would be 38' and 32' in length. The final slip would be located inside the
boathouse. Including the derelict docks along the canal, the project could accommodate
up to seventeen boats.
A dry fire hydrant is proposed to be installed along the east end of the bulkhead
and a pumpout station is proposed. The Pamlico,County Health Department has issued
authorization to use the existing system for a business with five employees, seventeen
boat slips, restroom without bath house, and a pumpout station.

Anticipated Impacts
The ten slips would usurp approximately 4,240 fe of Public Trust Area of Camp
Creek. And of that total, the docks and finger piers would shade approximately 516 ft2
of shallow estuarine habitat. The installation of the pilings would create some short-
term, construction related increases in turbidity to the adjacent waters as well as some
minor impact to the estuarine bottom habitat. The most obvious question of impact
probably rests on the potential for impact to the secondary nursery area as a result of the
motor boats docking in 3' to 4' of water. Typically, 18' to 28' motor boats draw more
than what is whether or not 3' there should be no adverse impact to navigation in the
area
