PROPERTY DESCRIPTION
Cypress Landing is located on Chocowinity Bay just southwest of
the town of Washington, North Carolina. The property encompasses
approximately 874 ~ acres including 789 ~ acres of high land and
85 ~ acres of wetlands. Approximately three fourths of the
property is located between Chocowinity Bay and SR 1123. The
remaining land lies between North Carolina SR 1123 highway and the
Carolina and Northwestern Railroad. The property has a rich
variety of physical characteristics. A thorough analysis of the
archeological resources, soil types, topography and surface
drainage, and vegetation has been undertaken by the applicant as
part of the planning process.
A thorough archaeological study has been prepared for the site.
The study indicates that there are no sites of archaeological
significance on the property. A few 19th century brick production
sites were located, excavated and artifacts documented. These
sites will not have an impact on the master plan.
There are several soil types encountered on the site. Soil
identification and interpretation was obtained from Beaufort
County, North Carolina, special Soil Survey Report dated July,
1984. In general, the soils range from fine sandy loam to loam to
mucky peat in the wetlands. All soils are of low to very low
permeability and therefore are unsuitable for septic systems.
Topographic information was obtained from a survey prepared by
Rivers & Associates, dated November 16, 1987. The topography
consists of flat to slightly rolling terrain in the upland portions
of the property and transitions to a series of gently rolling
bluffs along the water, which drop in elevation from 25'-30' to 5'.
The site drains primarily through one dominant water shed, which
outfalls through a wooded wetland at Silas Creek, and through two
smaller watersheds, one emptying through Rice Patch Creek and the
other through a wooded cypress wetland into Landing Creek.
Vegetation has been classified using infrared aerial photography
from the U.S. Department of Agriculture (NHAP 81 307 157-X) and
verified by site visits. There are two distinct types of
vegetation found on the property, wetlands and uplands. The
wetland vegetation includes hardwood drains that flow to
Chocowinity Bay and cypress swamps and grassed areas along the edge
of the bay. These wetland areas (85.1 acres) have been delineated
by the applicant and approved by the u.S. Army Corps. of Engineers
as to the extent of jurisdiction. Upland vegetation includes
distinct areas of mixed hardwoods and pines, and areas of
cultivated pine plantation.
To the applicant's knowledge, there are no endangered species or
threatened species on the property.

MASTER PLAN
Cypress Landing is planned to be a private permanent residential
and second home community of 865 dwelling units on 874 ~ acres.
The community is intended to respect and capitalize on both the
natural beauty and drama of it's site and the history and
traditions of the area. Cypress Landing will utilize the natural
amenities inherent in the site (access and views to the Bay,
wetland conservation areas and mature forests) while incorporating
new amenities to meet the needs of its resident community. Those
amenities include an 18 hole golf course, clubhouse, pool, tennis,
bayside park (common), pavilion, marina, shores ide marina
facilities, community garden plots, small convenience shopping area
and leisure trails for recreation and nature interpretation that
links the various amenities through preserved natural corridors.
All aspects of the Master Plan are designed to conform to the
topography, preserve wetlands and forests, and reduce the
development's impact on the natural environment.
The enclosed Conceptual Master Plan and Development Summary that
follows, outlines in more detail the planned development of the
property.
MARINA PLAN
To avoid proliferation of individual docks a private marina is
proposed. The marina is located in a deep water, open basin area
and no dredging will occur in these Class SC waters. Slip
orientation is designed in response to the East/West fetch which
effects the predominate wind tides in this area. Tidal flushing
will occur as it has in the past.
A pier design includes 302 slips. The pier systems extend 540 feet
offshore towards the channel, well within the 665 feet allowed by
the "one third rule". The proposed marina utilizes approximately
65 percent of the area allowed based on 27 SF per 8800 LF of total
shoreline.
The location of the fueling facilities are governed by the
Petroleum Consolidation Act 1928. Two (2) three-thousand gallo~
(3,000) below-ground fiber glass tanks will be located
approximately 160 feet from normal water level and 60 feet from
proposed structures. Suction and vent pipes will be encased in
concrete where possible. Suspended pipes on pier will be UV
tolerant and anchored to provide suitable support.

An angle check valve will be fitted at the junction of the suction
line and tank pipe. A pressure reducing valve will be fitted in
line prior to connection to the pump. Single spirit pumps will be
provided for petroleum and diesel distribution. Locking devices
will be placed on the manhole cover and at the fill and dip pipe
cap.
Pump out fixture will connect force main to wet well. Wet well
collection will feed gravity system which is treated by community
facilities. Suspended pipes on pier will be UV tolerant and
anchored to provide suitable support. Below grade force main will
have 3 feet cover.
Pump-out system will house a diaphragm-type, 3/4 Hp single phase
gear head motor. switches are internally mounted and protected
from the weather. A shut-off valve (Suction isolation ball valve
type) is supplied along with a site glass on all hoses to provide
them with drip-tight shut-off while not in use operating range is
from -20 degrees F to 150 degrees F.
WATER DISTRIBUTION AND TREATMENT
Water will be supplied at the development by a 400,000 gallon per
day well system which includes two wells with treatment and
storage. Ultimately, a one day supply for storage will be provided
in an elevated tank, but in the interim, pressure will be provided
by a hydropneumatic tank until the distribution system is approved
to serve in excess of 300 users. It is anticipated that the well
system will withdraw water from the Castle Hayne aquifer at
approximately 150 to 170 feet below the surface. Treatment
generally required for waters from this aquifer to comply with the
recommendations of the N.C. Division of Health Services for
drinking water includes aeration, detention, filtration, softening
and chlorination.
The design and location of the wells, treatment plant,
hydropneumatic tank, elevated tank, and water distribution system
will be coordinated with and in conformance with the N.C. Division
of Health Services regulations and recommendations.
WASTEWATER COLLECTION
A gravity sewer collection system will be utilized to collect
wastewater from the development and transport it to the treatment
plant. The collection system will consist of 10-inch and a-inch
gravity lines, sewage pump stations and' force mains. The sewage
will be collected and transported to the main pump station which
has a pumping capacity of approximately 600 gpm. The main sewage
pump station will pump wastewater to the oxidation ponds at the
treatment plant. The collection system and sewage pumping stations
will be designed in accordance with the N.C. Division of
Environmental Management rules and regulations.

WASTEWATER TREATMENT
Treatment facilities southeast of the development will be
constructed for the purpose of treating wastewater from this
development with an additional capacity to serve other properties.
Cypress Landing will generate, at ultimate development,
approximately 360,000 gallons per day of wastewater. The
wastewater treatment facilities will be designed for and request
a permit for 500,000 gallons per day treatment capacity.
The treatment site is located southeast of the proposed development
on the southwest side of the railroad tracks along SR 1125. The
treatment facility will consist of two oxidation ponds, a storage
lagoon, a chlorine contact chamber, an effluent pump station, 10"
PVC distribution line, and twenty spray irrigation fields. The
facility encompasses approximately 676 acres of upland pine
plantation including buffers.
Dennis J. Osborne and Associates performed an analysis of the spray
irrigation fields. His analysis established a water budget for the
spray fields and a hydraulic loading rate for the wastewater
effluent. Recommendations were made regarding the retention time
for the oxidation ponds and the storage lagoon. This information
will be submitted to the Division of Environmental Management for
their review and approval.
DRAINAGE
There are two very distinct tributaries that traverse the proposed
development. One is Rice Patch Creek which is the northeast
boundary of the property. The other, is silas Creek which a
majority of the development drains into. Its watershed extends to
the Carolina and Northwestern Railroad.
The existing topography lends itself to the development of lakes
as amenities to the property and as a method of improving the
quality of stormwater. A lake system is proposed on the Silas
Creek watershed. The main dam for these lakes will be west of and
outside of the wetland limits. The lakes have an approximate
surface area of 36 acres. From either the natural lay of the land
or by the diversion of stormwater these lakes will collect runoff
from approximately 483 acres of the development (55 percent). Of
the remaining 391 acres, 85 acres are wetlands; therefore, the lake
collects approximately 61 percent of the runoff from the
developable land. The lakes will be designed to meet the storage
requirements put forth by the Division of Environmental Management
for a stormwater management plan. Water from the lakes will be
used to irrigate the golf course and a raw water well will be
developed to augment the water supply.

Stormwater runoff along the major roads and single family lots will
be collected in drainage swales and transported to the natural low
drainage features. Along the north end of Silas Creek beyond the
dam, along Rice Patch Creek, along the northwestern portion of the
project adjacent to Chocowinity Bay and south of Landing Creek the
runoff collected will be transported through the natural features
and discharged into wetland areas or appropriate detention areas.
The Patio Home Sites, the Cottages, and the Townhouses will utilize
valley gutters and piped storm drainage systems to collect and
transport runoff. These systems will be routed to discharge into
the lake where practical and into na~ural vegetated drainage ways
with adequate length to provide treatment of runoff. The high land
areas at the marina facility will be collected and discharged into
the lake. The low land portion of the marina will be collected and
discharged into an impoundment meeting the Division of
Environmental Managements stormwater regulations. The installation
of the stormwater impoundment and the location of the marina
facility northwest of the mouth of Silas Creek will aid in
minimizing the water quality impact at the marina.
A stormwater management plan will be developed for each phase of
the development to comply with all state regulations.
During construction temporary measures will be installed in order
to minimize erosion and sedimentation. In the ,lake area a
temporary sediment basin will be installed to collect sediment
laden runoff. Its surface area will be designed such, that the
basin will operate with a high degree of efficiency in settling
sediments. Sheet runoff from the golf course, club house
facilities, and marina facilities will be filtered with silt fences
or collected in silt ditches. Runoff from swales will have
velocities reduced and sediments collected with the use of
temporary stone ditch checks or gravel and rip rap filter basins.
Disturbed areas will be seeded and mulched with either permanent
or temporary seed wi thin 30 days of the completion of active
construction. Area estimated to be denuded is 270 acres.

A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 Vz x II white paper. (Refer to Coastal
Resources Commission Rule 7).0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by O.S. 1l3-229(d).
