PROJECT SUMMARY: The applicant proposes to install a discharge/diffuser structure with anchor approximately 100 ft. offshore in the Pamlico Sound. The structure will be connected to a 12 inch subterranean waterline from Buccaneer Drive. Dare County Water Department Bio Report Page Two The Dare County Water Department is expanding the capacity of the Cape-Hatteras Water Treatment Plant by construction of a reverse osmosis facility at the plant site. A concentrate discharge site is required for the normal operation of the new facility. Discharge Permit No. NC 0085707 to discharge wastewater under the National Pollutant Discharge Elimination System was issued effective 1 September 1996 for the facility. The development site is located at the end of Buccaneer Drive (SR 1400), in the Brigand's Bay Subdivision, in the Village of Frisco, Hatteras Island, Dare County and adjacent to and including an area of the Pamlico Sound. Buccaneer Drive ends approximately 300 ft. from the normal water level (NWL) and the area between the road end and the sound is a coastal marsh vegetated with Juncus roemerianus and Spartina alterniflora. The area of development in the Pamlico Sound is located approximately 100 ft. waterward of NWL. The area has a clear sandy bottom and a water depth of approximately -2 feet. The waters of the Pamlico Sound in this area are classified as SA by the Division of Environmental Management and are open to shellfishing according to the Shellfishing Sanitation Branch. The applicant proposes to construct a discharge and diffuser structure approximately 100 ft. waterward of NWL in the Pamlico Sound. The discharge/diffuser structure will be located at the terminus of a 12 inch PVC water line that will extend from the water plant and along the right of way of Water Association Road and Buccaneer Drive. At the end of the right of way of Buccaneer Drive, a directional bore machine will be utilized to bore a subterranean 12 inch, high density polyethylene pipe to the location of the proposed discharge/diffuser. The structure will consist of a 12 inch distribution header, 12 feet long with 12 eight inch rubber diffuser check valves. The subterranean line will be located a minimum of 8 ft. below ground/bottom level. The structure will be held in place by a 3' wide x 2' long x 1'/i' deep concrete anchor block that will be sunken in the sound bottom. An environmental assessment was prepared in October 1995 and revised in March 1996 for this project. The structure, including the anchor will cover a 12 ft. long and 4 ft. wide area (48 sq. ft.) of the Pamlico Sound, Public Trust Area and Estuarine Waters Areas of Environmental Concern. The placement of the anchor and the emergence of the 12 inch water line will result in less than a cubic yard of bottom material being displaced. The total subterranean bore length will be 425 ft. displacing approximately 12.4 cubic yards of bore material. The material will be suspended in the bentonite drilling slurry used by this construction method. It is estimated that 3,000 gals of this solution will leech out of the hole opening in the Pamlico Sound during the. drilling operation. Temporary water turbidity will. occur during construction. It is anticipated that there may be periods of low water. when the structure will be either partially or totally emergent. Due to the proximity of Brigand's Bay Subdivision, it is anticipated that personal water craft and wind surfing use will be prevalent in the area and that the structure will present a hazard to navigation. Directional Bore For Cape Hatteras RO Water Plant Discharge Applicant or Pro' ct Name Signature Date Revised 03195 NARRATIVE DESCRIPTION DIRECTIONAL BORE FOR CAPE HATTERAS REVERSE OSMOSIS WATER PLANT DISCHARGE The County is constructing a reverse osmosis water plant in Frisco on Water Association Road just off N.C. Highway 12. Groundwater from the Mid Yorktown Aquifer is filtered through membrane treatment. Impurities of the groundwater do not pass through the membrane and are rejected, typically called "concentrate.'' The concentrate will be discharged into the Pamlico Sound. An NPDES Permit has been obtained to discharge the reverse osmosis concentrate approximately 1000' offshore in the Pamlico Sound. Additional work was performed to indicate there are no detrimental effects to the environment from the concentrate discharge. The NPDES Group and the Division of Water Quality have verbally agreed to allow the discharge to be shortened to 100' offshore in the Pamlico Sound. A 12-inch PVC water main will extend from the water plant along Water Association Road and Buccaneer Drive. At the end of the right of way of Buccaneer Drive, a directional bore machine will be set up to directionally bore a 12-inch high density polyethylene pipe at a point 100' offshore in the Pamlico Sound. The total length of the directional bore is 425'. Utilizing this installation method, there will be no disturbance to wetlands, shoreline, or the sound except the point where the 12-inch pipe exits under the surface of the sound. Attached is a map illustrating the location of the discharge point. At the point where the directional bore exits into the sound, a 12-inch distribution header will be installed on the end of the pipe. The header is 12' long and contains twelve 8-inch rubber diffuser check valves. The valves will not allow sand back into the pipe during off conditions. The valves are designed for a maximum discharge velocity of 4 feet/second at buildout flow of 1250 GPM. The discharge flow of the initial phase under construction is only 417 GPM. The valves are oriented for the least possibility of erosion to the sound bottom or water surface disturbance. A sign will be posted next to the discharge header indicating a navigation hazard. The pipeline from the end of Buccaneer Drive to the point of exit into the Pamlico Sound will have a minimum of eight feet of cover. The waters of the Pamlico Sound in this area are classified as SA by the Division of Environmental Management and are open to shellfishing according to the Shellfishing Sanitation Branch. The applicant proposes to construct a discharge and diffuser structure approximately 100 ft. waterward of NWL in the Pamlico Sound. The discharge/diffuser structure will be located at the terminus of a 12 inch PVC water line that will extend from the water plant and along the right of way of Water Association Road and Buccaneer Drive. At the end of the right of way of Buccaneer Drive, a directional bore machine will be utilized to bore a subterranean 12 inch, high density polyethylene pipe to the location of the proposed discharge/diffuser. The structure will consist of a 12 inch distribution header, 12 feet long with 12 eight inch rubber diffuser check valves. The subterranean line will be located a minimum of 8 ft. below ground/bottom level. The structure will be held in place by a 3' wide x 2' long x 11h' deep concrete anchor block that will be sunken in the sound bottom. An environmental assessment was prepared in October 1995 and revised in March 1996 for this project. The structure, including the anchor will cover a 12 ft. long and 4 ft. wide area (48 sq. ft.) of the Pamlico Sound, Public Trust Area and Estuarine Waters Areas of Environmental Concern. The placement of the anchor and the emergence of the 12 inch water line will result in less than a cubic yard of bottom material being displaced. The total subterranean bore length will be 425 ft. displacing approximately 12.4 cubic yards of bore material. The material will be suspended in the bentonite drilling slurry used by this construction method. It is estimated that 3,000 gals of this solution will leech out of the hole opening in the Pamlico Sound during the dri Ring operation. Temporary water turbidity will. occur during construction. It is anticipated that there may be periods of low water when the structure will be either partially or totally emergent. Due to the proximity of Brigand's Bay Subdivision, it is anticipated that personal water craft and wind surfing use will be prevalent in the area and that the structure will present a hazard to navigation. Directional Bore For Cape Hatteras RO Water Plant Discharge Applicant or Pro' ct Nam/e, Signature Date Revised 03/95 NARRATIVE DESCRIPTION DIRECTIONAL BORE FOR CAPE HATTERAS REVERSE OSMOSIS WATER PLANT DISCHARGE The County is constructing a reverse osmosis water plant in Frisco on Water Association Road just off N.C. Highway 12. Groundwater from the Mid Yorktown Aquifer is filtered through membrane treatment. Impurities of the groundwater do not pass through the membrane and are rejected, typically called "concentrate." The concentrate will be discharged into the Pamlico Sound. An NPDES Permit has been obtained to discharge the reverse osmosis concentrate approximately 1000' offshore in the Pamlico Sound. Additional work was performed to indicate there are no detrimental effects to the environment from the concentrate discharge. The NPDES Group and the Division of Water Quality have verbally agreed to allow the discharge to be shortened to 100' offshore in the Pamlico Sound. A 12-inch PVC water main will extend from the water plant along Water Association Road and Buccaneer Drive. At the end of the right of way of Buccaneer Drive, a directional bore machine will be set up to directionally bore a 12-inch high density polyethylene pipe at a point 100' offshore in the Pamlico Sound. The total length of the directional bore is 425'. Utilizing this installation method, there will be no disturbance to wetlands, shoreline, or the sound except the point where the 12-inch pipe exits under the surface of the sound. Attached is a map illustrating the location of the discharge point. At the point where the directional bore exits into the sound, a 12-inch distribution header will be installed on the end of the pipe. The header is 12' long and contains twelve 8-inch rubber diffuser check valves. The valves will not allow sand back into the pipe during off conditions. The valves are designed for a maximum discharge velocity of 4 feet/second at buildout flow of 1250 GPM. The discharge flow of the initial phase under construction is only 417 GPM. The valves are oriented for the least possibility of erosion to the sound bottom or water surface disturbance. A sign will be posted next to the discharge header indicating a navigation hazard. The pipeline from the end of Buccaneer Drive to the point of exit into the Pamlico Sound will have a minimum of eight feet of cover.
